Educational Requirements:
∎ Bachelor's degree in Civil or Public Health Engineering, Public Health (MPH), Environmental Health, or any related area. Master's Degree will be preferred.

Job Responsibilities:
∎ Coordinate sanitation activities in a consistent, coherent and efficient manner to ensure the response is based on an evaluation of need and to avoid the duplication of activities.
∎ Provide leadership and support to the Sanitation Technical Working Group to implement the WASH strategy, its corresponding work plan, and the UN/ government's Joint Response Plan.
∎ Within the remit of the WASH Strategy and under the guidance of the sector's Strategic Advisory Group (SAG) and WASH Sector Coordinator, ensure Operational Plans for the three areas of sanitation are up to date and as separate documents include the relevant Standard Operating Procedures and Guidelines.
∎ Under the guidance of the WASH Sector Coordinator, provide support to strategic planning around sanitation.
∎ Ensure tools that hold data concerning partners and their projects are adequate and maintained.
∎ Support partners to improve the quality of their data collection, assessments, studies or evaluations allowing, where possible, results to be applicable to other projects.
∎ Support the analysis of data by partners and through partners or directly, analyze aggregated data across projects to inform strategies, operational plan and technical guidance.
∎ Provide the WASH Sector and ISCG with data, analysis or information, according to the sub-sector Terms of Reference (TOR) and Work Plan.
∎ With sector partners develop strategies and resources to act upon the analysis, meet gaps and reduce duplications.
∎ In conjunction with local government, create a Technical Review Committee to check all new infrastructure and projects meet a defined need and will be implemented to an appropriate standard.
∎ Provide ad hoc support to partner projects to ensure they are implemented to the right quality.
∎ In conjunction with TWG members and Gender and Protection colleagues, increase the quality of sanitation facilities allowing more people to safely and with dignity use the facilities.
∎ In conjunction with members, increase the quality and monitoring of effluent produced by fecal sludge treatment sites to reduce public health and environmental risks.
∎ Organize training to increase the capacity of partners in the provision of sanitation activities. Support partners to undertake timely emergency preparedness planning.
∎ Facilitate the effective sharing of information and data between partners.
∎ Support the mainstreaming of cross-cutting issues including Protection, AGD, and Environment.
∎ Ensure that the WASH Sector Coordinator is regularly informed of critical issues and that information is shared with the TWiG, national authorities, and sector partners.
∎ Work with partners and Government to create the resources to monitor all aspects of sanitation.
∎ Attend on a need basis the field coordination meeting in Ukhia and Teknaf.
∎ Work with stakeholders to improve the overall quality and accountability of humanitarian action.
∎ Advocate for and support partners to implement WASH sector standards to an extent that will directly support the improved quality of humanitarian action, support researches and academics in their work.
Additional Requirements:
∎ Understand WV operation in the response.
∎ Technical experience in the WASH sector and in the cluster approach.
∎ Demonstrate personal and professional integrity in all interactions.
∎ Be able to influence and work with diverse stakeholders to develop consensus in an efficient manner.
∎ Know how to present ideas effectively and clearly while listening and acknowledging others' perspectives and views.
∎ Demonstrate an understanding of the international humanitarian response and coordination mechanisms, and humanitarian reform.
∎ Have an understanding of humanitarian principles and how to apply these.
∎ Able to clarify complex strategies for operational implementation.
∎ Communicates works, and networks effectively.
∎ Demonstrates leadership where required. Experience in coordinating peers as well as managing a team.
∎ Builds and motivates the cluster coordination team at sub-national level.
∎ Experience of responding in recovery phases of emergency and emergency-development "nexus".
∎ Supervisor/Management, Problem-solving, negotiation, communication and collaborative skills.
∎ Influence to other, personally credible, critical thinker, driven to deliver, courage to challenge and curious minded.
∎ Strong ability to work under pressure, have good time and self-management skills, trustworthy & impartial.
∎ Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
∎ Trusted with organizational policy and maintain high confidentiality.
∎ Proven experience in facilitation and conflict negotiation.
∎ Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint.
