Job Context:
∎ The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC are preparing to launch an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC will be implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.
∎ Overall purpose of the role:
∎ The Community Infrastructure Mobilization team within the Community Infrastructure Department is being set up to develop DRC’s relations with the beneficiary refugee population in the Kutupalong and Balukhali megacamp, with the mobilization team working to understand the community’s priorities, demands and needs in terms of shared infrastructure. Under the supervision of the Community Infrastructure Mobilization Team Leader, the Community Infrastructure Mobilization Officer will be responsible in facilitating focus group discussions at camp sub-block and block levels with SMS and/or protection to gather feedback and infrastructure prioritization from the community perspective; Code of Conduct briefings and signature collection from Rohingya infrastructure teams as required; targeted satisfaction and feedback surveys in the beneficiary refugee community; spot checks on project work sites to support attendance monitoring; formation of planting and gardening committees for land regeneration;
∎ Designation of Duty Station: Based in Cox’s Bazar and covering selected part of DRC’s area of intervention in Rohingya camps in Ukhia area and within the Bangladesh host communities.
∎ Start date: 01 June 2019
∎ Contract Length: 4 months (Strong possibility to be extended depending on the availability of fund.)
Job Responsibilities:
∎ Assist, demonstrate, shadow new teams and where necessary lead, community focus group discussions in partnership and/or consultation with the Community Infrastructure Engineering team;
∎ Set up committees and lead focus group discussions regarding demands and needs in terms of infrastructure from the community’s point of view;
∎ Training of community members on Code of Conduct, with communication and training tools specifically tailored towards communities that often have low literacy rates;
∎ Daily update and management of data-gathering and tracking tools used to monitor the project;
∎ In coordination with Community Infrastructure Mobilization Team Leader investigate and prioritise areas for land regeneration and shared gardening areas in the camp;
∎ Ensure DRC Code of Conduct is understood, acknowledged in writing, and strictly followed by the project staff and all volunteer labour, and infractions are reported in an appropriate and timely manner;
∎ Any other duties as assigned by line manager.
Additional Requirements:
∎ Experience working with an NGO in an emergency response setting is an advantage;
∎ Experience conducting monitoring, evaluation and reporting of distribution and/or NFI and/or shelter and/or WASH programming is an advantage;
∎ Strong experience in community engagement including facilitating focus group discussions and semi-structured interviewing is an advantage.
∎ Experience working on projects funded UNHCR, IOM, UNICEF, ECHO an advantage.
∎ Problem-solver and results-oriented;
∎ Excellent skills in Microsoft Office;
∎ Experience with digital data gathering platforms and tools (such as Kobo), including design of formats and evaluation of data;
∎ Experience in cash-voucher programming an advantage;
∎ Experience in administration and logistics an advantage;
∎ Must be willing to work during Friday’s and Holidays if requested.
