Job Context:
∎ Program Manager-Social Accountability (PM-SA) for Excluded People`s Rights in Bangladesh (EPR) Project.
∎ Working Condition: Position is based in Dhaka with 60% travel wiithin Bangladesh.

Job Responsibilities:
∎ PM-SA is responsible for implementation of social accountability mainstreaming activities under EPR project across programs
∎ Design and facilitate training courses on social accountability tools and processes for the partners, staff, Citizen Group leaders and local level duty bearers. Develop implementation plan and budget for transformation of training learning to real field.
∎ Identify capacity needs for staff and stakeholders and initiate capacity building process for their improvement. Provide hands-on assistance to the partner-staffs and citizen group leaders for facilitating social accountability processes in the communities and institutions.
∎ Conduct regular and intensive monitoring of project activities, including outputs and outcomes and accordingly provide feedback and technical support. Identification and dissemination of good practices from the implementing programs, documentation and replication of those to other areas.
∎ Support to partner-staffs for facilitating negotiations and dialogues with intermediary level public authorities.
∎ Collect, compile, organize and analyze the field data and prepare reports for management and policy advocacy.
∎ Assess research needs for social accountability, develop ToR and other procurement processes for outsourcing resource persons for studies and research.
∎ Develop annual and quarterly plans for social accountability as per project log-frame and result targets. Maintain coordination with project departments and organizational other sections.
∎ Actively engage with other CSOs, coalitions, networks, public offices, authorities and policy makers for objectively initiating policy advocacy related to social accountability.

Additional Requirements:
∎ Minimum 10 years professional experience in the development arena, especially in the fields of Community empowerment, local governance, Capacity building, Accountability and Transparency.
∎ Demonstrable knowledge and skills on implementing Social accountability Tools, Citizen Engagement, Participatory action planning, developing training modules, evaluation of learning.
∎ Skills on information management, ability to conduct small studies, analyzing data and ability to develop good reports.
∎ Good understanding on political economy analysis, government allocation, policy adoption process, policy implementation process.
∎ Fluent in written and spoken English and Bangla, also have good computer skills on MS office, Excel/Access/SPSS.
∎ Have excellent interpersonal communication skills, high sensitivity to gender and diversity, ability to work in a team and maintain deadlines.
