∎ Context and purpose of the job: The primary purpose of the Project Officer - Technical Support, Energy is to provide the technical expertise on Knowledge development, sectoral coordination and enabling environment to ensure the successful implementation and delivery of projects within the energy sector, specifically e-cooking products (Rice cookers, Multicookers, infrared cookers, Induction cookers and electric pressure cookers). This involves serving as the primary technical expert for the Project Managers, thoroughly assessing the project`s environmental factors, continually reviewing and evaluating the quality of the project, and ensuring partners support and satisfaction throughout the project lifecycle
∎ Duty station :Dhaka with frequent travel to the project areas
∎ Contract Duration:The duration of the proposed contract is up to 2 years with a possibility of extension depending on performance and availability of funds.
∎ Expected Joining Date: As soon as possible
∎ Working Hours :Full time (minimum of 40 hours per week)

Job Responsibilities:
∎ Service & process delivery: Acts as the technical expert for the Project Officer and aims to create an enabling environment (by sharing knowledge, understanding stakeholders and environment) for the implementation of a project, for the project to meet its objectives. Ensures, monitors progress and reviews the quality of own expertise and ensures client support and satisfaction during projects-
∎ Serve as the primary technical expert to the Project Managers.
∎ Thoroughly assess the project's environmental factors.
∎ Comprehensively understand the needs and expectations of the organisation to support the project manager as per requirement.
∎ Continually review and evaluate the quality of the project.
∎ Enhance contributions to the project based on evaluations.
∎ Emphasize partners' support and satisfaction throughout the project lifecycle.
∎ Engage with clients to understand their requirements and proactively address any concerns or issues raised by partners.
∎ Ensure smooth progress of projects.
∎ Monitor key milestones and track the overall advancement of the project, paying specific attention to project indicators and outcomes.
∎ Knowledge Development Contributes to internal and external knowledge development and ensures lessons learned are shared and applied in daily practice. Participates in knowledge development/expertise groups and in internal and external networks.
∎ Initiate and coordinate the review process and evaluation, particularly on collecting lessons learned related to gender inclusion and proactively identify and address potential bottlenecks or challenges that may hinder the clean cooking market.
∎ Arrange and facilitate regular coordination meetings with partners and the internal project team monthly, quarterly, and half-yearly, ensuring that gender considerations are integrated into the discussions and decision-making processes.
∎ Collaborate closely with the project team to prepare a comprehensive monthly implementation plan that aligns with the overall project strategy. This plan should outline critical activities, milestones, and deliverables for the upcoming month.
∎ Work closely with external stakeholders, such as partners or vendors, to ensure smooth coordination and timely delivery of their respective contributions. Maintain regular communication to address issues or concerns and ensure alignment with project objectives and learning.
∎ Centralize project activities, results, and learnings to create a repository of information that the project team and stakeholders can access. Develop an action plan to address any challenges or obstacles encountered during the project, leveraging the knowledge and lessons learned to inform decision-making and problem-solving.
∎ Provide support to the Project Manager in preparing reports for donors and internal stakeholders. This includes gathering relevant data, synthesising information, and contributing to the analysis and presentation of project progress and outcomes.
∎ Technical process development in compliance with the project:
∎ Identifies and proposes technical process improvements to the project team. Acts on improvement areas within the local internal organisation and processes and gives feedback. Ensures lessons learned are applied in daily practice. Ensure that all expenditures are approved for, coded and booked according to the relevant procedures and authorisation levels.
∎ Prepares accounts for, manages and reports on project budget (and revisions thereof).
∎ Discuss with the Line Manager for contract/budget deviations.
∎ Discuss security and (financial risk) mitigation (incl. due diligence) with the line Manager .
∎ Fully understands procurement and comply with requirements and contracts.
∎ Positioning:
∎ Identifies and analyses market opportunities and threats and ensures relevant colleagues are informed. Actively participates in strategic positioning meetings and acts as a knowledgeable face of the SNV organisation to the client. Analyses, understands and develops (local) networks with relevant stakeholders, and identifies new clients.
∎ Analysis & Reporting:
∎ Ensures collection, consolidation and review of project information, according to SNV's Monitoring and evaluation guideline
∎ The above list of job responsibilities is not exclusive or exhaustive and the position will be required to undertake any assigned responsibilities assigned by his/her supervisor as may reasonably be expected within the scope of the position.

Additional Requirements:
∎ In-depth knowledge of the Energy and renewable energy sector
∎ skills (at least 2 years of experience) and experience in project support-technical, including activities delivery, monitoring, evaluation, and knowledge management
∎ Good knowledge and experience in Energy and understanding of SNV energy products, deep understanding of Climate Change, Governance and GESI as SNV's global themes
∎ Ability to work independently and with the team, and good coaching ability.
∎ Good representation and interpersonal skills, ability to liaise with partners and government officials
∎ Independent, initiative and creative in solving problems
∎ Knowledge of the sectors that SNV works in is an advantage
∎ Good command of spoken and written English
∎ Good computer skills (Ms. Word, Ms. Excel, Ms. Power Point, Internet and E-mail)
∎ Communication:The ability to communicate in clear language and to adjust one's use of language to the audience's level, making sure ideas and essence are understood by the audience.
∎ Flexibility: The ability to change one's behavioural style and/or views in order to achieve a set goal.
∎ Perseverance: The ability to hold on to views and plans of action, despite adversity.
∎ Result orientation: The ability to take direct action in order to attain or exceed objectives.

Salary:
∎ Competitive salary and allowances as per salary scale.
