Job Responsibilities:
∎ The responsibility of this position is to assist the Project Manager of the project to manage and oversee overall technical insight of development process of the FbA mechanism process and wider dissemination at Upazila and district level. In close cooperation with the Project Manager, S/he will facilitate the process to identify local level flood risks & vulnerabilities, support to RIMES to develop the threshold matrix and early actions for early response by engaging DMC members, relevant stakeholders and community people. The person will work closely with RIMES to assist to develop evidence-based forecast bulletin and broadcast flood forecast messages at community level. He will maintain an effective relationship with local DMC members and BWDB representatives to promote FbA mechanism at local level
∎ Technical Responsibilities- Field Mobilization:
∎ Mobilize and facilitate active participation of DMC members and vulnerable community members in FbA planning, monitoring, implementation and evaluation process.
∎ Assist APO to form and activation of WDMCs
∎ Assess the needs and resources required for project activities such as forecast mapping, consultation for identification of threshold and early actions, FbA simulation exercise etc.
∎ Facilitate to form community volunteers/stakeholder groups and organize training on FbA actions such as flood monitoring, risk identification, forecast translation etc.
∎ Manage the gauge readers to collect appropriate data timely and share with local DMCs and/or BWDB office to generate evidence-based flood forecast messages at community level.
∎ Ensure all logistical support to organize trainings, seminar or workshop at upazila and district level.
∎ Develop and maintain constructive and cooperative working relationships with local DMC representatives and key stakeholders such as BWDB and upazila level service providing agencies and their representatives.
∎ Manage and regularly check project assets to ensure their right purpose of use.
∎ Compile relevant project data, and prepare documents for evidence base for FbA.
∎ Promote and motivate inclusive participation by community representatives, in all project activities, taking care to assist cooperation with regard to gender, etc
∎ Monitoring & Impact Assessment :
∎ Assist M&E cum Project Officer in maintaining accurate data/information, records and prepare M&E reports related to project activities, outputs and outcomes.
∎ Organize coordination meetings with WDMCs and UDMCs on a regular basis and venerable group representatives to assess and mobilize to FbA mechanism.
∎ Visiting, monitoring and reporting project progress according to prescribed tools.
∎ Distribute FbA IEC materials to relevant institutional stakeholders to ensure quality technical messages and approaches are reaching all the target beneficiaries.
∎ Mobilize local support of civil society, community leaders, and other elite for quality project implementation as per procedures of SKS Foundation, Concern and ECHO.
∎ Ensure that Assistant Project Officer (APOs) understand FbA/FbA Mechanisms, Early Action Matrix, Early Actions and implement as per plan.
∎ Provide effective support to APOs and monitor APOs' progress as per, plan, budget and timeline.
∎ Distribute FbA IEC materials to relevant institutional stakeholders to ensure quality technical messages and approaches are reaching all the target beneficiaries.
∎ Mobilize local support of civil society, community leaders, and other elite for quality project implementation as per procedures of SKS Foundation, Concern and ECHO.
∎ Ensure that Assistant Project Officer (APOs) understand FbA/FbA Mechanisms, Early Action Matrix, Early Actions and implement as per plan.
∎ Provide effective support to APOs and monitor APOs' progress as per, plan, budget and timeline.
∎ Reporting & Communication:
∎ Assist PM in preparing monthly, interim and final reports against plan that contribute to the project.
∎ Ensure that cross cutting issues such as participation, gender, age and disability are effectively integrated in FbA actions and develop the report accordingly.
∎ Maintain effective liaison with relevant government departments, DMCs members at union and upazila level and engage them in FbA/FbF actions.
∎ Participates in local government regular events to advocate and disseminate FbA/FbF mechanism
∎ Capacity Building:
∎ Orient the community peoples, DMC members and local stakeholders on flood risk & vulnerability assessment and identification the thresholds and FbA actions.
∎ Support to develop FbA training modules and facilitate relevant capacity building events for the DMC members.
∎ Identify the recommendations from field visit and assessment and integrate to the project
∎ Ensure institutions and community are able to take timely, appropriate and inclusive early actions based on Early Warning

∎ Networking:
∎ Liaise with relevant government departments, relevant institutions, NGO networks as advised by the line manager.
∎ Participate in relevant Union/Upazila and district level meetings/training and represent the project
∎ .

Additional Requirements:
∎ Both males and females are allowed to apply
∎ Working experience in flood resilience project/ Forecast-based Action (FbA)/Forecast-based Financing or SUFAL project will be an added advantage.
∎ Practical experience of managing at least 1-2 ECHO-funded projects.
∎ Experience in working in consortium approach.
∎ Competent in using MS Word, MS Excel and PowerPoint.
∎ Good facilitation skills.
∎ At least 2-5 years progressively responsible professional work experience with NGOs.
∎ Communication and networking with multi-sectoral actors

Salary:
∎ Tk. 38896 (Monthly)
∎ Others benefits will be as per Organization policy and budget provision.
