Job Context:
∎ World Vision is seeking a Monitoring, Evaluation and Learning (MEL) Director for an anticipated five-year project titled, “Accelerating Reductions in Adolescent Childbearing (ARaC) in Bangladesh,” which is funded by the U.S. Agency for International Development (USAID).
∎ The purposes of the program are to (1) enhance adolescents’ abilities to exercise their rights to delay early marriage and childbearing; (2) strengthen social support to delay marriage and early childbearing; (3) strengthen essential services for adolescents and their families; and (4) institutionalize effective solutions.
∎ Recruitment is contingent upon successful award of the project. Bangladeshi national candidates are encouraged to apply. Selection of final applicant is subject to USAID approval. The project is anticipated to begin in fall 2023.

Job Responsibilities:
∎ Provide senior level leadership, direction, and technical oversight on performance monitoring across all operational components of the project
∎ Responsible for supporting the developing and implementation of the information systems and MEL sections of the annual workplans, and reviewing quarterly project progress reports and presentations including reporting on performance indicators
∎ Provides direction on the development, selection, and application of M&E processes and tools to maximize adaptive project management and activity/facility and high impact practice prioritization based on data available from different key data sources
∎ Support and provide quality control on all monitoring, evaluation, learning, and knowledge management deliverables for the project and ensure that all required reports and documentation for the project’s internal management systems and for external reporting are produced according to USAID guidelines and World Vision policies
∎ Collaborating with others, lead/oversee the implementation of assessments and evaluations as needed
∎ Oversees and advises on adaptive management processes by reviewing data collection efforts, overall data reliability, consistency, quality, and reporting
∎ Lead project staff on designing and implementing project legacy documentation including but not limited to lessons learned documentation, white papers, briefs, conference presentations, and peer-reviewed article preparation.
∎ Provide mentoring to staff on how to engage and build capacity of external support to government counterparts (such as MOH) to strengthen regular use of information, leveraging routine information systems to the extent possible, and supporting prioritization of indicators and strengthening of data for effective governance, coordination, and accountability
∎ Guide efforts to develop and implement an effective knowledge management system to capture and communicate program results and ensure lessons and best practices are incorporated into ongoing interventions and innovative approaches
∎ Oversees, builds capacity of, and mentors the project MEL team and other stakeholders
∎ Provide technical staff training in MEL where necessary (i.e., on- the- job -training, through coaching or formal short courses facilitated by managers themselves to develop skills and knowledge)
∎ Contribute to company growth by supporting well-managed projects, ensuring World Vision is seen positively by clients for consideration in future business development
∎ Participate in capture planning, providing inputs on implementation requirements
∎ Provide input and supports business development of the company as required
∎ Other duties assigned.

∎ Master’s degree required (PhD preferred) from an accredited university in public health, statistics, evaluation research, social science, international development, or a related discipline required; equivalent experience may be substituted for graduate degree.
∎ Minimum of eight years of experience in MEL and research for similar programming, including a minimum of five years of experience in implementing projects funded by USAID.
∎ Experience developing performance monitoring plans and associated data collection tools, systems, and methodologies.
∎ Proven experience in designing and conducting research studies, assessments, baseline, and impact evaluation surveys, preferably within multi-sector approaches.
∎ Demonstrated experience in use of qualitative and quantitative methods for data analysis.
∎ Experience in implementing programs in fragile contexts is required, including familiarity with USAID’s Collaborating, Learning and Adaption (CLA) approach.
∎ Experience in monitoring and evaluation of programming to address early child marriage and early childbearing and associated data collection tools, systems and methodologies is an added advantage.
∎ Strong report writing, research, monitoring, and evaluation skills.
∎ Strong capacity building skills using different methodologies.
∎ Proven competencies in utilizing statistics software, including but not limited to SPSS, STATA, and/or ODK.
∎ Knowledge of various technologies that can leverage programming, such as geographic information systems (GIS) and mobile solutions in research.
∎ Experience living and working in Bangladesh.
∎ Travel: Ability to travel about 30%
∎ Language: Fluency in English required and Bangla a plus.
