Helvetas is further engaged in emergency response in Cox`s Bazar.
∎ JOB CONTEXT:
∎ Judges the credibility and accuracy of information coming from the field, from external coordination and other relevant sources.
∎ Diverse and complex context analysis at micro and macro level with the ability to communicate complex matters to a diverse audience.
∎ Problems faced are diverse - relating to management of people, budgets and processes.
∎ Problem solving complexity includes people management and strategic management.
∎ Representation and networking with external actors`, including Government ministries, donors and development partners and partners as and when necessary.
∎ Active role in advocacy on issues related to democratic governance, climate resilience.

Job Responsibilities:
∎ Strategically steer and manage the project and advises PMU and senior management on specific programme contexts & components.
∎ Define the project scope, followed by project planning, execution, and monitoring.
∎ To be accountable for successful project delivery, monitoring, and maintaining the team's efficiency.
∎ To facilitate team collaboration, continuously communicate with stakeholders, manage finances and mitigate potential risks
∎ Provide technical advice on local governance, climate change, DRR, IWRM and solid waste management.
∎ Ensure Conflict Sensitive Project Management, human rights-based approach, CEDRIG, Adaptive Programme Management, Thinking and Working Politically (TWP) approach in all aspect of engagement.
∎ Develop and maintain relationships with relevant government ministries and departments, private sector suppliers and implementing partners.
∎ Develop and supervise the implementation of capacity development initiatives to strengthen organisational capacities and thematic competences of partner organisations.
∎ Ensure a focus on and strongly promote gender, socially inclusive and development effective principles and standards in all areas of engagement.
∎ Manage partnership and sub-contractors' agreements and oversee grantees.
∎ Supervise the project staff, ensure compliance to HR policies and guidelines.
∎ Develop project workplans, operational budgets and progress reports.
∎ Ensure timely and transparent financial and narrative reporting.
∎ Provide advice on advocacy and policy dialogue.
∎ Guide and supervise policy related studies carried out under the project by implementing partners or consultants.
∎ Participate in policy dialogue at different levels, in formal and informal thematic working groups at national, regional and global level.
∎ Ensure accurate information updates and contribute project experiences for wide organizational learning, media coverage and donor events.

Additional Requirements:
∎ More than 10 years of relevant work experience at senior level.
∎ Confirmed experience in the overall management of large development & governance programmes (multi-year programme, multiple partners, large teams).
∎ Experience and understanding of using Thinking and Working Politically (TWP) approach in development programme.
∎ Confirmed experience with local governance and climate change projects/programmes. Technical / thematic expertise in one or more of the mentioned thematic areas - advocacy, IWRM, solid waste management and/or capacity development - is an asset.
∎ Confirmed experience in applying adaptive programme management.
∎ Confirmed experience applying gender and socially inclusive principles
∎ Experience in strategic project planning, design and implementation
∎ Working in fragile contexts (this one not need in bd context)
∎ Strong communication, presentation, and negotiation skills.
∎ Excellent command of English. Knowledge of Bangla is an asset
