∎ Working Conditions: The position is based in Khagrachari, frequent travel is required to the other two project locations in Bandarban and Rangamati
∎ Project Brief:
∎ "The Partnership for Resilient Livelihoods in CHT Region"- a four-year project led by MJF, is aimed to contribute to poverty reduction and improving the livelihoods of the extremely poor households in the three Chittagong Hill Tracts (CHT) districts of Bangladesh. This initiative is supported by the EU and will benefit 20,000 households, and nearly 98,000 people in the Chittagong Hill Tracts. MJF seeks a highly motivated and experienced Technical Officer -Social Protection and Advocacy to join its team. The successful candidate will be responsible for providing technical support to the social protection component of the project, including planning, coordinating, and implementing related activities.
∎ Reporting: Project Coordinator-PRLC Project
Job Responsibilities:
∎ The Technical Officer - Social Protection and Advocacy, as a member of the Partnership for Resilient Livelihoods in CHT Region project team, is responsible for planning, coordinating and implementing social protection component of PRLC project aimed at promoting the rights, justice, and social inclusion of marginalised people in the Chittagong Hill Tracts. This role involved supporting partner organisations in social protection focused activities, disaster preparedness and advocacy initiatives across project areas, building their capacity to implement activities with beneficiaries and stakeholders, and promoting project activities through community mobilisation and engagement. S/H will work in collaboration with the programme team and other stakeholders to ensure that advocacy activities are aligned with project goals, objectives and strategies. The Technical Officer will maintain effective communication and contact with the relevant government departments and local governments, traditional leaders of Chittagong Hill Tracts.
∎ Key responsibility:
∎ Technical Officer -Social Protection and Advocacy in implement all planned activities of the social protection component of the project in line with best practices.
∎ Develop and implement an advocacy strategy in line with project's objectives and output.
∎ Coordinate with program staff and other stakeholders to identify key issues and opportunities for advocacy at local, regional levels.
∎ Promote the project's advocacy goals through interacting with important stakeholders such as government officials, civil society organisations
∎ Support to prepare and disseminate advocacy materials, including policy briefs, press releases, and fact sheets. Support the partner organisations identifying community volunteers and train them on gender sensitive disaster preparedness and management
∎ Support PNGOs in organising Yearly meeting with Union Disaster Management Committee (UDMC)
∎ Provide support to PNGOs in organising Training for volunteer groups on gender sensitive disaster response
∎ Support to organise Training on Social Accountability Tools (SAT) for Govt. officer and community groups
∎ Facilitate in conducting public Hearing at three districts in CHT
∎ Facilitate/support District level dialogue with government institutes and traditional leaders
∎ Prepare reports on advocacy efforts on a regular basis and contribute to project reports and other documents as required.
∎ Maintain effective communications and contacts with the line department such as DAE, DLS, DoF and other local government institutes and Chittagong Hill Tracts Regional Council, Hill district council and traditional leaders.
Additional Requirements:
∎ At least 3-5 years of relevant work experience in implementing social protection programmes in the context of poverty reduction.
∎ Ability to manage process effectively, and to work under pressure and maintain strict deadlines.
∎ Having computer skill on MS Word, Excel, PowerPoint and Internet Utilities.
∎ Experience in training/workshop facilitation.
∎ Excellent interpersonal communication skill and ability to work independently and also as part of a team.
∎ Working knowledge on any of the significant CHT local languages would be an added advantage.
∎ Good command both English & Bangla
∎ Knowledge on Coordination, leadership, community engagement and relationship building
∎ Knowledge and experience in working with Local Government Institutions and line department
∎ Good networking, communication, negotiation and interpersonal skills
∎ Experiences in working with a partnership approach
∎ Good report-writing and presentation skills
∎ Ability to work effectively with people from diverse backgrounds
∎ Ability to travel and work in remote areas of CHT
∎ Supportive and committed to work for vulnerable groups, values oriented and gender sensitive displays sensitivity and adaptability on cultural diversity, gender, religion, race, nationality and age
∎ Able to drive Motor Cycle and have valid driving license or be in the process of obtaining one.
∎ Familiarity with the Chittagong Hill Tracts and its socio-political context is highly desirable.
