Job Context:
∎ iDE Bangladesh is looking for a qualified Team Leader for a short-term engagement (June- December 2021) for the Women`s Economic Empowerment through Strengthening Market Systems (WEESMS) Programme. The Women`s Economic Empowerment through Strengthening Market Systems (WEESMS) project is a five-year (2016-2021) initiative funded by the Embassy of Sweden to promote women`s entrepreneurship and strengthen the enabling environment for women to access formal and informal productive employment opportunities. The project is being implemented across six districts in Khulna and Rangpur divisions in partnership with The Asia Foundation. WEESMS aims on increasing women`s opportunities for economic participation and decision-making through improved access to productive employment options with small and medium enterprises (SMEs) led by women entrepreneurs.
∎ The Team Leader will lead the implementation of WEESMS in its final year 2021 and provide the project with the overall vision, leadership, and guidance - internally with project staff and implementing partner The Asia Foundation, the donor Sida, and private sector actors, the Government of Bangladesh, and other relevant stakeholders. Moreover, the Team Leader will assume principal responsibility for overall project management and technical oversight to ensure that project tasks are completed and objectives are met. S/he will be responsible for the oversight of the field operations in Rangpur and Khulna Divisions and for implementing the programmatic interventions of the Activity with the support of operations and programs teams and other support units, including finance and administration.
∎ The Team Leader needs to ensure quality implementation and achievements of its final year targets, smooth closing activities with the relevant stakeholders, Endline study and final year reporting to the donor. S/he must also be competent and able to guide both the technical and field team for quality project implementation, must be able to play a leadership role in project management, and review the performance of project staff. The work also includes taking part and directly engaging in crisis management, leading and managing projects (including communication) with donors and other partners.
∎ Job Location: Dhaka, with occasional travel to the field
∎ Reporting Line: Associate Director - Programs

Job Responsibilities:
∎ The key responsibility of the position will include but not limited to as follows:
∎ Provide strategic leadership in the delivery of project outcomes and expected results accordance to project strategy which provides a framework for women's economic empowerment and market systems
∎ Work closely with Finance and Operation team for ensuring financial and operational efficient for the project
∎ Supervise, guide and mentor the Field Team Leaders and the Project Technical Specialists
∎ Actively engage implementing partners for ensuring achievement of the project goal from their sides
∎ Play an active role and coordinate with relevant technical units in planning and provide programmatic guidance for the project staff, partners, and other stakeholders according to project guidelines and donor requirements
∎ Provide strategic direction the private sector's partner in operating project interventions as per plan and adopt relevant changes considering local situations
∎ Monitor progress of the project activities and provide regular updates to the senior management team and lead partner to deliver high quality and measurable outcomes
∎ Ensuring project communication and E&A operation running smoothly
∎ Act as focal person for donor communication
∎ Other Responsibilities:
∎ The position would be the regular employment of iDE Bangladesh
∎ The remuneration package, work days and deliverables might change based on negotiation with HR and iDE management
∎ iDE reserves the right to terminate this agreement at any time with the consultation of the employee as per the HR policy
∎ Ensure relevant mandates and the institutional Code of Conduct. As Team Leader under the operations directorate, it is the incumbent's duty and accountability to ensure the confidentiality of certain issues. The Team Leader must maintain full confidentiality for sharing information, documents and other issues with others

Additional Requirements:
∎ Work Experience:
∎ At least 7 years of experience in program management and implementation, ideally in consortia which follow market development approaches (mandatory);
∎ Proven experience working on bilateral donor agency-funded programs (mandatory);
∎ Proven leadership in project management of similar projects with skills in strategic planning, donor reporting, human resource management, supervision, and budgeting
∎ Experience working with international donors such Sida, USAID, DFID, etc.,
∎ Familiarity and experience with project management concepts such as Logical Frameworks, Impact Logic or Results Chains;
∎ Significant experience managing complex women's economic empowerment initiatives;
∎ Strong capacity in knowledge management including but not limited to: report design, case study development;
∎ Demonstrated understanding of gender and development issues in Bangladesh and more broadly.
∎ Reporting and Submissions:
∎ Submit donor reports in timely manner and ensuring other reporting mention in the donor contracts final year reporting as determined in the contract
∎ Manage the contracting cycle and the required project documentation
∎ Monitoring and Evaluation:
∎ Support the Evidence and Analytics Expert in data quality control and timely entry of project data into relevant database
∎ Emphasize on Knowledge management products of key learnings, unique cases and other relevant documentation for the final year
∎ Monitor progress and quality of field team and provide regular updates to Associate Director of Programs
∎ Supervisor and Staff Development:
∎ Ensure the application of iDE's code of conduct and people-first approach
∎ Supervise relevant staff in project implementation as required for the project
∎ Coach supervisees in development of skills in activity implementation, strategic thinking and critical analysis
∎ Develop and lead capacity building initiatives and monitor progress of staff improvement
∎ Collaboratively develop monthly work plans with direct staff balancing project implementation and team member capacity
∎ Participate in the annual performance appraisals (APA) process for all supervisees
∎ Personal Skills:
∎ Undertake additional tasks subject to workload and skill sets such as business development, cross-project trainings and evaluations
∎ Excellent interpersonal and leadership skills
∎ Ability to work with various national and international team members and flexibility to adapt to different work conditions
∎ Ability to interact and collaborate with a broad range of public and private sector and NGO partners
∎ Physical and Language Skills:
∎ Ability to travel and undertake fieldwork in rural contexts
∎ Strong written and oral communication skills in English, including ability to present coherent and convincing messages to different audiences
∎ Strong computer skills in Microsoft Office Suite, e-mail and the internet
∎ Familiarity with internet based software systems such as Google Apps
