Responsibilities & Context:

A. Program Planning and Management

  • Develop, implement, and regularly review regional plans in line with the overall goals and objectives of the Rural Micro Credit Program.

  • Provide proper direction, guidance, leadership, and technical support to Area Managers, Branch Managers, and field staff.

  • Plan, implement, and supervise rural micro credit activities across assigned branches and areas.

  • Ensure that program activities are delivered in a coordinated, efficient, client-focused, and sustainable manner.

  • Develop or update program proposals, operational plans, budgets, and activity plans in consultation with the Head of Micro Credit Program, Finance Coordinator, and other relevant personnel.

  • Ensure that program activities and targets are achieved within the approved timeframe and budget.

  • Identify operational challenges, emerging risks, and opportunities and take timely corrective action.

  • Support the expansion and sustainability of branches while maintaining portfolio quality, compliance, and operational integrity.

B. Field Operations and Micro Credit Management

  • Make frequent field visits, with a minimum of 80% field-based monitoring/visits, to supervise ongoing activities, staff performance, and branch operations.

  • Monitor the formation and functioning of groups and ensure that group members meet the required eligibility criteria.

  • Monitor client/member selection, loan feasibility studies, appraisal, approval, disbursement, utilization, recovery, and record keeping.

  • Ensure that savings and loan installment targets are established and achieved.

  • Monitor overdue loans, portfolio quality, recovery performance, PAR/OTR and other key micro credit indicators and take corrective measures where required.

  • Ensure proper banking of collections and minimize unnecessary cash balances at branch level.

  • Monitor the proper maintenance of member records, passbooks, registers, loan files, savings records, and other required documentation.

  • Ensure that all relevant data is accurately and timely entered into the gBanker/software-based micro credit information system.

  • Conduct random household/member visits to assess loan utilization, program impact, repayment behavior, and the overall well-being of beneficiaries.

  • Attend loan disbursement meetings where necessary to ensure proper distribution of loans and provide guidance to group members regarding appropriate loan utilization.

  • Assist branches in collecting overdue loans and developing appropriate recovery strategies.

  • Ensure that loan and savings records are properly maintained and reconciled.

  • Ensure that annual interest/savings calculations and necessary updates to members` savings books and individual records are completed accurately and on time.

C. Monitoring, Evaluation and Quality Assurance

  • Establish and maintain an effective monitoring system for all assigned branches and areas.

  • Regularly review branch performance against approved targets, plans, budgets, and key performance indicators.

  • Monitor the quality of group formation, loan appraisal, disbursement, recovery, savings mobilization, record keeping, and client services.

  • Identify operational weaknesses, control gaps, irregularities, fraud risks, and potential cases of misappropriation and report them immediately through the appropriate channels.

  • Take appropriate corrective action to strengthen internal controls and prevent financial or operational losses.

  • Develop indicators to measure the impact of the program on beneficiaries and their families.

  • Ensure that impact indicators are incorporated into program monitoring, progress reports, and annual reports.

  • Conduct branch and field-level monitoring visits and prepare monitoring reports with clear findings and recommendations.

  • Follow up on recommendations arising from internal audits, monitoring visits, assessments, and management reviews.

D. Compliance and Regulatory Requirements

  • Ensure that all rural micro credit activities comply with World Concern Bangladesh policies, MRA rules and guidelines, applicable laws and regulations, donor requirements, and approved program procedures.

  • Ensure that required MRA-related documents, records, registers, and supporting information are properly maintained at branch and regional levels.

  • Ensure compliance with financial, operational, safeguarding, documentation, and reporting requirements.

  • Promote transparency, accountability, ethical conduct, and responsible financial management throughout the region.

  • Immediately report significant compliance issues, suspected fraud, financial irregularities, safeguarding concerns, or other serious risks to the appropriate authority.

E. Financial and Administrative Management

  • Work closely with the Finance and Accounts Department to ensure proper financial management of the regional program.

  • Ensure that branch expenditure is properly authorized, supported by valid documentation, and within approved budgets.

  • Review and monitor branch-level financial transactions and supporting documents as required.

  • Work with the Finance/Accounts and Administration teams to ensure timely procurement, payment processing, and settlement of advances.

  • Prepare half-yearly and annual cash-flow projections with support from field and finance staff.

  • Ensure proper custody and accountability of program assets, documents, cash, and other resources.

  • Ensure that administrative procedures and organizational policies are consistently followed by all staff in the region.

F. Human Resources and Staff Development

  • Develop work plans for regional staff and ensure that individual responsibilities are clearly communicated.

  • Supervise, mentor, coach, and continuously evaluate the performance of Area Managers, Branch Managers, and other assigned staff.

  • Identify staff capacity-building needs and arrange or recommend appropriate training, seminars, workshops, and coaching.

  • Assist in recruitment, selection, orientation, development, and performance evaluation of program staff in coordination with HR and management.

  • Develop staff members for future leadership and encourage them to take greater responsibility.

  • Promote teamwork, accountability, professionalism, and effective communication among regional staff.

  • Organize and conduct regular regional/monthly staff meetings and ensure that meeting minutes and action points are properly documented and followed up.

  • Act as a role model and ensure that World Concern Bangladesh`s core values, Code of Conduct, policies, and standards are effectively implemented.

G. Coordination and Networking

  • Maintain effective liaison with local government officials, MRA-related stakeholders, NGOs, community leaders, Union Parishad representatives, local elites, village leaders, and other relevant stakeholders.

  • Develop and maintain a professional network with other microfinance and development organizations to exchange relevant information and support program learning and development.

  • Coordinate closely with the Head of Micro Credit Program, Finance, HR & Administration, and other relevant departments.

  • Represent the Rural Micro Credit Program in relevant meetings, coordination forums, and stakeholder engagements when assigned.

  • Work closely with local communities and promote their participation and ownership in program activities.

H. Reporting and Documentation

  • Ensure proper documentation, filing, record keeping, and reporting of all regional program activities.

  • Collect and consolidate information from Area Managers, Branch Managers, and field staff and ensure timely submission of reports.

  • Prepare and submit monthly, quarterly, half-yearly, annual, and other required reports in accordance with World Concern Bangladesh and donor requirements.

  • Prepare regular monitoring reports and submit them to the Head of Micro Credit Program within the required timeframe.

  • Ensure that program reports accurately reflect achievements, challenges, financial performance, portfolio quality, impact, risks, and corrective actions.

  • Prepare impact case studies, concept notes, proposals, presentations, and other program documents as required.

  • Ensure that all regional records and reports are accurate, complete, properly filed, and readily available for review or audit.

I. Risk Management, Safeguarding and Security

  • Identify and communicate operational, financial, security, safeguarding, and other risks affecting the program, staff, clients, and organization.

  • Ensure appropriate measures are taken to minimize risks and protect staff, clients, assets, and organizational resources.

  • Promote a safe, respectful, inclusive, and accountable working environment.

  • Ensure that staff understand and comply with safeguarding, Code of Conduct, and other organizational requirements.

  • Immediately escalate serious incidents, suspected misconduct, fraud, safeguarding concerns, or security threats through established reporting channels.

J. Program Impact and Sustainability

  • Develop practical indicators for measuring the social and economic impact of the Rural Micro Credit Program.

  • Monitor whether loans are being used for intended and productive purposes and assess their contribution to beneficiaries` livelihoods and household income.

  • Identify opportunities to improve the quality, relevance, and sustainability of the micro credit program.

  • Support initiatives that strengthen client retention, portfolio quality, branch sustainability, and responsible growth.

  • Ensure that lessons learned from field operations are documented and incorporated into future program planning.

K. Leadership and Organizational Development

  • Provide strong leadership to the regional team and create an environment of accountability, teamwork, learning, and continuous improvement.

  • Encourage staff to develop leadership capacity and take on greater responsibilities.

  • Promote effective communication between the field, regional management, Country Office, and other departments.

  • Participate actively in organizational planning and implementation of initiatives assigned by senior management.

  • Contribute to the development and continuous improvement of WCMCP policies, systems, tools, procedures, and operational practices.
