Job Context:
∎ GRAUS (Gram Unnayon Sangathon) is inviting application from qualified candidates for the position of Monitoring Officer (MO) for the project of "Partnership for the Resilient Livelihoods in CHT Regions (PRLC)". The (PRLC) is a four-year project led by Manusher Jonno Foundation (MJF) is aimed to contribute to poverty reduction and improving the livelihoods of the extremely poor households in the three Chittagong Hill Tracts (CHT) districts of Bangladesh. This initiative is supported by the EU and will benefit 20,000 households, and about 98,000 people in the Chittagong Hill Tracts. The outcomes of the project are: Outcome -1: Sustained livelihoods and income generation amongst the target households in the CHT districts. Outcome -2: Improved and sustained nutrition practices for a better and healthy lifestyle for the extremely poor households in CHT region and Outcome -3: Increased investment of resources by local communities and the Government aimed at the most vulnerable regions and population segments in the CHT districts.
∎ Job Location: Lama Upazila, Bandarban Hill District

Job Responsibilities:
∎ The said post holder will be carried out the duties and responsibilities as stated below:
∎ Development of M&E Plans and Strategies:
∎ Lead the development and implementation of comprehensive and realistic monitoring and evaluation plans and strategies with appropriate data sources, collection methods, analysis plans, quality controls and resource requirements.
∎ Continually assess methodologies and instruments for collection, documentation, analysis and reporting of data for weaknesses and potential improvements.
∎ Report to Project Coordinator and give feedback on the weakness, risks, low performance etc.
∎ Collect information on the latest developments of the use of new types of data sources and tools (e.g. big data) for sustainable development.



∎ Coordinate Monitoring, Data Collection, and Reporting
∎ Design monitoring and evaluation resource materials, templates, and guidance documentation for effective monitoring.
∎ Coordinate and participate in inter district work related to the collection and use of monitoring data, as well as evaluation and reporting.
∎ Lead the project required data collection, clean the data and produce the quality report
∎ Perform field visits to ensure the quality and accuracy of collected or reported data.
∎ Support the development and implementation of baseline, mid-line, end-line and periodic evaluations.
∎ Coordinate evaluation validation meetings by ensuring the targeted participation.
∎ Document progress of PRLC project against project implementation plans, results matrix, milestones and targets.
∎ Communicate and coordinate with the TEAM in identifying risks and opportunities.
∎ Communicate and coordinate on data collection and project/research implementation.
∎ Guide to the project staff for collecting community feedback/beneficiaries feedback including record keeping and reporting.
∎ Knowledge Management and Dissemination
∎ Facilitate the efficient flow of monitoring and evaluation data within Project TEAM.
∎ Facilitate the sharing of best practices with the Project Team and MJF.
∎ Support the identification of good practices and lessons learned and share findings with the Project Team, colleagues and MJF so that best practices benefit Project's works.
∎ Assist generating knowledge management related task to designated person of MJF.
∎ Provide administrative and logistical support as necessary.
∎ Assist the Project TEAM in implementation activities, organizing meetings, workshops etc.
∎ Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports.
∎ Engage directly and pro-actively with operational activities in the district.
∎ Perform any other duties assigned by the Supervisor and organizational management team.

Additional Requirements:
∎ Minimum 3-5 years demonstrate working experiences in local/national/international NGOs. Candidates from Bandarban and CHTs will get preference.
∎ Excellent knowledge for extracting learnings, challenges and outcomes of the project.
∎ Good Skill to lead for rolling out risk and need assessment/special study and survey.
∎ Clear understanding of Livelihood, Nutrition, GBV, Human Rights, concept including DRR of SoD.
∎ Excellent Communication and interpersonal skills capable of maintaining strong relationships with the stakeholders and relevant designated.
∎ Exceptional verbal, written and presentation skills including analytical and problem solving abilities
∎ Ability to work effectively both independently and as part of a team.
∎ Ability to operation of Microsoft applications such as Word, Excel, Access and Outlook including software based application such as KOBO Toolbox, ODK and CommCare.
∎ Knowledge on file management, transcription, and other administrative procedures.
∎ Excellent language skills both English and Bangla

Salary: Tk. 36000 (Monthly)
