  • At least 5–7 years of professional experience in project management within development programmes
  • Proven experience in climate change adaptation, DRR, WASH, migration, or resilience programming.
  • Experience in managing multi-component projects and leading teams.
  • Strong experience in donor-funded project management and reporting.
  • Proven experience in working with government officials
  • Experience in delivering training for a variety of state and non-state actor audiences (local NGOs, government authorities, etc.).

Job Context

Uttaran is an NGO working in Bangladesh since 1985 to uphold rights and entitlements and to improve the socio-economic condition of the poor and disadvantaged community people. Uttaran is a people-centered organization using a rights-based approach to alleviate poverty, diversify livelihood opportunities and empower poor communities of Bangladesh.

Uttaran invites applications for the vacant position titled- Technical Coordinator for the Actions to Climate Change Ensuring Sustainable Solutions (ACCESS) Project.

Reports to: Project Operation Manager.

Position Overview

The Actions to Climate Change Ensuring Sustainable Solutions (ACCESS) project works across nine thematic areas (agriculture and livelihoods, disaster risk reduction, climate migration, climate governance, climate finance, loss and damage, inclusive WASH, and natural resources management) to increase climate and disaster resilience of communities. Thus, being a technically heavy component project, a highly qualified individual is required to support the Project Operation Manager in the overall technical coordination of the project. The Technical Coordinator will play a key role in providing technical assistance and ensuring quality in all implemented project activities, working closely with the Project Operation Manager, Technical Officers, MEAL officer, Knowledge Management and Advocacy officer of the team. He/she will also coordinate technical inputs with Helvetas’s Technical Specialist and Project Coordinators

Key Responsibilities

Technical Coordination, Implementation, and Quality Assurance

  • Support and backstop the Project Operation Manager and technical officers in technical planning of detailed workplans for effective implementation of the project activities
  • Collate and provide substantive and strategic technical advice on the different thematic components, to technical officers and stakeholders, to perform tasks related to project activities efficiently and effectively
  • Coordinate the technical aspects of activities within and among interventions/models to ensure that the project objectives are met and to innovate and bring synergies among the different project activities
  • Support in producing and reviewing all technical documents produced within the project like concept notes, technical briefs, project related reports, outputs among others and take a lead in the quality assurance of all technical documents
  • Keep track of the Gantt Chart and follow up with technical officers on critical actions

Knowledge generation, supervision, and management

  • Regularly update self-knowledge—studying from both primary and secondary sources—on concepts, approaches, practices, and lessons related to project interventions at national and international levels. Also regularly update the implementation and donor team through presentations, workshops, and/or project reports
  • Actively engage and promote teamwork, information sharing and collaboration within the project team and between project partners
  • Guide and contribute to the technical quality of communications materials and reporting highlighting the project’s work and the results achieved for people and the system actors through traditional and non-traditional media (e.g., news articles, blogs, photo stories, social media), in accordance with respective communication and branding guidelines
  • Assist the Project Operation Manager in producing the content of reports and handouts and sharing them with stakeholders and partners
  • Draft agendas, correspondence, memos, letters, recommendations, proposals/concept notes, and other project related documentations and correspondences, as appropriate

Capacity Building

  • Contribute to systematic capacity building by identifying capacity needs, develop capacity building plans for the project team (technical officers, assistant project officers), and consult with the Project Operation Manager
  • Develop capacity building plans for various project stakeholders, including government officials, communities, service providers, across a wide range of interventions; and facilitate the implementation
  • Facilitate the implementation of the capacity development activities by coordinating with technical departments and consultants for planning and implementing training modules and orientations
  • Support in reviewing outline of all training curricula and provide inputs to capacity development content from the perspective of mainstreaming adaptation and ensuring sustainability

Policy Engagement, Stakeholder Liaison, Collaboration and Networking

  • Establish and maintain strong communication and networking with government and non-government stakeholders
  • Liaise and coordinate with respective local governments, academic and research institutions, and private sector stakeholders to implement project activities and to ensure the effective delivery of project services
  • Support in facilitating policy dialogue and consultation events at the regional level
  • Build and maintain strong relationships with local authorities, community leaders, and partner organizations
  • Be proactive in establishing a good network among stakeholders to increase the ownership of the interventions
  • Contribute to proposal development, revisions, and donor engagement processes

Monitoring, Evaluation, and Reporting

  • Support the Project Operation Manager in managing and monitoring the project team (technical officers, assistant project officers, consultants, 3rd party contractors etc.) and ensure timely implementation, results–orientation and accountability for project results
  • Provide appropriate, technical programme management inputs to regular reports (monthly, quarterly, and annually) and propose any changes in activities to be implemented in the next reporting period
  • Actively make field visits, collaborate with local counterparts and/or facilitate arrangements for joint monitoring visits to project sites to monitor and provide technical inputs
  • Guide and provide inputs to the documentation of the processes, lessons learned, best practices, case studies, design and conduction of surveys, assessments, and other relevant information regularly that feed into the project’s reporting and knowledge management system.
  • Analyze data technically to assess the quality and effectiveness of interventions and provide regular updates to the Project Operation Manager

Gender Equality and Social Inclusion (GESI)

  • Ensure integration of GESI principles across all project interventions.
  • Promote inclusion of women, youth, persons with disabilities, and marginalized groups in planning and implementation.
  • Ensure GESI-sensitive approaches in service delivery, communication, and advocacy

Other Responsibilities

  • Perform any other duties assigned by the Project Coordinator to ensure effective project implementation.


Job Other Benifits:
