• Experience: Minimum of 5 years of experience in project coordination, field implementation, or community mobilization, preferably in agriculture or climate-resilience projects.

• Community Mobilization: Experience in engaging and mobilizing rural communities, particularly in agriculture-based projects.
• Financial Acumen: Understanding of financial principles, including budgeting, expense tracking, and reporting.
• Problem-Solving: Ability to address field-level challenges creatively and effectively, ensuring minimal disruption to project activities.
• Additional Responsibilities :
• 1. Safeguarding and Inclusion : Ensure adherence to PURNIMA’s safeguarding policies & CFRM mechanism, focusing on the protection of children, youth, and vulnerable populations within project activities.
• Promote inclusive and gender equality, ensuring active participation from women, marginalized groups, and people with disabilities.
• 2. Strengthening Local Organizational Capacity : Collaborate with partner organizations, such as the C2 org and other local NGOs, to strengthen their capacity in sustainable agriculture, financial management, and organizational development.
• Competencies :
• Preferred Competencies: Familiarity with climate-resilient agriculture practices and local governance structures in Bangladesh.

Position Title     : Upazila Coordinator (04 Persons)

Project                : Climate Resilient Smart Agri Connect (CReSAC): Enhancing Climate Resilience, Environment-Friendly & Smart Agro-Based Food Security Project

Duty Station     : Assigned Upazilas in Khulna (Dakhup - 01 & Koyra - 01) & Barisal Districts (Hizla - 01 & Muladi - 01 person)

Reports to         : Project Manager

Contract Type   : Fixed term Duration            : 22 months

Position Overview :

The Upazila Coordinator is responsible for overall project activities within their designated Upazila, ensuring the effective implementation of project components related to climate-smart agriculture, food security, and community engagement. This position acts as the key link between the project management team, local stakeholders, and the community, ensuring smooth operations, monitoring progress, and facilitating communication at the Upazila & Unions level.

Scope of Responsibilities :

1. Core Responsibilities

A. Project Implementation and Coordination (50%):

Lead the implementation of project activities at the Upazila & Unions (03) level, including climate-smart agriculture initiatives, food security programs, and community capacity-building efforts.

Coordinate day-to-day project operations, ensuring that all activities align with project objectives, timelines, and budget.

Work closely with Technical Officers (Livestock, Fisheries, and Horticulture) and Field Facilitators to provide technical support to farmers, community members, and other stakeholders.

Facilitate project-related trainings, workshops, and awareness sessions, ensuring local participation and alignment with project goals.

B. Stakeholder Engagement and Community Mobilization (20%) :

Build strong relationships with local stakeholders, including Upazila government offices, local NGOs, community leaders, and farmers’ associations.

Mobilize community members for participation in project activities, ensuring inclusive and representation of marginalized groups.

Organize regular meetings with stakeholders to discuss project progress, gather feedback, and address local challenges.

Advocate for climate-resilient and sustainable agricultural practices within the community, promoting awareness of project goals and benefits.

C. Monitoring, Evaluation, and Reporting (20%) :

Conduct regular field visits to monitor project activities, gather data, and ensure compliance with project standards and objectives.

Track the progress of project indicators, document achievements, and identify areas for improvement.

Prepare and submit monthly and quarterly progress reports to the Project Manager, providing insights and updates on project status, community feedback, and challenges faced.

Support the MEAL (Monitoring, Evaluation, Accountability, and Learning) Officer in collecting relevant data and evaluating the impact of project activities in the Upazila.

D. Financial Management and Compliance (10%) :

Oversee project-related expenses at the field level, ensuring all financial transactions comply with project policies and budget allocations.

Maintain accurate records of financial transactions, prepare monthly expenditure reports, and ensure timely submission to the Project Manager and Finance team.

Work closely with the Finance & Account Officer to ensure financial accountability, cost-effectiveness, and resource optimization in project operations.

Resource Management: Ability to manage project resources and expenditures efficiently, ensuring adherence to financial policies.

Monitoring and Reporting: Strong skills in tracking project progress, collecting data, and preparing reports that reflect the local context and project achievements.
