Job Responsibilities:
∎ The Protection Manager will be leading protection of journalists, human right defenders and environmental right defenders' theme-based activities for ARTICLE 19 Bangladesh and South Asia regional office, . ensuring growth and cohesion of the Protection portfolio and leading protection programme implementation in the region, in particular, for the project "Equally Safe: Towards a feminist approach to the safety of journalists (FEMSOJ)". The Protection Manager will be responsible for monitoring the overall implementation of the project in South Asia, specifically in Bangladesh, Nepal and Sri Lanka. S/he will lead the Protection team, provide required guidance to the team and ensure the completion of all the protection activities on time aligning with the budget and following the agreed work plan. S/he will collaborate closely with the other regions and with the global teams with support from the South Asia Regional Director. The Protection Manager will provide qualitative management to Protection staff in the Regional Office, input into strategic protection discussions, and contribute to strategic planning and protection policy discussions and campaigns. ∎ Additional Job Responsibility:
∎ Develop a comprehensive strategy for the Protection portfolio for the Bangladesh team mentioning the vision, methodology, areas of work, innovation, milestones and impact pathways aligning with the global strategy and vision.
∎ Ensure quality, cohesive and coordinated identification and implementation of the programme of work on Protection.
∎ Ensure high quality delivery of research proposals and lead on quality management of related outputs on Protection.
∎ Lead A19 advocacy work on protection at the national level and the link with advocacy with multilateral bodies including the UN in collaboration with the international office.
∎ Ensure the delivery of a holistic approach to the protection of journalists, feminists, human right defenders (HRD) and environmental defenders that includes building capacities externally and internally on how to develop tailored risk assessments and protect oneself from physical, digital and psychosocial attacks depending on gender and intersectional factors.
∎ Develop and maintain collaboration and regular contact with ARTICLE 19 Protection partners in the region.
∎ Develop operational budgets for Protection, overseeing the proper spending of the budgets in line with ARTICLE 19's grants management mechanism and other requirements.
∎ Develop operational plans for Protection and ensure their timely and proper implementation through performance management and monitoring.
∎ Ensure timely and qualitative compliance with internal narrative and financial reporting; produce quarterly and annual reports.
∎ Monitor the accuracy of the activity plan and timely submission of the monthly progress report to the government bodies, NGO Affairs Bureau and donors and provide relevant documentation and summary reports of the related activities.
∎ Lead research, monitoring and documentation work on attacks against journalists and HRDs in Bangladesh and South Asia.
∎ Develop guidelines and establish the documentation and monitoring process with a gender and intersectional approach on attacks against journalists aligning with the global methodology and in-line with indicator SDG 16.10.1. on attacks against journalists of the agenda 2030.
∎ Develop and maintain effective coordination and long-term relationships with related stakeholders/civil societies while representing ARTICLE 19, resolving implementation crisis and promoting sustainability.
∎ Lead the identification of sustainable funding opportunities for the Protection programme.
∎ Develop knowledge of fundraising opportunities for Bangladesh and South Asia region.
∎ Oversee the accuracy of the activity plan and timely submission of the monthly progress report to the relevant government authorities and donors.
∎ Develop communication and advocacy materials such as press releases, website stories, newspaper op-eds, statements and open letters to government authorities.
∎ In coordination with the Regional Director, respond to media inquiries and provide information on the Programme/projects as required.

Additional Requirements:
∎ Proven experience in working on the protection of journalists and/or human rights defenders, in particular in documenting attacks, providing protection training, coordinating emergency funds, and leading advocacy and campaigns. Preferably, experience on developing this work with a solid gender and intersectional approach. Experience of working in international NGO will be an asset. Working experience beyond Bangladesh, especially in any other South Asia country will be given priority.

Salary:
∎ Salary and benefits shall be fixed within the existing ARTICLE 19`s pay scale and in line with Service Rules.
