Job Responsibilities:
∎ The role is required to provide leadership on site development activities and coordinate between site development and site management team. Role holder will be responsible for all engineering work with the Christian Aid managed camps that include site improvement works and disaster mitigation structures as well as infrastructure development. Together with SD Coordinator and Officers, Site Development Team Leader will ensure drawings and specifications, tendering and contracting, coordination with stakeholders, and supervising the work of contractors and service providers. She/he will be responsible for ensuring CA's work on site development meets mandatory approvals and humanitarian standards.
∎ Key outcomes of this position:
∎ Operational management of the SD project component and the SD team at camp level
∎ Coordinate with the SM team for the monitoring and implementation of SSSI care and maintenance and for the identification of cash-for-work beneficiaries
∎ Deputize the SD Coordinator as the focal point for contractors/suppliers
∎ Management of the SD officers in the designated camps
∎ Management of large-scale cash-for-work interventions
∎ Lead construction work in the specified technical area, including assessment, design, bill of quantity (BoQ) calculation, work scheduling, tendering, technical specification, monitoring and evaluation, and contract administration.
∎ Provide overall technical assistance to construction projects, from their planning to their implementation and monitoring.
∎ Contribute to the management of construction projects to ensure quality completion is on time and within budget by utilizing and applying professional skills and knowledge in project management and stakeholder engagement.
∎ Assist with the development and implementation of design standards, monitoring mechanisms, quality assurance mechanisms, and construction specifications in respective technical fields.
∎ Make sure that all technical inputs and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets.
∎ Supervise, monitor and evaluate performance of contractors and service providers.
∎ Develop site improvement plan in consultation with sector guidelines develop design to be approved by RRRC
∎ Seeking approval from RRRC for all construction work from RRRC ensure all paper work, documentation and reporting.
∎ Provide regular update on civil work at site to multi sectoral working group.
∎ Provide necessary information and documentation for the preparation of project proposals for CA to contact potential donors and/or government agencies. Contribute to operational planning for emergency preparedness and response and hazard mitigation / disaster risk reduction initiatives.
∎ Perform any other duties if requested by line manager
Additional Requirements:
∎ The position requires following essential and desirable competencies and qualification:
∎ Essential:
∎ Civil Engineering degree or equivalent from a recognized university/institution with minimum 5 years of relevant work experience
∎ Work experience in rural and remote areas and implementing disaster management programmes
∎ Sound knowledge of MS Word and MS Excel, AUTOCAD and other design applications
∎ Experience in camp rehabilitation and site development, civil design, direct construction supervision, contract administration, surveying and levelling, quantity surveying;
∎ Experience working on Cash for Work interventions.
∎ Experience with International Organizations and/or NGOs is an advantage;
∎ Experience working within Cox's bazar area is an advantage;
∎ Experience in building structural design, computer aided drawing, and common engineering-related software is a plus
∎ Intermediate or higher English speaking and writing.
∎ Able to join within 10 days of receiving the offer.
∎ Desirable:
∎ Relevant post graduate degree in development or humanitarian subject
∎ Knowledge of the political, social and economic context of Bangladesh and the development issues and challenges it faces.
∎ Experience working on the Rohingya refugee response
