∎ POSITION SUMMARY: Winrock is recruiting Operations & Logistics Professionals to join our team for upcoming USAID programs. Candidates of this prospect pool should have experience in accounting, grants management, and/or procurement. Based on the qualifications of the candidate, they will be evaluated for a corresponding position reporting to a Director of Finance & Administration.
Job Responsibilities:
∎ The Operations & Logistics Professional's responsibilities will vary depending on the position they are hired for. Responsibilities include but are not limited to:
∎ Accounting:
∎ Tracking expenditure utilizing QuickBooks for the project
∎ Ensure consistency with Winrock standard operating procedures, policies and accounting principles.
∎ Complete monthly field office vouchers
∎ Managing petty cash accounts
∎ Oversee vendor paymentsMaintain financial records and ensure that financial records are properly filed, according to Winrock filing policy
∎ Procurement:
∎ Procuring necessary equipment and project materials in compliance with the United States Government FAR and Winrock's procurement policy and procedures
∎ Support procurement related to small local grants component including assessment and award of grants, bidding of construction related and other materials to support construction activities according to USAID and Winrock international procedures
∎ Verify that goods received or sent to other locations have been received in full and in good condition, and alerting supervisor when this is not the case
∎ Keep record of all project inventory
∎ Grants:
∎ Ensure that Grants are implemented in compliance with the USAID regulations and Winrock Policies.
∎ Ensures that all RtL grants are well administered (including the maintenance of comprehensive and updated Grants files).
∎ Oversee sub-grant tracking, ensuring forward planning and preparation for donor report writing, and timely submission of sub-grantee reports.
∎ Work with operations department in ensuring that relevant donor procurement rules are followed for all grants during both development and implementation phases
∎ Work with the Organizational Development Specialist to build grant management capacity of field staff by facilitating trainings, and providing one-on-one follow up support in report writing, proposal development, budget management, indicator tracking
∎ Managing grantees of the project and allocating funds appropriately
Additional Requirements:
∎ At least 5 years of proven experience in the field of accounting, procurement, logistics and/or grant management components in public, non-governmental or international organization;
∎ At least 5 year of demonstrated experience in soliciting for grantees, awarding grants and managing and mentoring grantees for results.
∎ At least 5 years of experience of working in or with government structure, civil society organizations or international organization in humanitarian, social or economic field;
∎ Experienced in United States Government regulations and procedures.
∎ Preferably previous experience working under USAID regulations and policies.
∎ Skills:
∎ Excellent computer skills (word-processing, spreadsheets, and databases) are required;
∎ Excellent interpersonal skills;
∎ Strong analytical and report writing skills;
∎ Excellent oral and written communication skills in English is required;
∎ Willingness to travel.
∎ Willingness to be located in Cox's Bazar
