Job Context:
∎ An international NGO is going to implement a Health Program in Bangladesh. This health program is a health and social protection scheme (HSPS). This HSPS is supported by an international NGO, which specializes in the design and implementation of concrete development aid programmes.
∎ The objective of this Health Program is to improve access to care for urban slum dwellers. The HSPS is divided into four priority areas of activity:
∎ Micro-Health Insurance: partial coverage of health expenses.
∎ Medical and Social Support: hotlines, home visits in order to direct beneficiaries as quickly as possible to the network`s health facilities.
∎ Preventive Health: group training, home visits to improve the knowledge, attitudes and practices of beneficiaries.
∎ Management and Strengthening of the Network of Approved Health Facilities: support for beneficiaries in health facilities, regular monitoring and evaluation of care and care providers.
∎ In 2019, HFC started a new mutual health insurance program for vulnerable families in Bashantek slum, in Dhaka, the capital of Bangladesh. This launch followed a feasibility study conducted in 2018.
∎ 2019 was a preparation year: the team was recruited and trained, the procedures were defined, the tools were designed, the software was configured, etc. The promotion for the health mutual insurance started in October 2019 and the enrolments began in January 2020. This launch was disrupted by the COVID-19 pandemic which led us to adapt the services offered and the activities from October 2020.
∎ HFC is looking for a person to take the lead of the Bangladesh project in January 2021, in order to continue the development of the mutual health insurance for the Bhashantek community but also for other groups of beneficiaries.
∎ JOB LOCATION: Bhashantek Slum and Bhashantek Office, Dhaka Cantonment, Dhaka-1206.
∎ REPORTING TO: Area Manager - Head Quarters (France)

Job Responsibilities:
∎ Defining, in collaboration with the area manager, the strategy for an efficient and sustainable deployment of the health mutual insurance;
∎ Deploying the mutual health insurance in Bhashantek slum and increasing the number of beneficiaries;
∎ Deploying the mutual health insurance to other target groups (e.g. textile factory workers);
∎ Coordinating, monitoring/evaluating, adapting the activities and services;
∎ Managing the team;
∎ Managing the partnership with the other potential operational partners;
∎ Managing the relationships with the national authorities, the international institutions and the other actors in the sector;
∎ Ensuring the operational and financial reporting to the head office in France;
∎ Representing the organization;
∎ Ensuring the proper use of the funds allocated to the program.

Additional Requirements:
∎ REQUIRED EXPERIENCE:
∎ Minimum 8 (eight) years in project management and team management
∎ Experience in community health / public health will be an asset
∎ Experience abroad is an asset
∎ REQUIRED SKILLS:
