Job Context:
∎ The Program Officer –Cash & Market System will facilitate and implement all designed economic recovery and market system (ERMS) activities. S/he will develop functional and friendly guideline on cash and economic recovery and market system (ERMS), ensure on time right beneficiaries selection, provide required skills and capacity for the livelihoods restoration and new livelihoods development beneficiaries, facilitate their business development plan, monitor and ensure cash transfer is made to the right beneficiary, guide the procurement and confirm that they started their business as per the plan they developed. The position will ensure all time monitoring tools and mechanism to understand and track the progress and status of the business of each participants and establish digital reporting platform for seeing their income to be resilient. This position needs to facilitate and form groups and bring under VSLA to make them united and resilient and link them with MSMEs, financial institution, relevant government departments and market players in the working area and create opportunities for access to more lucrative and sustainable bigger markets at national level. The position will be required to create cohesive atmosphere to link these new VSLAs with the Nobo Jatra formed and developed VLSAs for learning and sharing experiences for sustainability.
∎ The position holder needs to assess, plan, implement and provide recommendations to project management in scaling up the real market driven opportunities and order as per project context. S/he will be expected to understand the opportunities for local production, conduct value chain and sub-sector analysis, identify key market players, formulate innovative market hypotheticals and contribute with innovative approaches for the sustainable economic recovery and market system in coordination with National Coordinator –Integrated Livelihood Technical Program and Private Sector Engagement –National Office.

Job Responsibilities:
∎ Planning and execution of economic recovery and market system (ERMS) interventions in the project area.
∎ Required guidelines and operating procedures are developed /harmonized and on place to use
∎ Ensure program performance through review and impact evaluation of the project.
∎ Establish effective working relationship, adequate referral and networking with relevant GOs, NGOs and other civil society groups and market players to achieve project goal through collaborative efforts.
∎ Capacity building of the ERMS Facilitators and targeted participants for effective performances.
∎ Facilitate and form VSLA with the participants of livelihood restoration and new livelihood development beneficiaries and train them
∎ Link the project formed new VSLAs with the Nobo Jatra formed and developed VSLAs with technical guidance and skills.
∎ Financial and operations management policies compliance and alignment of donor regulations
∎ Project deliverables are achieved on time with admirable quality in coordination with field team and leadership.
∎ Strong linkages between project partners and local, sub-national and national level relevant market players including government and MSMEs established
∎ Coordination with CWG and other actors for alignment of standard procedures, knowledge and experience sharing to improve team capacity

Additional Requirements:
∎ Age at least 28 years
∎ Both males and females are allowed to apply
∎ Knowledge of poverty dynamics, issues and contributing factors market system development, ultra-poor graduation/livelihood programing.
∎ Training facilitation skills and ability for presenting ERMS and learning agenda related critical/technical phenomenon in poorly educated adult audience.
∎ Have a clear understanding of working relationship with USAID private sector engagement guidelines.
∎ Demonstrated analytical and problem-solving skills.
∎ Proficiency in computer literacy and online tools.
∎ Demonstrated inter-personal and negotiation skills.
∎ Good time management skill and ability to work with minimum supervision.
∎ Healthy, well fit and interested to travel remote villages of vulnerable coastal sub-districts, Shyamnagar & Kaligonj of Satkhira and Koyra & Dacope of Khulna districts.
∎ Expert in motorcycle driving and have valid driving license
∎ More than 5 years of relevant work experience in the area of economic recovery and market system, livelihood recovery and cash for work in a complex, multi-cultural environment preferably in INGO context
∎ Candidate previously worked in USAID funded BHA, FtF and RFSA project will get preference
∎ Problem solving and decision making and high skill on presentation
∎ Ability to work in adverse situation and under pressure
∎ Able to create a working environment where team members have equal rights to listen, speak up and contribute to achieve a common goal of the project
∎ Must live in the project working area and ready to accept the challenges and cope with the changes.

Salary: Tk. 60000 - 70000 (Monthly)
