Qualifications:        

  • Master’s degree in Public Health, Social Science, Civil Engineering, Development Studies, or related field.

Experience:

  • Minimum 5 years of relevant experience in managing WASH or urban development projects, preferably with NGOs or international organizations.

  • Proven experience in project planning, budgeting, monitoring, and donor reporting.

  • Strong leadership, analytical, and interpersonal skills with the ability to manage diverse teams.

  • Excellent communication and coordination skills with proficiency in report writing in English and Bangla.

  • Sound understanding of urban governance, local government systems, and WASH policies in Bangladesh.

Contract end date:

  • 31 March 2026 (renewable based on performance and availability of fund)



Responsibilities & Context:

The Project Manager (PM) will be responsible for leading, managing, and ensuring the effective and timely implementation of the WASH4UrbanPoor Project within Dhaka South City Corporation. The PM will oversee all aspects of project planning, coordination, implementation, monitoring, reporting, and stakeholder engagement to ensure the achievement of project objectives. The position requires a strong focus on leadership, partnership management, quality assurance, and staff capacity development to ensure that the project contributes meaningfully to improving water, sanitation, and hygiene (WASH) outcomes among urban poor communities.

Major Responsibilities:

  • Provide overall leadership, direction, and management of the WASH4UrbanPoor Project to ensure the successful achievement of planned goals and deliverables.

  • Ensure effective coordination and collaboration with development partners, donors, local authorities, community-based organizations, and other stakeholders to enhance project impact and sustainability.

  • Guide and supervise the project team to maintain high performance, accountability, and alignment with organizational and donor standards.

Specific Job Responsibilities: 

1. Planning and Implementation:

  • Develop detailed monthly, quarterly, bi-annual, and annual work plans and budgets in line with project objectives and donor requirements.

  • Ensure timely implementation of planned activities, maintaining high standards of quality and efficiency.

  • Support the procurement process for project-related materials, supplies, and services in compliance with organizational and donor procurement policies.

  • Coordinate with finance and logistics departments to ensure that all administrative and logistical arrangements are made in a timely manner.

2. Monitoring, Reporting, and Documentation:

  • Monitor project progress regularly and take corrective actions to address any deviations from the plan.

  • Prepare and submit high-quality progress reports (monthly, quarterly, bi-annual, and annual) highlighting achievements, challenges, lessons learned, and best practices.

  • Document success stories, case studies, and learning materials and disseminate them to the donor, head office, and relevant platforms.

  • Maintain up-to-date records, databases, and documentation for effective knowledge management and audit readiness.

3. Stakeholder and Donor Coordination:

  • Serve as the primary point of contact for donors, development partners, and government counterparts for all project-related matters.

  • Organize donor visits, field exposure trips, and review meetings, ensuring that project achievements and impacts are effectively demonstrated.

  • Build and maintain strong partnerships with relevant agencies, local government bodies, and private sector actors to promote pro-poor WASH services.

4. Capacity Building and Team Management:

  • Provide ongoing coaching, mentoring, and technical guidance to project staff to strengthen their competencies and motivation.

  • Identify staff capacity needs and organize relevant training, workshops, or exposure visits.

  • Conduct regular team meetings and performance reviews, providing constructive feedback and taking corrective measures when necessary.

  • Foster a collaborative, inclusive, and performance-oriented work culture within the team.

5. Quality Assurance and Compliance:

  • Ensure that all project activities adhere to organizational policies, donor guidelines, and relevant government regulations.

  • Promote innovative and sustainable approaches in WASH service delivery for urban poor communities.

  • Maintain strict quality control and monitoring systems to ensure that services and infrastructure meet the required technical and environmental standards.

6. Emergency and Humanitarian Response:

  • Support humanitarian and emergency WASH interventions as required during any disaster or crisis situations.

  • Coordinate with local authorities and response clusters to ensure timely and effective emergency response.

7. Other Responsibilities:

  • Undertake official travel to field sites, coordination meetings, and relevant forums as necessary.

  • Perform any other duties assigned by the Senior Coordinator (WASH) or the management for the benefit of the project and organization.
