Applicants must meet the following minimum requirements:
Postgraduate qualification in Public Health is mandatory, preferably MPH or equivalent
Minimum 6-8 years of relevant professional experience in public health, occupational health, health systems strengthening, or workforce health programming
Demonstrated experience working with Bangladesh's RMG sector, industrial workforce health, or factory-based health systems
Proven experience designing and delivering training or capacity development programs for health staff
Strong understanding of workplace preventive care, primary care systems, and common worker health issues relevant to industrial populations
Experience in health program implementation, technical advisory support, and service delivery improvement initiatives
Strong English and Bangla communication skills are essential. Arabic language skills are not mandatory but will be an advantage.

Clinic Systems Strengthening Project
Change Associates Ltd. is seeking a highly qualified Senior Public Health Consultant to provide technical leadership for a factory health and clinic systems strengthening initiative in Jordan's ready-made garment sector, with a particular focus on improving health service access and preventive care for workers, including foreign migrant workers.
The consultant will support the design and implementation of a structured, preventive, and worker-centered factory clinic model. This role will focus on strengthening clinic systems, building the capacity of clinic staff through virtual training and mentoring, developing practical screening and follow-up systems for priority worker health conditions, and advising the project team on implementation quality, monitoring, and continuous improvement.
The selected consultant will be expected to:
Assess current factory clinic systems, workflows, service gaps, referral practices, and worker access barriers
Develop a practical factory clinic strengthening framework suited to Jordan RMG factory settings
Design proactive clinic service models, including screening, follow-up, referral, and continuity-of-care systems
Develop protocols, job aids, SOPs, and practical tools for priority worker health conditions such as anemia, diabetes, hypertension, menstrual health concerns, and mental well-being
Design and deliver structured virtual capacity building sessions for factory clinic staff
Provide post-training coaching, mentoring, and technical reinforcement support
Develop worker-facing health education and communication materials, including posters, leaflets, worker health cards, and audio awareness content
Advise on low-literacy, culturally appropriate health communication approaches for migrant workers
Support the implementing team with rollout planning, technical problem-solving, monitoring systems, and quality assurance
Review implementation progress, identify operational bottlenecks, and recommend corrective actions
Contribute to technical reporting, documentation, and final recommendations for sustainability and scale-up
