Job Context:
∎ Job Location: Sylhet, with frequent field visit
∎ Reporting Line: Project Manager
∎ Duration: Up to December 2021 (Possibility of extension)
Job Responsibilities:
∎ The key responsibilities of the STS will include the following:
∎ This position is responsible for ensuring the implementation of the interventions and activities in the assigned areas as per project plan with the assistance of Project Manager.
∎ Provide technical and managerial support to the iDE team, consortium partner technical team and IP team with active field observe, listening, analyzing the situation and assist in decision making
∎ Lead in planning and provide technical guidance for implementation to achieve project results through increasing productivity & intensity, transferring technology, selecting IGA which is stand the best change of commercial success and developing service market strengthening, public-private partnership;
∎ Supportive supervision to the project team including partner organization assigned for project implementation to achieve project goal ensuring active involvement of private sector;
∎ Play key role in coordinating the field research, service development, technology commercialization, organization development activities with implementing teams and partners;
∎ Ensure high quality delivery of activities through integration with other components and partners as well, arrange dissemination of program achievements to concerned stakeholders and advocate with the GOB and with other stakeholders at different levels;
∎ Ensure the application of iDE's market-driven income generation approach and will closely work with market actors specific to selected value chains;
∎ Carry out responsibilities in financial management and administration at the local level and ensure the efficient use of the project resources with consultation of supervisor;
∎ Present progress report and other reports in a regular basis, document the key learning & findings
∎ Assists to organize capacity building training on different/identified market development topics and pay follow up support to the IP teams
∎ Assists to develop DIP and lead in field implementation in the assigned areas. Monitor periodical progress and adjust with the plan. Make sure that deliverable achieved in time
∎ Provide continuous inputs and support for improving the tools and guidelines for implementing planned activities
∎ Understand the MRM system, result chain and understand the logic of the project interventions.
∎ Develop professional relationships with mid-management and field level staff of all Consortium partners.
∎ Develop good relations and linkages with all relevant stakeholders (UNO, LG rep, Regional PSAs, DAE, DOF, DLS, Local community leader etc.)
∎ Organize and facilitate different training for IP staff e.g. Rapid Market Appraisal (RMA) for IGA selection, Bigger Picture training.
∎ Ensure effective mentoring support for partner staff and TS
∎ Ensure the high quality of iDE's implemented activity and capacity development initiative for partner staff
∎ Participate to carry on the MRM system and ensure learning documentation and reporting as per required.
Additional Requirements:
∎ Key Competencies:
∎ Around 7 year experience working on market base IGA selection and development, IGA group and cluster formation, entrepreneurship development, market development, capacity building, farm & non-farm business groups development, public and private sector engagement;
∎ Minimum of 4 years in a managerial position;
∎ Understand the facilitative role and local market development approach. Assists iDE team and IP team to able to facilitate the interventions using market development principles
∎ Considerable understanding and knowledge of rural markets, trading relationships and rural service provision;
∎ Experience of value chain approaches, market development and sub-sector analysis;
∎ Good technical knowledge on MDA and expertise on sub-sector study and commercially viable solution development process
∎ Strong leadership skills with good communication and management skills; expert level English language skill is required;
∎ Disciplined and capable to solve problems, able to take quick decisions and work in stress conditions;
∎ Manage and supervise diversified teams and can able to work as active team players maintain good relationships;
∎ Computer skills in MS Office, E-mail, and Internet.
∎ Desirable Experience/Personal Qualities:
∎ Self-motivated, energetic and team player;
∎ Prepared to undertake frequent field visits and extensive travel;
∎ Strong team-building, representational and diplomatic skills;
∎ Strong analytical and problem-solving skills;
∎ Excellent verbal and written communication skills in Bangla and English;
∎ Proven interpersonal and intercultural skill, including flexibility and sensitivity; and
∎ Sound knowledge of local government, good governance, human rights, women empowerment.
∎ Other Information and Conditions:
∎ The STS must agree to be a regular staff of iDE.
∎ The remuneration package, work days and deliverables might be changed based on negotiation among iDE management and the contract.
∎ iDE reserves rights to terminate this agreement any time with the consultation of the employee as per HR policy.
