Job Context:
∎ Uttaran is an NGO working in Bangladesh since 1985 to uphold rights and entitlements and to improve the socio-economic condition of the poor and disadvantaged community people. Uttaran is a people-centred organization using a rights-based approach to alleviate poverty, diversify livelihood opportunities and empower poor communities of Bangladesh.
∎ Uttaran is the host organisation of the Sundarban Coalition invites applications for the vacant position titled- Sundarban Coalition Coordinator for the "Locally Led Disaster Reduction in the Bangladesh Coastal Region" Project.
∎ Reports to: Director of Uttaran
∎ About LCA Sundarban Coalition:
∎ The Sundarban Coalition is a platform of 16 local organisations in the Southwest coastal zone of Bangladesh. The coalition was initiated in Bangladesh in 2022 and aspires to promote "disaster ready" communities while fostering a collective leadership of the local CBOs. This coalition is formed in partnership with the Local Coalition Accelerator (LCA), an initiative of The Share Trust and the Warande Advisory Centre, and in collaboration with Start Fund Bangladesh and Margaret A. Cargill Philanthropies (MACP). The LCA aims to support local and national organizations to lead in the design and execution of large-scale systems change, and to facilitate their direct access to the significant bilateral and multilateral financing that is currently channelled almost exclusively to and through UN or INGO vehicles. The LCA initiative envisions to shift greater funding and power to local actors, while also changing donor processes and systems to be more equipped to accompany and complement community-driven initiatives.
∎ Duty Station: Satkhira with frequent visit to project locations of the Southwest region of Bangladesh.
∎ Position: This is a full-time role.
∎ Employment Status: Contractual (Fixed Term Up to 31 December 2024)
∎ JOB PURPOSE: Sundarban Coalition, hosted by Uttaran is looking for a dynamic leader for the position "Sundarban Coalition Coordinator" who will be responsible for providing intensive coalition building support to all the coalition members, in collaboration with and support from the four Mentoring Organisations, Start Fund Bangladesh (SFB) and The Share Trust (TST).
∎ The key purpose of this role is to help coalition members to collectively co-create a coalition building roadmap by ensuring active engagement of Coalition members, support organisational development of the coalition members, and coordinate the design and implementation of Joint Action Plan (JAP), so they collectively strengthen the disaster resilience of the communities they work with, under the guidance of Coalition Governance,
∎ This role is based in Satkhira, with frequent travel to other project sites in the Southwest region of Bangladesh.

Job Responsibilities:
∎ This position is accountable to - The Governance Council of the coalition for issues related to Coalition building, Joint Action Plan (JAP) design and implementation; and to ensure an inclusive, equitable decision-making. The Host organisation to ensure that the Coalition initiatives are aligned with organizational policies and legal compliances, to identify any potential risks and suitable measures to mitigate those risks; and The Share Trust to ensure alignments with the goal of LCA initiative and to achieve the project objectives as agreed in between relevant entities. It is imperative that this position maintains a transparent communication and trusted relationship with all the entities maintained above, beside administering the following tasks.
∎ Ensure Collaborative Leadership, Coordination and Communication (30% of total time):
∎ Work closely with 16 coalition members, local NGOs, government agencies, and international partners to foster collaboration and create a united front for sustainable development in the Sundarbans.
∎ Facilitate and coordinate the coalition members to ensure smooth continuation of the Coalition by maintaining regular communication protocols, esp. in terms of members representation and participation in decision making process.
∎ Facilitate the coordination and planning of Governance Council meetings, ensuring documentation of the meetings, and sharing them with all members: Governance Council, Senior Management Team, and take action guidance accordingly.
∎ Prepare schedules/ event plans/ action plans well in advance of each of the events for review by Coalition members, Start Bangladesh, and The Share Trust.
∎ Serve as a Member Secretary of the Coalition and Collaborate with the Coalition Governance Council, different working committees of the coalition, Senior Management Team, Secretariat Team
∎ Serve as the primary point of contact for the Host organization and Secretariat for the coalition, sharing updates with member organizations, SFB, and TST, and seeking support as needed.
∎ Collaborate with the Coalition Governance Council, different working committees of the coalition, Senior Management Team, Secretariat Team, and serve as a Member Secretary of the Coalition.
∎ Support the development of membership engagement materials for Coalition members.
∎ Provide support to Start Fund Bangladesh to organize trainings, workshops and filed visits, as and when required.
∎ Assist to conduct Coalition Health Check following pre-designed tools to comprehend the current strengths and areas for improvement within the coalition. This will foster a democratic, inclusive, and transparent decision-making process, underpinned by mutual accountability to promote a fair and equitable partnership.
∎ Ensure timely implementation of the project with quality: (30% of total time):
∎ Sundarban Coalition Coordinator will oversee the overall implementation of the "Locally Led Disaster Reduction in the Bangladesh Coastal Region" Project funded by the MACP.
∎ Ensure the effective planning and delivery of projects in collaboration with the coalition members.
∎ Facilitate Coalition Members in designing and implementation of the Joint Action Plan (JAP)
∎ Lead the Technical Officers of Mentoring organizations in providing support and guidance to the respective Community-Based Organizations (CBOs) for field-level activities, with a focus on ensuring the timely delivery of a high-quality program. Additionally, facilitate the development, adoption, and utilization of various tools for the effective implementation of the Joint Action Plan (JAP).
∎ Prepare Detail Implementation Plan (DAP), Monthly Workplan and budget tracking of the coalition.
∎ Identify the strength and the gaps between the planning and implementation and take corrective actions to mitigate the gaps.
∎ Monitor the progress of the project through regular visits to project locations, draws the attention of the project leadership team, Technical Officers around successes and challenges faced in the JAP, and orient the CBOs to take corrective measures.
∎ Assist complex technical information accessible and usable by local CBOs/ non-specialist within a defined area.
∎ Explore the potential cooperation with relevant government departments, initiate local and national level advocacy.
∎ Ensure coordination among different stakeholders' link with the projects (according to the JAP design)
∎ Financial Management, Risk and Compliance: (20% of total time):
∎ Lead in compliance with organizational, government and donor requirements, producing narrative and financial reports of the project under remit, and ensure timely submission of high-quality reporting that complies with NGOAB and donor requirements.
∎ Collaborate with Finance Department of host organization and LCA Finance Officer to ensure all expenditure aligns with the approved project budget and forecasts, and that transactions and documentation adhere to policies, procedures, and minimum standards.
∎ Guide "LCA - Finance officer" to regularly assess the budget versus actual expenditures and review mentoring agencies financial and activity reports monthly. Share this information with relevant colleagues and take prompt remedial action as needed.
∎ Support in enhancing the capacity of the coalition members and the staffs of the LCA by providing timely guidance on operational procedures, roles and responsibilities, and adherence to various policies and regulations, including those from the government, host organization, and donors. This encompasses agreed-upon compliance and policies, particularly in areas such as financial management, HR systems, Personnel Management Policy, Procurement Policy, safeguards, child protection, women's rights, and the rights of persons with disabilities.
∎ Collaborate with Finance Department of host organization to ensure timely grant disbursement to the coalition members in accordance with the agreed terms, approved budget, and grant requests.
∎ Assist host organisation/ Share Trust to facilitate both internal and external financial audits, financial health check, or, if necessary, forensic examinations.
∎ Build and maintain rapport with NGOAB & other Government departments at District and Upazila level for smooth facilitation of the coalition's activities i.e., ensure approval from NGOAB on grant release.
∎ Notify Coalition members of any decision contrary to the interests or objectives of the Coalition.
∎ Assist Coalition members for combating gender disparity and child labour from any work under the coalition.
∎ Follow Code of Conduct of Uttaran (Host Organization).
∎ Programme quality, accountability & monitoring and reporting (20% of total time):
∎ Analyse and report on the progress of the project in terms of achieving results, using monitoring and evaluation tools, mechanisms, and systems co-designed collaboratively by Coalition Members with the support of SFB. Identify constraints and resource deficiencies and recommend corrective actions.
∎ Assist in design and implementation of the Collective Community Listening tools, including but not limited to the collection of Sex, Age, and Disability Desegregated Data.
∎ Generate diverse reports (i.e., for NGOAB and Share Trust, etc.) with a focus on incorporating gender-sensitive language, adhering to reporting guidelines within the required timeframe.
∎ Ensure timely quality reports from project implementing partners (Mentoring agencies and CBOs)
∎ Participate in survey/review, such as Baseline, Mid-term, and endline evaluations, and other research aimed at supporting policies and campaigns. The Sundarban Coalition Coordinator will assist in strategically utilizing available information and knowledge, identifying case studies for documentation.
∎ Ensure safe programming with the support from Safeguarding Working Group of the Coalition.

Additional Requirements:
∎ Age at most 50 years
∎ A track record of 4 to 5 years in a similar leadership role.
∎ Proficiency in communication and facilitation, with a proven track record of effectively collaborating with diverse alliances and building institutional relationships.
∎ The ability to collaborate, support, and influence others in a positive and inclusive manner.
∎ Proficiency in drafting, preparing, and analyzing reports to communicate complex information effectively.
∎ A solid grasp of the principles of effective planning, ensuring a well-structured approach to tasks and projects.
∎ Strong interpersonal communication and influencing skills, fostering an inclusive and respectful work environment.
∎ Fluency in Bengali and English, both in written and oral communication.
∎ Competence in using MS Office tools for various tasks.
∎ Exceptional interpersonal skills, enabling successful engagement with individuals and groups.
∎ This position is based in Satkhira. Field visit to project locations (Barguna, Khulna, Patuakhali, Satkhira) is a requirement of the position. It is a condition of employment that staff abide by all agency security and safety protocols, policies and procedures.
∎ A profound and demonstrated comprehension of and experience in developing and executing localization, climate-resilient, locally-led disaster risk reduction programs at both the grassroots and national levels.
∎ A keen understanding of and experience in interagency collaboration and partnerships, emphasizing equitable cooperation.
