Job Responsibilities:
∎ SMSD Programme Manager will be responsible for implementation, monitoring, direct supervision and the overall site management of CA supported Camps. S/he will be responsible for coordinating with government, NGO coordination task teams and all project stakeholders. She/he will the primary focal point to CiCs and site management sector. The SMSD Programme Manager will work with SM Project Manager and SD Coordinator to ensure that Rohingya people are able to access basic services in the camp.SMSD PM will oversee the functioning of the camp and 2 camps managed by CA are managed with highest quality. the implementation plan, guidelines and necessary monitoring tools across all project activities.
∎ Key outcomes of the project:
∎ Provide over all leadership to the site management team.
∎ Lead the team in planning, and implementation of site management activities.
∎ Ensure CA is well represented in all sector coordination meeting and contribute to larger strategic discussions
∎ Ensure quality and accurate information are provided to IOM, government and other coordination bodies.
∎ Ensure all donor reports and mandatory reports to government are submitted on time
∎ Provide all necessary operational support to CiC's office
∎ Oversee the accountability and inclusion principles are adhered to in the site management activities
∎ Be part of CA senior management and provide timely updates on site management to the management for taking informed decisions
∎ Ensure the participatory governance systems are established and maintained in CA manged camps.
∎ Support the MEAL team in ensuring a robust MEAL mechanism for site management and lesson learnt are consolidated systematically for wider dissemination
∎ Ensure that site management responses are in line with existing policy guidance and technical standards and relevant government, human rights, and legal obligations
∎ Support site management Project manager in establishing effective coordination mechanisms at the camp level by different actors

Additional Requirements:
∎ The position requires following essential and desirable competencies and qualification:
∎ Essential:
∎ At least 12 years of experience in large scale International Humanitarian emergencies
∎ Demonstrated understanding of the phases of humanitarian response including preparedness and contingency, Disaster Risk Reduction, response and recovery.
∎ Degree or equivalent in relevant technical discipline.
∎ Able to demonstrate knowledge, understanding, experience and practice of humanitarian values and principles and able to motivate others to achieve results in complex situations without much supervision.
∎ Ability to take into account the needs, skills, capacities and experience of crisis-affected people and apply these in the response
∎ Experience in site needs assessment and analysis
∎ Knowledge of Core Humanitarian Standards, Sphere and Red Cross Code of Conduct, and HAP.
∎ Experience of using power responsibly, in line with accountability principles and standards.
∎ Understanding of own role and that of Christian Aid and others within the humanitarian system.
∎ Demonstrate an understanding of coordination mechanisms.
∎ Knowledge of capacity building tools and techniques.
∎ Knowledge of the livelihoods approaches in relief and recovery
∎ Strong experience of camp management (or Camp Coordination in a cluster response), protection accountability and assistance programming.
∎ Excellent understanding of basic human rights and meeting the needs of the camp population.
∎ Relevant experience, including strategic planning and management of a complex budget
∎ Relevant experience of project/programme management.
∎ Ability to foster collaborative, transparent and accountable relationships through partners, including over distance.
∎ Ability to guide and assist to the team members for planning and organizing, communicating, team work, leadership and orientation to beneficiaries in the camp.
∎ Demonstrated understanding of UN/NGO security coordination and how to fit into it.
∎ Able to join within 10 days of receiving the offer
∎ Desirable:
∎ Relevant post graduate degree in development or humanitarian subject
∎ Knowledge of the political, social and economic context of Bangladesh and the development issues and challenges it faces
∎ Working hard and honest person
