Job Context:
∎ Water & Life Bangladesh (W&L Bangladesh) is a non-profit organization, established by the French NGO Eau & Vie. The NGO is active in Bangladesh with the goal of improving the living condition of Urban Slum dwellers by implementing water network, firefighting, hygiene promotion, sanitation and solid waste management activities.
∎ W&L Bangladesh works in close association with its social business company Shobar Jonno Pani (SJP), also established by Eau & Vie, which is specialized in safe water supply for lower income community who do not have access to water in Bangladesh, aiming at creating quality-controlled piped and metered water supply networks, which are financially viable, socially responsible and adapted to the needs of urban low-income community.
∎ Both W&L Bangladesh and SJP engaged in partnerships with the local communities, govt. authorities, water operator and other development stakeholders through two branches one in Dhaka and the other one in Chattogram.
∎ TYPE: Permanent
∎ LOCATION: Based in HO, Dhaka with frequent visits outside Dhaka
∎ REPORTING TO: Country Director
∎ COORDINATION WITH: The Department Heads, Technical Advisors in France, all teams in the branches and at the Head Office
∎ SUPERVISION OF: Operations Manager, Project Engineer-Water, Senior Branch Managers
Job Responsibilities:
∎ Under the direct supervision of the Country Director and in collaboration with all department leads, the Program Manager - Water & Life is responsible for the overall management and operation of Shobar Jonno Pani (SJP) in all over Bangladesh.
∎ Details responsibility shall include but not limited to the following:
∎ Coordinate and Implement the overall activities of SJP:
∎ Prepare and implement the annual Action Plan and Strategic Plan in coordination with the Country Director;
∎ Manage the operational local staff especially, operation manager, branch manager, engineers;
∎ Ensure the smooth implementation of the SJP operation manual and coordinate further improvements if needed;
∎ Structure and reinforce operations department;
∎ Produce monitoring tools and reporting - monthly reports, financial reports etc.;
∎ Supervise operational audits;
∎ Monitor the Wamasys software toensuring everything is going in accordance with the system of Wamasys;
∎ Collaborate and supervise the Consultants engaged in the SJP activities;
∎ Develop and extend the activities of SJP:
∎ Implement the expanded action plan of SJP (especially signing the MoUs establishing required network, recruitments, opening etc.);
∎ Work in close collaboration with W&L to develop and implement new projects and services of the social company.
∎ Ensure the financial and organizational sustainability of the Social Company:
∎ Establish and pilot the Business Plan in collaboration with the Country Director and the Senior Fin & Admin Manager;
∎ Monitor the economic indicators of SJP: income evolution, water consumption, water losses, collection rates, arrears, etc.;
∎ Manage and monitor all the expenses, incomes and processes related with SJP operation;
∎ In coordination with the Fin-Admin department, ensure the proper financial management in compliance with the policies, procedure, financial manual and rules;
∎ Ensure the respect of the local regulation and rules;
∎ Conduct an in-depth reflection in terms of technical and material means and improvement of the organization needed in the framework of the development of the activities and the social company;
∎ Ensure the HR management of the social company:
∎ In coordination with the HR department, ensure the smooth HR management of SJP, in compliance with the HR Manual: recruitment, appraisal, HR concerns etc.;
∎ Maintain the local partnerships and community coordination:
∎ In collaboration with W&L management, work in close relationship with the community to ensure its mobilization and the smooth development of SJP activities;
∎ Maintain and develop partnerships and good communication with local communities, local authorities and water operators;
∎ Maintain and develop partnerships and good communication with partners and other stakeholders in Bangladesh in the field of the activity;
∎ Conduct an advocacy for the recognition and the credibility of the SJP model with the state and local authorities;
∎ Develop in collaboration with P&C Manager for the local funding.
∎ Contribute in the Strategic Development of W&L and SJP in Bangladesh:
∎ Be an active member of the EXECOM of W&L and SJP;
∎ Being a force of proposals in the reflection process of the Board Committee of SJP, W&L and Eau et Vie;
∎ Share with counterpart at the social company in the Philippines and other countries.
Additional Requirements:
∎ Minimum 5 to 8 year(s) years of experience in the development sector including international programs - out of which at least 3 years' experience of overall program management (including HR and financial management)
∎ Computer skills (MS Office, spreadsheets and office software) is a MUST
∎ Fluent in Bangla and English (speaking and writing)
∎ Ability to coordinate and supervise
∎ Team management and problem solving skill
∎ Strong interest in urban poor projects
∎ Strong analytical and reporting skills

Salary:
∎ BDT 80,000 to BDT 90,000 (depends on candidate`s skills and experiences)
