Job Context:
∎ Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 88 on-going projects covering 185 upazila focusing on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.
∎ Caritas Bangladesh (CB) Chattogram Region is inviting applications from eligible candidates (men/women) for immediate appointment as well as to prepare a panel list of qualified and deserving candidates for future recruitment where required for USAID/OFDA supported SOKKHOMOTA-II Collaborate, Prepare and Resilient to Natural and Human Induced Disaster Project in Bandarban District under Caritas Chattogram Region. This is a 24 months Project which aim is to help the communities in Bandarban district become less vulnerable to the loss and damage of natural and human induced hazards/shocks.

∎ Job Nature: Temporary
Job Responsibilities:
∎ The Program Manager will lead the CB project team to successfully implement the for the SOKKHOMOTA-II project. The position will have overall coordination, operational and management responsibility in implementing project activities at sub-district level.
∎ Prepare detailed implementation plan on project activities based on approved project document.
∎ Work directly under Regional Director of Caritas Chattogram Region in coordination with Project TEAM, local implementing partners and as compliance with donors'/ CRS to support the organization/project by providing guidance for high quality of implementation taking into consideration the technicalities such as Comprehensive community risk mapping and related preparedness measures, agro forestry, etc.
∎ Program Management:
∎ Lead overall Award management and provide strategic guidance throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS/Caritas's principles and standards, donor guidelines, and introduce best practices in SOKKHOMOTA project activities in 2 (Bandarban Sadar and Lama) Upazilas in Bandar ban.
∎ Ensure strategic objectives and results are accomplished and meet technical quality standards through annual and quarterly activity planning and implementation.
∎ Oversee technical assistance and capacity strengthening activities in SOKKHOMOTA project for staff and implementing partner organizations to enhance program quality and impact.
∎ Lead the SOKKHOMOTA project team in quarterly planning meetings to review and reflect progress and results, identify gaps and solutions and share technical ideas for the projects with partner, Caritas, Donor and other stakeholders.
∎ Provide strategic guidance to project staffs, partners and other Officers and Regional staff in organizing meetings, workshops, seminars, conferences with the community, local government officials and other stakeholders for network building.
∎ Coordinate and collaborate with the Central and Regional Management, Development partners, donors and project personnel for an efficient and high-quality project implementation.
∎ Financial Management:
∎ Ensure sound financial management of the total project budget, mitigate risks and demonstrate compliance and that donor's, CB and Govt. regulations and practices are applied for the project budgets utilization.
∎ Develop the annual, quarterly and monthly project' budget, provide oversight, guidance and support to the project staff and implementing partners in management of project finances through budget planning, preparation of Annual Program Plans, quarterly cash forecasts, and project balances, including verification of liquidations submitted by the project finance staffs and by the implementing partners.
∎ Ensure timely and appropriate project expenditures in Budget line with financial plans and efficient use and stewardship of project material sources. Coordinate with Finance team and project staff and partner/s to ensure effective tracking and timely reporting on Project expenses, including financial reports to donor/s, Govt of Bangladesh for monthly, quarterly and ad hoc financial reports, as required.
∎ Undertake routine variance analysis of project budget utilization including quarterly and monthly financial target settings and reviewing expenditure with assigned staff
∎ Human Resource/Talent Management
∎ Effectively manage talent and supervise, as well as manage team dynamics and staff well-being;
∎ Provide coaching, strategically for individual development plans, and complete performance management of staff to promote a strong culture of behaviors within self and the project team.
∎ Ensure an enabling environment across Project Team including implementing partner Project team. Identify and provide or coordinate capacity building/ training for the project and partner staff, including technical and managerial aspects.
∎ Oversee the staffing plans and ensure timely recruitment process of all staffs. Ensure that staffing transitions are well-planned throughout the project cycle.
∎ Ensure timely all staffs/volunteers including partner staffs/volunteers are all trained on Safeguarding and Protection in coordination with the Human Resource Dept. of Caritas Bangladesh.
∎ Representation, Partnership and Capacity Building:
∎ As a key person of the project, Liaison and coordinate with different stakeholders (including Deputy Commissioner Office, Bandarban Hill District Council, UN and other NGOs), ensure their support and report/update activities related to SOKKHOMOTA project and promote Caritas/CRS Community Led Disaster Risk Management models and approaches.
∎ Contribute to the relationships with consortium partner organizations in line with Caritas partnership principles.
∎ Maintain partnership and working relationship with Bangladesh Red-Crescent Society, Fire Service and Civil Defense and Dhaka University.
∎ Identifies areas of partnership issues early on that needs Senior Management's attention and provides a problem solving strategic guidance.
∎ Build capacity of partners in DRR and Emergency Response, effective project implementation, monitoring and evaluation, learning and accountability of project activities.
∎ Monitoring, Evaluation Accountability and Learning (MEAL):
∎ In coordination with MEAL Manager and the MEAL team, and CRS Technical Experts, lead and facilitate design of SMILER, guide in developing, field testing and use of MEAL Tools and systems, ensures timely implementation of base line, mid-term and final evaluations of the project.
∎ Ensure that Project MEAL system and processes are in compliance with CRS's MEAL Policies and Procedures (MPP) and USAID's MEAL and reporting requirements.
∎ Work closely with MEAL team and setting up of target in Indicator Performance Tracking Table (IPTT) and follow up of periodic reporting
∎ Ensure high quality donor reports, in timely manner and in required format. Develop case studies along project reports, to promote the project learning and achievements.
∎ Ensure regular and strong institutional learning and reflection processes in the DRR projects , including staff meeting at Partner level
∎ Provide technical inputs to develop documentation of the Caritas and CRS' DRR models, lessons learned and project best practices and ensure sharing internally with Project team, Caritas Bangladesh, CRS as well as external forums/stakeholders, including Govt of Bangladesh.
∎ Emergency Response:
∎ Coordinate and support in the event of any emergencies in the project area, in conducting participatory assessment, analysis, preparation of sitre's, Emergency Response project design and implementation
∎ Lead emergency response (if it happens during the project period)
∎ Ensure coordination with district/Upazila level emergency coordination in case of an emergency.
∎ Directly coordinate with donor for providing updates/sitreps as required by the Donor.
∎ Any other responsibility that may be given to you from time to time by the undersigned for the benefit of the project.
Additional Requirements:
∎ At least 7 years of proven experience in managing large scale development grants (3-4 million USAID fund and several partners) preferably in the projects funded by USAID and in the projects related to the fields of Disaster Risk Reduction, Climate Change Adaptation, Natural Resources Management of development project coordination, management and implementation in leading/district level position particularly in CHT.
∎ Good command both in English & Bangla.
∎ Knowledge on USAID policies and project rules and regulations.
∎ Knowledge on program aspect, Finance & Administration, Monitoring & Evaluation
∎ Experience on project coordination, management and implementation
∎ Computer skill both English & Bangla on MS-Office
∎ Knowledge and experience of working with Local Government Institutions
∎ Experiences in working with partnership approach
∎ Good report-writing and presentation skills
∎ Good knowledge on diversity and sensitivity of CHT
∎ Working knowledge on Chittagonian language would be an added advantage.
∎ Should have "can do' attitude and able to handle multiple tasks managing priorities.
