Job Context:
∎ DE seeks a qualified Sr. Officer, Technical for the upcoming Scaling-up WASH Innovations in Remote Locations (SWIRL) Project. The goal of the anticipated project is to increase access to sanitation facilities in Bangladesh using iDE`s systems-based approach to sanitation.
∎ The Sr. Officer, Technical is responsible to manage day to day coaching, capacity development and monitoring activities. Responsibilities may include but are not limited to stakeholder engagement, monitoring of activity process and impact, and supervision of data enumerators. The Sr. Officer, Technical will be supported by Dhaka based staff with tools and methodologies to support in decision making and course corrections for greater activity effectiveness. Sr. Officer, Technical will be responsible for stakeholder engagement at the Upazilla level and District level and will supervise market facilitator for coaching and data collection. His/Her responsibilities will also include office management, administration and successful implementation of the project. Sr. Officer, Technical will lead in planning and provide operational guidance for the field teams, technical and implementing partners and other stakeholders to achieve above and beyond the project mandate. This position is contingent upon award.

Job Responsibilities:
∎ The responsibilities of the Sr. Officer, Technical include but are not limited to the descriptions below.:
∎ General Responsibilities:
∎ Function as Sr. Officer, Technical on all project activities within an assigned regional hub under supervision of the Project Manager
∎ Function as supervisor for MDOs and MFs
∎ Operate as a regional iDE contact person for institutional iDE requirements, roll-outs, security and coordination
∎ Design and Planning:
∎ Regularly check-in with all stakeholders for whom the Sr. Officer, Technical is a primary point of contact (PCO) for rapport building and market strengthening
∎ Function as the point of contact for inclusion and resilience within the district for the project
∎ Plan and implement project activities through the preparation of multiyear and annual work plan
∎ Lead in developing and reviewing Detailed Implementation Plan (DIP) and project field implementation strategy to make the project implementation efficient and as required maintaining quality implementation
∎ Ensure the application of iDE's Sanitation Marketing approach and closely work with market actors specific to selected value chains and business groups/actors
∎ Reporting and Submissions:
∎ Submit quarterly budgets and activity plans through online platform to Project Manager with live revisions and comments
∎ Submit quarterly case studies, photographs and pulse checks in collaboration with the E&A officer to Project Manager through Google Drive
∎ Finance and Administration:
∎ Carry overall responsibility of field office management, administration and successful implementation of the project in order to achieve the project objectives
∎ Manage budgetary control of expenditure, manage donor funds and prepare financial reports in line with donor requirements and iDE regulations
∎ Advocacy:
∎ Function as the key point of contact on advocacy related to DPHE, LGED, NGOs and other relevant civil society engagements
∎ Advocate for smart subsidies, improved products and supply chain strengthening
∎ Assess, strategize, coach and support the private public development platforms bringing together private and public sector partners for better sector coordination and the development of guidelines and relevant standards at both the Upazilla and district levels
∎ Supervisor and Staff development:
∎ Supervise relevant staff in project implementation as required for the project
∎ Coach supervisees in development of skills in activity implementation, strategic thinking and critical analysis
∎ Develop and lead capacity building initiatives and monitor progress of staff improvement
∎ Collaboratively develop monthly work plans with staff balancing project implementation and team member capacity
∎ Monitoring, Evaluation and Learning:
∎ Support all project staff to monitor ongoing event implementation, sales tracking, and activity progress
∎ Maintain and clean monitoring databases with brief analysis
∎ Activity/event tracking
∎ Sales tracking
∎ Stakeholder tracking
∎ Spot check data collection quarterly through process monitoring to ensure quality data in collaboration with the E&A Expert t and Field Team Leader
∎ Supervise assessments/survey as per project requirements
∎ Complete quarterly research projects in collaboration with the E&A expert
∎ Compile and submit one case study per month
∎ Participate in the development of hub specific assessment plans (e.g., monitoring, evaluation data collection and analysis tools and guidelines) to relevant field staff and external consultants
∎ Actively engage in initiating best practices, key learnings, unique cases and other relevant documentation to share with the wider team
∎ Coordination and Support:
∎ Based on guidance from the Program Manager and Field Coordinator, support cross-program activities
∎ including:
∎ Product innovation
∎ Technology commercialization
∎ Best practices documentation
∎ Cross-project learning activities
∎ Maintain close contact and communication for project planning, strategy formulation and other issues with supervisor, technical specialists and institutional support teams
∎ Harmonize approach with other MASs in the program through best practice sharing and feedback loops
∎ Other Responsibilities:
∎ Actively follow and engage with Global WASH initiatives in other countries and other Bangladesh programs for stronger network connections
∎ Actively learn and develop skills related to online platforms used by iDE including but not limited to: Salesforce, Smartsheets, Google Drive, Google Docs, Google Sheets
∎ Maintain use of online platforms for sharing reports, documents and data
∎ Represent iDE at external events and meetings as agreed with supervisor
∎ Participate in all relevant meetings and workshops
∎ Undertake additional tasks subject to workload and skill sets such as photography, cross-project trainings and evaluations

Additional Requirements:
∎ A successful Sr. Officer, Technical will have the following skills and experience and will be comfortable with the following conditions. :
∎ Work Experience:
∎ At least 5 years of experience working on market system development in sanitation or another relevant field
∎ Familiarity and experience with project management concepts such as Logical
∎ Frameworks, Impact Logic or Results Chains
∎ Considerable understanding and knowledge of rural markets, trading relationships and rural service provision
∎ Management and Programmatic Skills:
∎ Ability to responsibly manage district level funds, monitoring and team progress
∎ Ability to plan and implemented iterative field level activities for market systems change (looking beyond the DIP)
∎ Understands the facilitative role and local market development approach
∎ Experience of value chain approaches, market development and deep dive research
∎ Personal Skills:
∎ Ability to successfully supervise a limited number of staff
∎ Ability to plan and implement iterative field level activities for market systems

∎ The position would be the regular employment of iDE-B
∎ The remuneration package, work days and deliverables might be change based on negotiation between iDE management and the contract
