Responsibilities & Context:
∎ Oversee the administration, compliance, and implementation procedures of contracts and subawards, in compliance with USAID regulations
∎ Design and conduct contracts, subaward and consulting assignment solicitations and advertisements.
∎ Facilitate and coordinate technical design of innovative grant, partnership and subcontracting approaches
∎ Support designing and conducting grants solicitation and advertisements
∎ Support the design, planning, outreach, implementation, and maintenance of internal and external partnerships
∎ Manage grants commitments, taking into account probability-weighted pipelines and other tools to manage grant agreements against obligated amounts
∎ Ensure design of grants and partnerships are aligned with the project’s technical strategy and results-based methodology
∎ Organize and facilitate Grants Evaluation Committee meetings and processes
∎ Develop and execute all aspects of the grants under contract (GUC) process
∎ Support designing, preparing, and negotiating partner strategies with internal staff and potential partners
∎ Lead negotiations with contractors and applicants on awards, processes, and execution.
∎ Participate and/or facilitate the Catalytic Fund Risk Management Group as needed.
∎ Identify, escalate and mitigate risks associated with grantee or subcontractor performance and compliance.
∎ Ensure subcontractor and consultant registries and Grants Management System records are maintained.
∎ Facilitate and manage grants and subcontracts close out and final reporting
∎ Other tasks as deemed necessary by the project’s Chief of Party
∎ Knowledge of USAID grants and subcontracts policies, procedures, and reporting requirements
∎ Bachelor’s degree in business administration, finance or a related field
∎ Experience in managing grants under contract for USAID-funded programs of a similar size, especially performance-based grants or similar mechanisms
∎ Experience in managing partnerships, interacting with stakeholders, collaborating on meetings and workshops
∎ Prior experience in a management role on a USAID funded program highly desired
∎ Advanced knowledge of computers and MS Excel
∎ Written and oral proficiency in English required

∎ Project Overview and Role:
∎ he Feed the Future Bangladesh Inclusive Access to Finance Activity (IAF) is a $34 million, USAID-supported project that will unlock finance for small businesses and farmers, make agricultural supply chains more inclusive and sustainable, and improve inclusivity in the financial sector in Bangladesh. To accomplish this, IAF will engage strategic partners to deploy innovative solutions to address constraints in agriculture value chains and agriculture financing; deploy incentives and capacity building to financial institutions to expand appropriate and inclusive lending to or investment in agriculture; and engage the private sector to advocate for systemic improvements and scale social impact. From 2024 to 2029, The Bangladesh Inclusive Access to Finance Activity will unlock $448 million in finance, driving sustainable agricultural lending and promoting inclusive growth. By improving access to finance for farmers and micro-, small-, and medium-sized enterprises (MSMEs), and the policy environment in the financial sector, IAF with increase farmer revenue, create jobs, and contribute to Bangladesh’s economic growth in an inclusive and environmentally friendly manner.
∎ The Grants & Subcontracts Senior Manager will lead all efforts related to the implementation of grants and subcontracts to fulfill the project’s objectives – including the Catalytic Fund. This person will be a critical leader to establish and foster a results-oriented and data fluent technical team with a learning mindset.
