Experience:

MBBS degree from any recognized public or private medical institution. MPH preferable
Registered with the Bangladesh Medical and Dental Council-BMDC.
Conceptually sound in planning, designing, implementing, analyzing, monitoring, and reporting on the public health field
Able to work with any diverse situation and with the most-at-risk population, like People Who Inject Drugs (PWIDs)
Good coordination, collaboration, and networking ability with different organizations, Institutes, GoB, I/NGOs, and UN agencies.
Strong in written and verbal English and Bangla communications
Skilled in MS Office software (MS-Word, MS-Excel, MS-PowerPoint, MS-Outlook) and Internet use.
The incumbent shall be responsible for providing clinical services and implementation of the Harm Reduction program at the assigned C-DIC/OST center at the Government settings under PUD GC7 project at Dhaka, Narayangonj, and Cumilla. S/he will be stationed at the C-DIC/OST center for managing and operating programs, including HIV positive management & Methadone maintenance Therapy. As a part of this management, s/he will be responsible for providing clinical services to the HIV positive client & MMT client, such as ART enrollment, Opportunistic infection management, co-infection management, OST client enrollment, dose adjustment of MMT clients, etc., as required, and conduct QA/QI visits at CDIC, DICs & outlets at Dhaka & Narayangonj or any districts. S/he will ensure programmatic & functional coordination with the relevant Program Officer (PO) and will play the key supervisory role of the C-DIC service provider team. The SMO will work under the direct supervision of the Team Leader of the PUD GC7 project and in consultation with the Technical Specialist Program. S/he will ensure the HIV management and OST implementation according to the relevant guidelines, frameworks, and in collaboration with the PMU of PSTC, NASP, DNC, SCI, etc. S/he will be responsible for the management of clinical service, C-DIC management, and outreach program management. Furthermore, S/he will manage the PWID at C-DIC at the stabilized stage and will ensure adjustment of methadone dose at C-DIC, follow-up & referral services for HIV positive clients, OST clients, and PWIDs. One of the Key responsibilities will be to ensure necessary record keeping as set by tools/techniques, prepare monthly/ quarterly/need-based reports as required. S/he will be responsible for ensuring the OST center license and carrying pass issue and renewal. S/he will maintain necessary coordination, collaboration, and networking with CTC, SCI, DNC, NASP, CS office, and other stakeholders as guided by the supervisor.
However, the specific roles and responsibilities of a Senior Medical Officer are described in the following:
1. Conduct clinical assessment and enrollment of clients into OST and ART programs as per national eligibility criteria and project guidelines.
2. Determine, initiate, and adjust methadone doses for OST clients based on clinical evaluation, behavioral history, and lab reports.
3. Provide comprehensive HIV care including WHO staging, ART initiation, Viral Load, Gene Xpert, TPT management to TB negative PLHIV, OI management, Hepatitis co-infection, TB co-infection treatment, and clinical follow-up.
4. Supervise and ensure delivery of general and harm reduction services such as STI management, abscess treatment, and referral coordination at the C-DIC.
5. Lead and mentor the medical and outreach team, including the Service Center Manager, counselors, Nurses, Dispensers, Field Supervisor, and Peer outreach workers.
6. Monitor daily service delivery, including methadone dispensing, ART adherence, dose attendance sheet, etc, with client waiting times to ensure protocol compliance.
7. Track dropouts, LTFU, and re-inclusion cases, implement follow-up plans, and support the reintegration of clients into the treatment program.
8. Support nutritional assessment and care for PLHIV, ensuring proper follow-up and access to nutritional supplements per guidelines.
9. Plan and supervise field outreach activities by guiding staff through micro plans, work plans, and regular supportive supervision.
10. Ensure accurate and timely data entry into DHIS2 and central platforms (CIS) and review service data for consistency and reporting compliance.
11. Prepare and submit monthly and quarterly reports, maintain records and documentation, and contribute to evidence-based decision making.
12. Maintain strong coordination with stakeholders, including NASP, DNC, SCI, and CTC for service alignment, licensing, carrying pass, and advocacy.
13. Organize and lead programmatic events such as OST group meetings, TB-DOT sessions, caregiver meetings, and community-based follow-ups if needed
14. Oversee logistics, medicine, and procurement processes, including stock forecasts, consumption tracking, and data entry in CIS, ensuring compliance with PSM guidelines.
15. Support budgeting and financial processes by coordinating conveyance submissions, advance adjustments, and ensuring resource efficiency at C-DIC.
