Job Context:
∎ The National Program Manager (NPM) requires significant technical and management experience and the ability to lead and oversee in-country program design, implementation and expansion, monitoring and evaluation of all programs under the guidance of the Country Director. S/he should be capable of thoroughly understanding and successfully implementing sexual and reproductive health programs.

∎ The duties of the NPM include organizational development, developing and maintaining relationships with key partners and senior government officials, community mobilization, preparing various programs and country level donor reports, and developing grant proposals for institutional fundraising. He will maintain the liaison with regional support staff based at Ipas headquarters in Chapel Hill, NC, USA. The position will provide supervision and performance management to up to five program implementation and/or technical staff.

Job Responsibilities:
∎ Program Design and Direction:
∎ Understand, embrace and espouse the Ipas mission, values, and strategic plan
∎ Contributes to new program design and strategy, ensuring alignment with Ipas mission, values, and strategic plan
∎ Provide leadership, coordination, and day-to-day support to the programs team
∎ Keep abreast of socio-economic and political changes in the environment and support the Country Director to undertake timely strategic review of the organization's program and strategy to ensure continued relevance in the rapidly changing environment.
∎ Develop ideas on organizational priorities and conduct strategic and operational planning exercises.
∎ As a member of the Ipas Bangladesh's Senior Management Team (SMT), the NPM must be willing to effectively engage in organisational meetings, policy discussions, and help shape Ipas Bangladesh's future
∎ Provide policy advice and support to the Country Director
∎ Program and Project Management:
∎ Direct and provide project implementation teams with all necessary assistance to ensure that program activities are carried out in accordance with plans, in a timely manner and with high standard of quality.
∎ Develops award workplans and conduct routine program analyses, including regular review and use of monitoring data and organizational quality standard indicators to track progress against key indicators using performance metrics, and engage project team(s) to adjust plans as needed
∎ Offers strategic and technical recommendations and ensure all programmatic issues are addressed in an effective and timely manner, including soliciting guidance from headquarters
∎ Interacts with key members of all units to meet their deliverables, share progress of work, resolve problems, and find alternate workable strategies
∎ Funding and Grant Management:
∎ Keep abreast of the trends within the donor environment in the country and internationally
∎ Support the Country Director to undertake diversified local and international fundraising initiatives to strengthen program funding and sustainability
∎ Provide guidance to unit leads in Developing award and annual operational budgets and works with the Admin & Finance manager to track spending, using financial management tools, conducting regular review and analysis of financial data, and engaging project team(s) to adjust plans
∎ Develop effective resource mobilization strategies and prepare grant proposals
∎ Lead donor reporting processes, including contributing to report documents and soliciting input from various project team members, ensuring quality, cohesion, and timely submission
∎ Ensure that effective grant management systems are in place and are in consistent with the organization's overall fund seeking and management policy
∎ Partnership Building :
∎ Represent the organization in high level national, regional and international meetings, conferences, forums and other public events and contribute toward consolidating and raising the profile of Ipas Bangladesh
∎ Build and maintain productive relationships with government officials, policy makers, donor agencies, national and international organizations, and partner NGOs
∎ Develop networks and partnerships with national, regional and international institutions in Bangladesh and spearhead donor collaboration, fund raising and project development within the country
∎ Explore opportunities for new partnerships and knowledge sharing with institutions dedicated to SRH and rights
∎ Internal and External Coordination and Collaboration:
∎ Collaborates with operations/technical leads and the Country Director towards allocation of resources, budgetary issues, and program results
∎ Ensures effective communication and routine collaboration between headquarters and the country office, keeping other staff members aware of relevant issues; keeping them informed of significant developments and issues, and engaging them to help problem solve as needed.
∎ Works with Ipas Bangladesh Country Director, SMT and Ipas HQ Program Support Team towards program implementation, field level challenges, and other program issues

∎ Working knowledge of women's sexual and reproductive health and rights in Bangladesh context
∎ Working knowledge of Bangladesh health system and country's public health planning process
∎ Working knowledge of project management and strategy development
∎ Working knowledge of budget management including forecasting and tracking spending
∎ Education and Experience:
∎ At least 12 years' programmatic, and financial management experience, preferably in public health program with an international organization funded by bilateral donors (FCDO, GAC, SIDA, EU etc), Foundations and/or UN Agencies.
∎ Relevant post-graduate degree (e.g. MPH, MBA etc.), and comparable experience in implementing and managing complex programs preferably sexual and reproductive health (SRH) and rights program at a national scale
∎ Demonstrated strengths in strategic planning and programs management, including strong interpersonal and supervision skills
∎ Experience working on technical components of comprehensive SRH programs, which include improving service delivery at the health systems level and engaging and working with community stakeholders to improve women and girls' ability to access available services.
∎ Previous supervisory experience of full-time staff members required
∎ Cross-cultural work experience required.
∎ Fluency in written and spoken English and Bangla required.

Salary:
∎ Ipas Bangladesh will offer an annual salary of BDT 4,500,000 - 4,630,000.
