Job Context:
∎ This Program Officer (PO) will play the supporting role- internally with Technical Specialists and externally with CNRS, private sector partners, and other relevant stakeholders. PO will assume responsibility for programmatic, tactical and technical operations to ensure that project tasks are completed and objectives met. This position will be directly responsible for field operations with support of consortium partner, CNRS. He/she will have to support in developing the project DIP, budget and technical papers and tools for smooth field implementation, project progress monitoring and proposed changes that are required for quality implementation. The PO must also be competent and able to support the private sector partners for quality project implementation, and must be able to play a support role in project management.
∎ Job Location: Dhaka/ Cox`s Bazar with frequent field visits
∎ Reporting Line: Sr. Coordinator-MSD & Capacity Development

Job Responsibilities:
∎ General Responsibilities:
∎ Regular communication with stakeholders for rapport building, market systems strengthening and effective implementation of the project
∎ Assist Technical Specialists to manage and operate all the field level activities
∎ Follow the work plan and central instruction and perform accordingly
∎ Prepare event reports along with other necessary reports and assist team
∎ Maintain close contact and communication for project planning, and other issues with supervisors and partners, counterparts, service providers, government, private sector and project participants
∎ Carry out responsibilities in budget planning and administration to ensure the efficient use and maintenance of the project resources in consultation with supervisors
∎ Support team in writing project documents, cases, narratives, donor reports etc.
∎ Develop presentation, capacity to analyze project proposals, and understand budget development process
∎ Programmatic Responsibilities:
∎ Implement a variety of market linkages, supply chain, technology introduction and business development activities
∎ Support team to assess and improve skills and competencies of market actors and businesses on a diverse range of business skills such as financial literacy, marketing, supply chain linkages, public sector linkages, and technical capacity, etc.
∎ Facilitate the development of business plans by the entrepreneurs
∎ Assess and improve skills & competencies of entrepreneurs on a diverse range of business skills like finance, business planning, quality management, human resource management, etc.
∎ Work together with the entrepreneurs to ensure linkage with the Value Chain Actor
∎ Facilitate entrepreneurs to establish and maintain business networks at upazila levels and linked with wider areas like District, Regional & National level to build profitable business relationships between entrepreneurs and others PSAs.

Additional Requirements:
∎ A successful Program Officer will have the following skills and experience and will be comfortable with the following conditions.
∎ Work Experience:
∎ At least 3 years of working experience on market system development or other relevant field
∎ Familiarity and experience with project management and implementation
∎ Considerable understanding and knowledge on rural markets, and rural service provision
∎ Previous experience in working with private sectors is preferable
∎ Experience in business planning
∎ Adequate knowledge in project finance
∎ Relevant understanding of the technical, social, and other constraints in the development field
∎ Personal Skills:
∎ Excellent interpersonal and leadership skills
∎ Strong analytical and problem-solving skills;
∎ Self-motivated, energetic and team player
∎ Ability to work with various national and international team members and flexibility to adapt in different working conditions
∎ Ability to interact and collaborate with a broad range of public and private sector and NGO partners
∎ Physical and Language Skills:
∎ Ability to travel and undertake fieldwork in rural contexts
∎ Written and oral communication skills in English, including the ability to present coherent and convincing messages to different audiences
∎ Strong computer skills in Microsoft Office, Suite and Google Apps
