Position Overview

The Officer – Migration & Youth Development will support the implementation of activities related to the Climate Migration Hub (CMH) and youth engagement initiatives under the ACCESS Project. The position will focus on promoting safe, dignified, and planned migration while strengthening livelihood opportunities and skills development for potential migrants and youth in climate-vulnerable communities.

The officer will coordinate community engagement, awareness campaigns, database management, institutional linkages with government and training institutions, and support referral mechanisms for skill development, employment opportunities, and social protection services. The role will also contribute to strengthening local governance structures to address climate-induced migration challenges.

Key Responsibilities:

Technical Support to Implement Climate Migration component

• Provide technical and operational support for the establishment and operationalization of Climate Migration Hubs (CMH) in selected areas.

• Support the assessment for establishing Climate Migration Hubs.

• Contribute to the development and refinement of CMH operational guidelines, service scope, and implementation frameworks.

• Assist in developing service delivery protocols, operational procedures, and coordination mechanisms for the hubs.

• Support the selection, orientation, and capacity building of hub members and ensure their effective functioning.

• Facilitate the formation and functioning of Union-level management committees and ward-level sub-committees related to CMH governance.

• Coordinate with Union Parishads, Union Digital Centers (UDC), and relevant government departments to strengthen institutional support for CMH operations.

• Assist in organizing consultation workshops, coordination meetings, and review sessions with local government and stakeholders.

• Support the development of coordination plans and stakeholder engagement mechanisms for migration services.

• Facilitate bi-monthly meetings and progress review meetings of CMH management committees and related stakeholders.

• Support the implementation and monitoring of CMH service delivery, including migration information services, referrals, and community outreach.

Migration Database and Information System

• Support development and operationalization of the migration database system.

• Coordinate data collection, registration, and profiling of migrants and migrant households.

• Maintain and regularly update the migration information database in coordination with hub members and local authorities.

• Ensure data quality through verification, validation, and monitoring mechanisms.

Engagement with Potential Migrants and Youth

• Facilitate community-level awareness campaigns on safe, regular, and planned migration.

• Organize courtyard sessions, sensitization meetings, and youth engagement activities on migration and livelihood opportunities.

• Conduct sensitization sessions with local brokers, migrants, and community leaders on ethical recruitment and migration safety.

• Promote youth leadership and engagement in climate resilience and migration governance initiatives.

Skill Development and Livelihood Linkages

• Support mapping and engagement with skill development institutes, training providers, and apprenticeship programs.

• Facilitate linkages between migrants/potential migrants and skill development opportunities.

• Assist in establishing referral mechanisms between CMH and training institutions.

• Coordinate training sessions for hub members on skill development opportunities and referral systems.

• Support provision of input assistance for skill development training where applicable.

Institutional Coordination and Partnerships

• Maintain coordination with relevant government agencies including Department of Social Welfare (DSW), Department of Disaster Management (DDM), Union Parishads, and Union Digital Centers (UDC).

• Facilitate consultation workshops, coordination meetings, and stakeholder dialogues on migration governance.

• Support development and implementation of MoUs and partnership agreements with relevant institutions.

• Promote collaboration between government, private sector, and community institutions for migration services and youth opportunities.

Monitoring, Reporting and Learning

• Support monitoring and documentation of migration and youth development activities.

• Maintain records of campaigns, training sessions, meetings, and service delivery through CMH.

• Contribute to preparation of progress reports, learning documents, and activity reports.

• Coordinate with the MEAL team to ensure accurate data collection and reporting.

Gender Equality and Social Inclusion (GESI)

• Ensure that Gender Equality and Social Inclusion (GESI) principles are integrated into migration and youth development interventions.

• Promote participation of women, youth, persons with disabilities, and marginalized groups in migration awareness and skill development initiatives.

• Ensure migration services and information are accessible and inclusive for vulnerable groups.

• Support collection and reporting of sex-, age-, and disability-disaggregated data.

Other Responsibilities

● Perform any other duties assigned by the Project Coordinator to ensure effective project implementation.
