Job Context:
∎ Work Location: IRC-Bangladesh, Cox`s Bazar Office
∎ Reporting to: Consortium Coordinator (Matrix reporting to Deputy Director Finance and Partnership Coordinator)
∎ Department: Programs
∎ Expected Start Date: At Earliest
∎ Contract length: till 31 August 2022 (with possibility of extension subject to funding, program needs and performance of incumbent)

Job Responsibilities:
∎ Financial Systems Operations:

∎ Ensure that sub-grant related processes and procedures are consistently implemented throughout the program including pre-award compliance checks, agreements, disbursements, reporting, timelines and partner capacity-building as necessary
∎ Closely monitor all financial activities, and keep the consortium coordinator advised of all situations which have the potential for a negative impact on internal controls or financial management performance
∎ Prompt monitoring of exchange rate loss / gain and promptly advise consortium coordinator
∎ Assist consortium coordinator to disburse funds to consortium partners as per signed agreement
∎ Ensure proper documentation of the financial expenses maintained by the Consortium members
∎ Grants management and compliance:

∎ Ensure that donor compliance is adhered by all consortium member partners; that all financial records and accounts are compiled in time, accurately and in line with international accounting standards and donor regulations
∎ Carry out continuous Review existing systems in order to maintain an adequate level of internal controls, in compliance with partner policies and procedures
∎ Carry out regular checks for compliance with partners reporting to the Consortium Coordinator with matrix with Sr. Partnership Manager and DDF
∎ Financial Reporting:

∎ Preparation of monthly / quarterly budget versus actual reports with guidance from DDF and consortium coordinator, identify the bottlenecks and suggest solutions to these.
∎ Review financial reports and transactions provided by the partner on a timely basis, and provide feedback to partners as required
∎ Where necessary train and develop the capacity of the partners' finance team to ensure that a good standard of financial management is maintained
∎ Produce project level finance reports for submission to donor as per contractual obligations
∎ Produce necessary financial documents and reports for submission to GoB (e.g. FD7)
∎ Undertake other related duties as may reasonably be assigned by the Consortium Coordinator

Additional Requirements:
∎ Minimum 5 years' experience working in humanitarian/development contexts
∎ Minimum of 3 years' relevant work experience in the similar role with international NGOs
∎ Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs (SUN System and Vision)
∎ Familiarity and experience of dealing with financial compliances of US grants specially BPRM
∎ Solid understanding and experience of relevant GoB compliances for INGOs in Bangladesh including but not limited to FD6, FD7, VAT, taxes etc.
∎ Previous experience of working in a consortium structure is an advantage
∎ Previous experience of working in Cox Bazar is an advantage
∎ Excellent problem solving skills, and demonstrated ability to handle pressure and improve
∎ Requires to have a proven track-record of proactively identifying and communicating potential problems and proposing solutions
∎ Demonstrated skills and experience of strategic and analytical thinking
∎ Ability to carry out responsibilities independently with minimal technical support
∎ Good English and Bangla language communication skills, both written and verbal.
