Job Context:
∎ PROJECT BACKGROUND:
∎ WINROCK INTERNATIONAL is a non-profit organization that works with people around the world empower the disadvantaged, increase economic opportunity and sustain natural resources. Winrock was awarded the Safe Aqua Farming for Economic and Trade Improvement (SAFETI) projectwith presence in Dhaka and Khulna, Bagerhat, Satkhira, Cox`s Bazar and Jashore districts under Khulna and Chattogram Division.
∎ SAFETI is being implemented with objectives of achieving the following results through different interrelated components/activities mentioned in the project proposal:
∎ Increase agricultural productivity by improving production and management of hatcheries and farm in the shrimp and prawn value chain to contribute to both improved food quality and safety, as well as to improved livelihood and environmental sustainability in the Bangladeshi prawn and shrimp industry.
∎ Expand trade of agricultural products by improving handling and sanitary controls, reducing unnecessary layers in the value chain, promoting extension services, and building the capacity of trade associations and government trade promotion bureaus.
∎ JOB BRIEF: Reporting to the Senior Manager - Monitoring Evaluation and Learning (MEL) of SAFETI, the Monitoring Evaluation and Learning Officer (MELO) based at Bagerhat will be responsible for establishing proper implementation of the MEL Framework of the SAFETI Project in assigned district. The MEL Officer will support the Senior Manager - MEL to oversee and coordinate the functions of the project`s MEL unit in Bagerhat. S/he should coordinate with respective District Manager (DM) about day to day plan and progress about MEL activities. S/he will facilitate and assist Senior Manager - MEL in the qualitative and quantitative monitoring, evaluation learning process and work for scheduled reporting of the project implementation as per project design and USDA standards.
∎ WORK LOCATION: The primary work location is in SAFETI Project Bagerhat Office with frequent field visits to primary assigned locations in district, Bagerhat, and Khulna, Satkhira and Cox`s Bazar district as and when necessary.
Job Responsibilities:
∎ JOBS AND RESPONSIBILITIES INCLUDING BUT NOT LIMITED TO:
∎ Support the Senior Manager - MEL and Senior Management team to implement the operations of the SAFETI MEL unit in the field
∎ Help develop and roll-out the Monitoring Evaluation and Learning framework effectively with support from SAFETI technical program staff
∎ Prepare MEL guideline under the guidance of Senior Manager - MEL/MEL Coordinator for the field team to implement monitoring events as per SAFETI performance monitoring plan
∎ Ensure proper data collection and assurance of quality in data collection and data management system of the assigned district
∎ Develop and test monitoring tools under the guidance of Senior Manager - MEL/MEL Coordinator
∎ Lead coordination of monitoring activities of the components and ensure quality reviews in consultation with district level private and public sector partners as appropriate
∎ Work closely with district technical team to conduct periodic surveys and small studies to ensure strategies and approach that will support in achieving project objectives in district
∎ Conduct frequent visits to project locations in working district to ensure proper implementation of MEL activities
∎ Support Senior Manager - MEL to document lessons learned and best practices for use in the program and future program development - link to adaptive management based on results of performance monitoring
∎ Support annual surveys, midterm evaluation and end of the project evaluations at field level
∎ Support Senior Manager - MEL in coordination and implementation of learning events, especially to conduct CLA (Collaborating, Learning and Adapting)
∎ Develop the MEL capacity of field team and provide guidance to partner organizations under the guidance of Senior Manager - MEL/MEL Coordinator
∎ Track achievements of outputs and outcomes through routine monitoring activities and annual surveys
∎ S/he will coordinate with District Manager, Aquaculture Development Officer (ADO) and other staffs and compile periodic achievement reports of the assigned district and submit that to Senior Manager - MEL/MEL Coordinator for next process
∎ Work closely with and support to Data Management and Visualization Officer to eliminate data errors and establish effective data management system under SAFETI MEL Framework
∎ S/he is responsible to roll out necessary tools for conducting routine program quality and process monitoring with the overall guidance from Senior Manager - MEL/MEL Coordinator and work closely with Data Management and Visualization Officer
∎ MEL Officer will choose the best manner to and share program monitoring findings with PNGOs and Winrock staffs on quality and process feedback to achieve high standard in program implementation
∎ Will work in close coordination with District Manager, Bagerhat and consult with other technical program staffs as and when in need
∎ Supports to Senior Manager - MEL in planning, implementing, reporting the Data Quality Assessment (DAQ)
∎ Oversee the role and report the progress of assignment of the M&E Data Enumerators/Processors when they are recruited to conduct field surveys and data processing job
∎ MEL Officer will be based in Bagerhat SAFETI Office but transferable, if needed, to other districts SAFETI works with extensive field visit within project locations
∎ Ready to accept the challenge and cope with change
∎ Undertake any other work as instructed by the senior project management
Additional Requirements:
∎ Minimum of 5 (five) years of work experience related to the above listed tasks with national and/or international organizations
∎ Experience in using mobile phone-based applications for data collection using ODK, Survey123, Kobo or another appropriate platform
∎ Demonstrated capacity to use MS Excel, PowerPoint, Microsoft PowerBI, SPSS and/or Stata, ArcGIS and related M&E and data management and visualization software
∎ Have practical experience with Monitoring and Evaluation data management protocols and DQA
∎ Knowledge of M&E methodology data analysis and synthesis, performance evaluation and correction, and report writing
∎ Familiar in conducting routine process and quality monitoring of project activities
∎ Candidate having M&E experience with USAID/USDA grants will be preferred
∎ Excellent interpersonal communication skills, ability to work under pressure and meet deadlines, team player and problem-solving skills.
