Job Responsibilities:
∎ As a senior member of the organisation, the Team Leader will be responsible for providing full managerial and thematic guidance support to the CEF project. S/he will be responsible for coordinating different project components related to strengthen the CSOs abilities to
∎ Increase outreach and mobilisation of citizens at all levels, including through promoting: innovation and ICT solutions to engage citizens, youth, women, or other marginalised groups to contribute and participate in decision-making and inclusive governance; stronger citizens' voice; addressing gaps in or quality of public services; citizens oversight and social accountability mechanism.
∎ Expand civil society cooperation, partnerships, horizontal and vertical networks related to democratic governance, gender equality, accountability, oversight, and rule of law, as well as developing common policy positions, joint research and policy analysis.
∎ Increase cooperation, interaction and policy dialogue between civil society organisations and government institutions, including: through local or national innovation and cooperation with GoB on citizen-centred participation, accountability; facilitating and providing legal aid and access to justice; oversight mechanisms, facts based dialogue on legal or institutional reform or development of policies or priorities; accountability initiatives through issue specific advocacy or public interest litigation.
∎ Increase capacity and knowledge of civil society organisations for the implementation of the above action lines.
∎ The Team Leader will supervise development and implementation of the grant mechanism with the support of project outcomes coordinators.
Additional Requirements:
∎ Minimum 10 years professional experience in project management and development of civil society.
∎ Strong managerial and leadership skills, including previous experience of leading teams and large-scale internationally funded projects.
∎ Proven track record of full project cycle management, including financial management, human resources management, M&E and communication.
∎ Proven ability to coordinate with stakeholders (development projects, CSOs, government, etc.)
∎ Experience in working with lare scale grant schemes, coordinating grant partners, including development of their capacities.
∎ Understadning of conflict sensitive and culture sensitive management and ability to work in politically challenging context and using 'do no harm' approach.
∎ Understanding on Theory of Change and ability to design a 'Civic Engagement' project including developing the result frame, operational and implementation plan.
∎ Experience, including in implementing innovative approaches to citizen enagement and strengthening institutions for ensuring rights and entitlements of the poor and marginalized using GESI and LNOB approaches.
∎ Skills in facilitating social accountability and creating citizen platforms for initiating dialogues at local and national level.
∎ Proven skills and experience in communication, negotiation, network, coalition building and liaison with government and other stakeholders (e. g CSOs/NGOs, private sector) at national and subnational level.
∎ Experienced in evidence based advocacy and skills in facilitating workshop, seminar, policy discussion especially for strengthening institutions.
∎ Insights and experience of working with democratic and political institutions at local and national level, political economy analysis, political and development challenges in Bangladesh.
∎ Clear understanding of national and international development policies, plans and institutions and instruments, like- 8th Five years plan, perspective plan, country's development, SDG, Constitutional mandates, UDHR, ICCPR, CEDAW, etc.
∎ Proven skills of supervision, motivation, teamwork, and inspirational leadership in a multidisciplinary, diverse, challenging institutional context. Sensitive to conflict, culture, gender, diversity, dignity and rights.
∎ Ability to delegate appropriate responsibility, accountability, and decision-making authority
∎ Working knowledge and skill in the use of ICT and computer skills.
