Job Context:

Job Responsibilities:
∎ Operations & IT:
∎
∎ Ensure and manages the upkeep of all IRC facilities on ground (both program and operational) that essentially include timely payment of rental, electricity, water, drainage, visibility considering well-being of staffs and beneficiary with Collaboration of Cox's Bazar operations
∎ Manage office maintenance work and act as housekeeping focal for Ukhiya Office
∎ Ensure compliance with IRC financial, supply chain, HR, and operational standard operating procedures
∎ Ensure all IT services, hardware and software are regularly maintained and review all new/replacement hardware/software needs with IT officer/Asset
∎ Ensure Ukhiya office IT infrastructure is suitable to support IRC Ukhiya based staffs and operational needs
∎ Ensure all construction and renovation project complete on time
∎ Supply Chain:
∎
∎ In close coordination with and with technical support of DDO & Senior Supply Chain Coordinator, ensure effective management of all supply chain functions in Ukhiya office including procurement, fleet and warehouse, maintaining oversight of the coordination, planning and procurement of essential central services, managing contractors etc.
∎ Closely work with and provide support to senior SC coordinator to develop MPAs and MSAs for Ukhiya and Teknaf based suppliers
∎ Manage any kind office administration tasks with proper coordination with relevant team and departments
∎ Lead and ensure an efficient management of IRC's fleet together with fleet manager
∎ Ensure furniture and equipment (non-IT) inventory list up to date every month
∎ Ensure compliance with IRC policies and practice with respect to PSEA, safeguarding, code of conduct, safety and security, anti-harassment, and other relevant policies and procedures
∎ Provide support to DDO for the identification of new bases and warehousing as needed
∎ Human Resource Management:
∎
∎ Provide encouraging mentorship and supervision to direct reports. Provide appropriate and timely feedback to staff regarding their performance, including timely implementation of the regular check in, annual staff performance management system in operations department
∎ Promote an open, diverse and participatory work environment

∎ Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
∎ Ensure all staff in the field site know and understand IRCs Global and in-country HR Policies and the IRC Way Standards for Professional Conduct. Document and address breaches of policy and disciplinary issues in coordination with the Senior HR Coordinator in a professional manner and in line with the letter and spirit of the relevant policy
∎ Ensure the Performance Management cycle is implemented and documented timely for all staff in the field site. Ensure feedback from technical coordinators is sought and incorporated in performance management cycles of program managers and heads of department, including but not limited to technical performance and capacity building needs
∎ Finance Management:
∎
∎ Supervise Ukhiya-based finance staff to ensure that all tasks are completed properly and are up-to-date
∎ Manage overall coordination of field operational budgets for Ukhiya & Teknaf base; liaise closely with the finance, grants and compliance staff to monitor cash flow, review BvAs and track operational spending
∎ Prepare and submit monthly cash projections for Ukhiya field office and submit it to finance in Cox's for process
∎ Government Compliance, Liaison/Representation & Coordination:
∎
∎ Assist the DDO, Liaison Manager in establishing, developing and sustaining a strong relationship with government counterparts to ensure timely approvals for IRC's access to operate in both Rohingya camps and host community that enables smooth program delivery which is also aligned with GoB rules and regulations for INGOs in Bangladesh
∎ Engage with relevant national and international actors and manage IRC's participation in relevant local level coordination platforms and meetings as needed, to support coordination, acceptance, access issues etc.
∎ Staff Safety and Security:
∎
∎ Audit of all IRC facility on regular interval and take necessary action considering staff safety, security and wellbeing
∎ Ensure strict implementation of security rules and safety regulations
∎ Ensure all staff in the field site know and understand IRC Ukhiya and Camps security regulations; Document and address breaches of policy and disciplinary issues in coordination with the Security Coordinator
∎ Monitor the Ukhiya and Camps security situation, attend security meetings and inform the Security Coordinator, and SMT where appropriate, of developments through submission of accurate weekly and -where needed- ad-hoc security and incident reports
∎ Assist the Security and Safety Coordinator in developing field specific Contingency Plans, Medevac, Evacuation Plans and SOPs
Additional Requirements:
∎ Experience of working with UN Agencies or Non-Governmental Organizations
∎ Minimum 8 year of experience in Logistic/Operation including years in the similar role
∎ Very good skills MS Word, Excel, Outlook, Power point
∎ Advanced leadership, team building, project management, networking and advocacy skills are required
∎ Excellent skills and proven track record of managing multi sector emergency response and recovery program
∎ Experience of working in refugee context is an added advantage
∎ Excellent skills and proven track record of external representation and coordination
∎ Experience of managing oversight of logistics, procurement, administrative and financial functions, ideally as part of the management of field base
∎ Excellent inter-personal and problem solving skills and proven ability to negotiate with a wide range of people (internally and externally)
∎ High energy, and able to effectively prioritize and execute tasks in a high-pressure environment
∎ Ability to work independently and maintain flexibility in an environment where change or revision to projects and planning is regular
∎ Good understanding and experience of managing staff safety and program security in dynamic environments
∎ Cultural and gender sensitivity, adaptability, willingness to travel
∎ Excellent command over English and Bangla language
∎ Chittagonian is highly desirable
