∎ Purpose:
∎ Leading the RSC Asia Pipeline team, the Senior Pipeline Manager (SPM) oversees RSC Asia pipeline review and analysis, quality control, outside CR case updates (including deferrals), and partner follow-ups on behalf of refugee applicants to the USRAP.
Job Responsibilities:
∎ Maintain a senior level understanding of, and ensure all work is in adherence to, current USRAP and START policy.
∎ Maintain a senior level knowledge of background information relevant to the Bangladesh caseload.
∎ In close collaboration with the Pipeline and Reports Coordinator, lead Pipeline team related communication with the Refugee Coordinator, UNHCR, P3 resettlement agencies and other partner organizations as required.
∎ Oversee advanced pipeline quality control, case updates and follow-up by the Bangladesh-based Pipeline Team to unstick and/or ready cases for the next stage in processing, coordinating with other processing departments and partners as needed.
∎ Ensure a high level of error detection by the Bangladesh-based Pipeline team at QC check points in accordance with USRAP guidelines and the Cooperative Agreement, keeping the Pipeline and Reports Coordinator routinely aware of developments in daily caseloads, including any policy clarification needs.
∎ Plan and anticipate the workload of the Bangladesh-based Pipeline team and direct appropriate staff resources to ensure timely and accurate completion of tasks.
∎ Oversees the Bangladesh deferred caseload through oversight of deferral sending outside CRs, deferral review and needed follow-up with relevant internal processing staff and referring partners.
∎ Oversee prompt and accurate updating of cases in START post-deferral response.
∎ Through effective use of START filters, develop, and implement routine monitoring reports and tools to provide an ongoing analysis of processing priorities.
∎ Respond to case-specific inquiries from other RSC staff and partner organizations as required.
∎ Follow up on complicated cases coordinating with SMT, other processing departments and external partners as needed to ensure continued processing.
∎ Other duties as assigned by the Pipeline and Reports Coordinator. This can include, but is not limited to, occasional follow-up with refugee applicants and could involve group or independent travel to the field.
∎ Staff Management, Training and Communication:
∎ Ensures professional coordination and communication, both internally and externally.
∎ Liaises and coordinates with partner agencies (PRM, RMA, RPC, RAs, UNHCR, and other partners as required) and refugee representatives to ensure efficient processing of refugee applications.
∎ Responsible for the supervision and support of the Bangladesh-based Pipeline Manager.
∎ Participates in START trainings and provides work changes/process feedback.
∎ Coordinates with the Bangladesh-based Field Team, Program Support and Case Processing Team to ensure efficient and high-quality processing.
∎ Oversees training of newly hired direct reports, as well as regular, ongoing training for assigned staff.
∎ Collaborate with others in management to develop and conduct training relevant to Pipeline team activities in line with the most current SOP guidance.
Additional Requirements:
∎ At least 5 (five) years of relevant professional experience with previous data management required.
∎ A minimum of one year's management experience, managing team performance, projects and extensive data is required.
∎ USRAP processing experience and/or experience working in the humanitarian aid/refugee assistance field is highly preferred.
∎ Previous data collection and interviewing experience advantageous.
∎ Familiarity with both pre- and post-USCIS processing in START is particularly advantageous.
∎ Previous work in a multi-cultural environment is advantageous.
∎ Computer Literacy -competence in Ms Office i.e. Word, Excel, and PowerPoint, Outlook desired.
∎ Proven people management and proactive leadership skills: ability to lead a team and promote productivity in a positive work environment.
∎ Ability to review, develop and propose policies and procedural improvements for the department.
∎ Ensure compliance of policies and procedures by team members with a professional and constructive attitude.
∎ Excellent interpersonal skills: ability to communicate and work effectively and professionally with partners and colleagues in a cross-cultural, multi-disciplinary environment.
∎ Ability to conduct training, inter-department, and cross-department (big or small group) presentations.
∎ Ability to manage team's performance; provide regular feedback.
∎ Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines and work well under pressure in a fast-paced team environment.
∎ Able to travel whenever required, both domestically and internationally
∎ Excellent verbal and written English language skills.
∎ Computer Literacy - high level of competence in Ms Office i.e. Word, Excel, and PowerPoint, Outlook.
∎ Able to run and read high level spreadsheets and do advanced QC with a high level of attention to detail.
∎ Proven advanced data entry skills with a high level of accuracy, attention to detail, and self-checking abilities.
∎ Ability to type 40 words per minute.
