Job Context:
∎ TYPE: Permanent
∎ LOCATION: Based in Banani, Dhaka with missions in Chattogram and around Dhaka.
∎ REPORTING TO: Country Director or any other person assigned by the Country Director.
∎ COORDINATION WITH: Program Managers, Technical Advisors, Head of Departments.
Job Responsibilities:
∎ The M&E Manager has to ensure the development and the coordination of the Monitoring and Evaluation device (toolbox) of the program in close link with the HQ M&E Technical Advisor. His/her responsibility shall include but not limited to the following:
∎ Participate in the development of the global monitoring and evaluation strategy (multicountry) and apply it in Bangladesh
∎ Participation to the development of planning documents (Strategic action plan, orientations of the M&E department, etc.)
∎ Engage in the revision work and improvement of the logical framework and indicators of the programs
∎ Engage in the capacity building of the managers in link with M&E (planning, monitoring of the action plan, etc.)
∎ Engage in the elaboration of the operational processes of the M&E department and guaranty their proper implementation.
∎ Engage in the collective dynamic of capitalization and improvement of the M&E system.
∎ Participate in the multi country and cross sectional workgroup.
∎ Coordinate the monitoring and reporting system of the programs in each branch
∎ Coordinate the monthly and quarterly reporting processes (methodological support, consistency proof-reading etc.).
∎ Ensure the improvement of the reporting tool development and the reporting in link with the technical advisors.
∎ Supervise/Manage the implementation of studies and surveys
∎ According to E&V processes, supervise or support the implementation of studies (prospection, pre surveys, baselines).
∎ Provide a methodological support to sectoral studies (Solid waste, sanitation, hygiene, etc.).
∎ Engage in the studies planning.
∎ Coordinate capitalization process
∎ Coordinate the capitalization in link with the studies realized in the field (qualitative and quantitative data collection, surveys, etc.).
∎ Ensure staff internal trainings linked with the M&E.
∎ Ensure a methodological support to local departments to capitalize in their professional skills.
∎ Supervise the M&E Department
∎ Supervise and reinforce the capacities of the Research officers.
∎ Research officers' evaluation
∎ Develop and ensure the proper implementation of the personal development plan of the research officers.
∎ Ensure the strict respect of the processes and internal rules of the team.
∎ Train his/her co-worker depending on his/her skills.
Additional Requirements:
∎ Experience:
∎ Proven experience in the area of Monitoring & Evaluation and Prospections.
∎ Skills:
∎ Computer skills (MS Office) is a MUST
∎ Ability to use Geographical software (QGIS) is HIGHLY preferred
∎ Expertise in both quantitative and qualitative research methods
∎ Ability to use digital data collection and data analysis software (KoboToolBox, sphinx,...) is preferred
∎ Fluent in Bangla and English (speaking and writing)
∎ Ability to coordinate and supervise
∎ Qualities:

Both W&L and SJP are engaged in partnerships with the local communities, authorities, water operator and other development stakeholders.
