Educational Requirements:
∎ [Essential] Minimum Masters’ degree in economics or any agricultural discipline with professional background in food security, economic development, business management, marketing, resilience and livelihoods, local value-chain and market system development.
∎ [Preferred] PhD in Agriculture or livelihood sector or youth development sector.

∎ At least 12 year(s)

Job Responsibilities:
∎ Provide Technical leadership to national office, field level offices and grants projects on Livelihood interventions including technical backstopping and proper implementation of sectoral technical approaches and technical programs.
∎ This position will also lead the youth livelihood components very effectively for developing the youth for greater livelihood.
∎ Understand relevant context and bring experience in conducting/facilitating relevant sectoral assessments, gathering sectoral secondary and updated information & publications capacity building initiatives, reviews, studies, monitoring, evaluations, and documentation.
∎ Effective and pro-active support for the preparation of technical guidelines and reporting for knowledge management on Livelihood sectors.
∎ Understand the team approach and lead the Technical Team to deliver effective interventions through participatory approaches.
∎ Create environment within the technical team to innovate new ideas and approaches towards market system development and sustainable poverty eradication programs.
∎ Build good relevant Networking and develop dynamic relationships with the Ministry of Agriculture/Livestock/Fisheries, Ministry of Local Government Rural Development & Cooperatives, Department of Youth Development (DYD) Local Government and other institutions at regional level and have the competency to develop robust partnerships with other key Non-government organizations (NGOs/INGOs).
∎ Advocacy & Campaign: Promote approaches that contribute to competency development and integration of advocacy, which contribute to positive changes against unjust local and national policies and practices focusing Livelihood.
∎ Lead and guide issue based campaign at local, national and global level in line with national strategy and SDG.
∎ Understand and contribute to Resource acquisition and management. Contribute to cross-functional teams as agreed in project charter for development of new projects and experienced in coordinating with key stakeholders at multiple levels at any stage in this regard.
∎ Produce high quality technical proposals and writings which includes grants, PNS, research concepts.
∎ Encourage and facilitate the documentation of best practices and lessons learned, directed toward multiple audiences, to influence policy formation, develop capacity and foster professionalism.
∎ Support to develop reporting and monitoring mechanism.
∎ Coordinate with other Technical Programs, Communication & Advocacy, Sponsorship & Child Protection, DME, Finance, Supply Chain, HR, and Grants acquisition team for better management and implementation.
∎ Provide guidance to field staffs for quality Livelihood program implementation.
∎ Deliver high quality technical proposals with a coordinated team approaches with innovation and appropriate adaptations of technical models, TOCs and best practices.
∎ Determine internal Livelihood capacity gaps and develop capacity building plan with regional assistance.
∎ Seek opportunities for Livelihood implementation research, and communicates learning from programming.
∎ Ensure relevant donor mapping, understands their technical expectations, pre-position for grants bids and leads the design and development of proposals.
∎ Ensure strong and regular external engagement with Livelihood stakeholders in the country.
∎ Maintain situation awareness of potential Livelihood in emergencies and ensures readiness for sector response.
∎ Overall sectoral networking and Government ministry collaboration representing WVB with technical positioning and branding.

Additional Requirements:
∎ Age at least 35 years
∎ 7 years of extensive field experience in Livelihood sectors with some experience in youth development sector.
∎ 4 years of leadership experience.
∎ Strong English language proficiency with quality writing and presentation skills is a must.
∎ A deep knowledge of the Livelihood and nutrition issues that affect the country, with significant Livelihood (Market Sustained Livelihood & Youth Livelihood) based experience in the country.
∎ Knowledge and skills in Livelihood data management/monitoring & evaluation.
∎ Understand the vision, mission of World Vision.
∎ Understand the Humanitarian industry and development perspectives of youth.
∎ Holistic Understanding of poverty and development.
∎ Understanding of knowledge management.
∎ Training and facilitation skills.
∎ Strong written and oral communication skill.
∎ Critical thinking, Creative and innovative thinking skills.
∎ Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint.
∎ Basic sector competencies like LVCD, Savings Group, Life Skills, Youth Development, Ultra Poor Graduation, Village Development Committee, Gender in Livelihood Development, Livelihood in Emergencies, etc.
∎ Project implementation and monitoring and evaluation specially community based monitoring and evaluation.
∎ Strong Knowledge on social dimension, Legal structure of the government, power dynamics, government relations.
∎ Skill to write blog, article on Livelihood.
∎ Theory of change and logical framework development.
∎ Database management, statistical skills and ability to critically evaluate Livelihood data.
∎ Supervisor/Management, Interpersonal, organizational savvy, Problem solving, negotiation, communication and collaborative skills, time management, management ability.
∎ Proven experience in facilitation and networking in relevant field.
∎ Proven knowledge and experience on CVA, understanding of social accountability.
∎ Professional experience in resource/grants acquisition & management.
∎ Professional experience in training/capacity building.
∎ Multi-sectoral/integrated program design and implementation.
∎ Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint.
∎ Experience on different kind of software/tools (PPI, BEE, e-apps, etc.) to analysis Livelihood related database.
∎ National office based work.
∎ Need-based field visit – 30% of time visit to field locations (Regional offices and Projects)
∎ Pro-multi-ethnic/multicultural/multi-religious.
