Project: Community-Led Approach for Adaptation and Resilience against the Health impact of climate change (CARE) project.

About Uttaran & Project Context

Uttaran is a national development organization that has been working in the coastal regions of Bangladesh since 1985 to uphold people’s rights, promote social justice, and improve the socio-economic conditions of poor and disadvantaged communities. Over the years, Uttaran has remained committed to enhancing healthcare access for vulnerable populations, particularly those facing the growing risks of climate change.

In partnership with ACF Bangladesh, Uttaran is implementing the Community-Led Approach for Adaptation and Resilience against the Health Impact of Climate Change (CARE) Project in the southwestern region of Bangladesh. This initiative empowers communities to identify hazards, collect and analyze local data, and disseminate early warning messages. It also focuses on establishing community health information hubs, strengthening the capacity of local actors to prepare for and respond to climate-induced health risks, and developing and endorsing health protocols and SOPs for anticipatory actions. In addition, health service providers are being trained to manage diseases that are increasingly linked to climate change.

To support this important initiative, Uttaran invites applications for the position of Project Officer under the Community-Led Approach for Adaptation and Resilience against the Health Impact of Climate Change (CARE) Project.

Position Overview

The Project Officer will play a key role in field monitoring, managing field staff, organizing events, preparing reports, documenting best practices and success stories, and maintaining strong relationships with stakeholders and donors. He/she will also ensure proper management of project photos, videos, and other documentation.

Responsabilites:

The key responsabilités for this role may include the following but are not limited to:

Field Implementation & Technical Support

  • Support the implementation of all field-level project activities as per the workplan, under the guidance of the Project Coordinator.

  • Facilitate community-level training on hazard identification, data collection techniques, and early warning message dissemination.

  • Assist in operationalizing community communication channels for climate-induced health risk alerts.

  • Support activities that build the capacity of local actors to prepare for and respond to climate-induced health risks.

  • Assist in conducting sessions with health service providers on climate-specific disease management.

  • Participate in the dissemination of health risk information to last-mile populations using community meetings, IEC/BCC channels, miking, etc.

  • Conduct community consultations on health hazard identification, outbreak signs, and local vulnerabilities.

  • Support anticipatory action orientation sessions for health workers and frontline actors.

  • Assist in field implementation of community-led surveillance guidelines, including collection of outbreak signals and health event information.

  • Support planning and facilitation of community awareness campaigns, events, and local media engagement.

Supervision & On-the-Job Support to Field Teams

  • Provide daily operational guidance to Field Officers/Community Mobilizers and volunteers, as assigned by the Project Coordinator.

  • Help field teams understand technical content related to health, preparedness, DRR, climate-induced risks, surveillance, and early warning.

  • Organize or support weekly coordination meetings to review field progress and challenges.

  • Promote teamwork, clarity of roles, and adherence to field protocols and safeguarding standards.

  • Ensure field teams follow guidelines on protection, gender, accountability, and ethical engagement with communities.

Coordination & Stakeholder Engagement

  • Maintain day-to-day coordination with the donor’s technical team based in the same office, under guidance from the Project Coordinator.

  • Support the organization of review meetings, validation workshops, and dissemination events at upazila, district, or national levels.

  • Maintain communication with community groups, CBOs, Model Mothers, local entrepreneurs, CSOs, service providers, and LGIs.

  • Support joint field visits, technical discussions, and learning exchanges when assigned.

  • Assist in strengthening linkages between communities and local health facilities for surveillance and reporting.

Reporting, Documentation & MEAL Assistance

  • Prepare field visit reports, weekly updates, and monthly activity summaries for review by the Project Coordinator.

  • Document case stories, field evidence, lessons learned, and community feedback.

  • Ensure timely and accurate data collection and submission for all health-related, DRR, surveillance, and communication activities.

  • Support tracking of project indicators and monitoring of field implementation.

  • Maintain proper documentation for evidence generation, validation steps, and endorsement processes.

Compliance, Administration & Logistical Coordination

  • Support procurement, logistics, and administrative arrangements needed for trainings, meetings, community events, and field activities.

  • Maintain organized field documentation for audit readiness, financial reviews, and donor verification.

  • Ensure compliance with safeguarding, PSEA, gender, health safety, DRR standards, and organizational policies.

  • Support travel planning, mobilization, and coordination for field teams and visiting stakeholders.
