Education: - Bachelor of Science (BSc) in Civil Engineering
- Bachelor’s degree in Civil Engineering, Water Resources or Environmental Engineering (Master’s preferred).
Requirements: Skills Required: Additional Requirements: - Minimum 3–5 years of experience in water infrastructure or polder rehabilitation projects.
- Proven expertise in canal re-excavation, embankment protection, drainage, and water management systems.
- Experience in community mobilization, training facilitation and stakeholder coordination.
- Strong financial management and vendor oversight skills.
- Excellent communication and report-writing skills in both Bangla and English.
- Proficiency in MS Office, AutoCAD, and basic GIS tools.
- Ability to work in remote coastal field conditions and manage multiple priorities.
- Strong analytical, problem-solving, and leadership capabilities.
Responsibilities & Context: Responsible for:
- Lead the field team to implement water infrastructure interventions, including canal re-excavation, embankment protection, and cross-drain rehabilitation in Polder areas.
- Coordinate with BWDB engineers and ensure quality control as per approved design and specification.
- Supervise construction sites and manage vendors, contractors and laborers, ensuring timely completion of activities.
- Conduct site assessments, verification of BoQs and field surveys to plan and design infrastructure works.
- Ensure environmental safeguards and safety protocols during all construction and re-excavation works.
- Prepare monthly implementation plans, progress updates and completion reports.
- Facilitate formation and activation of Polder Management Committees (PMC) and Water Management Organizations (WMO).
- Conduct community consultations, awareness meetings and participatory planning sessions to promote ownership.
- Provide capacity-building support to WMOs on operation, maintenance and local resource mobilization for sustainable polder management.
- Support training on climate-smart water management and disaster risk reduction.
- Maintain close coordination with BWDB, Khulna University and relevant stakeholders for smooth implementation.
- Liaise with local government institutions (Union Parishad, Upazila Administration) to ensure alignment and administrative support.
- Represent Friendship in local-level coordination meetings related to polder and water management.
- Prepare budget estimates, verify vendor invoices and ensure cost-effectiveness and transparency.
- Manage procurement requests, material verification and payment documentation at field level.
- Monitor labor payments, maintain the Site Order Book and ensure proper record-keeping.
- Support baseline and monitoring surveys in collaboration with the others Project Officer.
- Maintain all site-level documentation including daily logs, measurement books and photographic evidence.
- Prepare monthly progress reports, highlighting key achievements, challenges and lessons learned.
- Support the development of a Community-Led Polder Management Guideline through data collection and stakeholder consultation.
- Contribute to research and learning for scaling up interventions to other polders.
- Perform any other tasks assigned by the Programme Manager or technical specialists.
Activities:
- Conduct community consultation and mobilization sessions to ensure active participation in polder rehabilitation and canal re-excavation.
- Facilitate formation and training of Water Management Organizations (WMOs) and Polder Management Committees (PMCs) for long-term water governance.
- Supervise canal re-excavation works ensuring quality control and technical compliance.
- Implement embankment protection works before the rainy season to prevent breaches and tidal surges.
- Support development of the Community-Led Polder Management Guideline through participatory workshops with BWDB and local stakeholders.
- Oversee cross-drain realignment and rehabilitation to prevent salinity intrusion and improve soil fertility.
- Facilitate community training on water management, DRR, and climate adaptation.
- Support repair and maintenance of local roads, culverts, and bridges associated with water infrastructure.
- Coordinate with BWDB, local government, and community groups for joint monitoring of canal and drainage systems.
- Conduct awareness sessions on environmental safeguards and safe construction practices.
- Ensure quality control of construction materials and maintain the site order book.
- Prepare progress reports, budget tracking sheets, and monitoring checklists.
- Facilitate coordination meetings with BWDB engineers and local government representatives for technical validation.
- Conduct post-construction evaluation and ensure the community’s involvement in maintenance plans.
