• Project Planning and Execution: Expertise in project cycle management, from planning and design to implementation, monitoring, and reporting.
• Stakeholder Engagement: Proven ability to work with donors, partners, and local communities, with strong negotiation and partnership-building skills.
• People Management: Effective team management skills, with experience in training, mentoring, and performance evaluation.
• Analytical and Problem-Solving Skills: Ability to assess project challenges and develop innovative solutions, especially within financial constraints.

Position Title : Project Manager

Project : Climate Resilient Smart Agri Connect : Enhancing Climate Resilience, Environment-Friendly & Smart Agro-Based Food Security Project

Contract Type  : Fixed term

Duration          : 23 months

Position Overview :

The Project Manager is responsible for the overall planning, implementation, monitoring, and financial management of the project. This role requires ensuring that project objectives align with PURNIMA’s mission and values, specifically in the areas of climate resilience and sustainable agriculture. The Project Manager will oversee finance and administrative functions, coordinate with key stakeholders, and manage a team to achieve project targets within the allocated budget.

Scope of Responsibilities:

1. Core Responsibilities

A. Planning, Strategy, and Policy (10%)

Develop project plans, policies, and strategies that align with climate resilience and sustainable agriculture goals. Collaborate with the Project Management team to establish key project milestones and set measurable objectives. Contribute to the development of organizational policies for project planning, risk management, and financial compliance.

B. Program and Project Design, Implementation, and Influence (50%) : Oversee all project activities, including technical, financial, and operational aspects, ensuring that they are executed according to plan and within budget. Lead the design and execution of project components related to climate-resilient agriculture and food security. Influence and guide team members in best practices for sustainable agriculture, climate resilience, and project implementation. Conduct regular field visits to monitor project progress, address challenges, and ensure adherence to technical standards and donor guidelines.

C. Finance Management (20%): Prepare and manage the project budget, ensuring all expenditures are tracked, recorded, and reported accurately. Oversee financial activities, including monthly financial statements, budget revisions, and fund disbursement, ensuring compliance with donor and PURNIMA policies. Conduct financial risk assessments and implement cost-control measures to optimize project spending. Coordinate with the Finance & Account Officer to ensure transparent and efficient financial management, including procurement, fund allocations, and adherence to financial policies. Prepare and submit monthly and quarterly Program & financial reports to donors, management, and other relevant stakeholders.

D. Partnership Development and Resource Mobilization (10%): Build and maintain strong partnerships with local government, NGOs, and private sector stakeholders to support climate-smart agricultural practices. Actively seek opportunities for resource mobilization by engaging with potential donors and preparing project proposals. Collaborate with technical partners to leverage additional resources and expertise that enhance project impact.

E. Capability Building and People Management (10%) : Lead and mentor project staff, including Technical Coordinators, field facilitators, and finance personnel, to ensure high-quality performance. Develop training programs to build the technical and operational capacity of staff in areas such as sustainable agriculture, financial management, and project compliance. Conduct regular performance appraisals, provide feedback, and foster a positive, collaborative work environment.

3.Risk Management: Identify and mitigate financial and operational risks, ensuring smooth project implementation.

Resource Management: Optimize financial, human, and technical resources to achieve project objectives efficiently. 

Information Management: Maintain and disseminate clear and accurate financial and project data to relevant stakeholders.Required Qualifications.
