∎ POSITION SUMMARY: The Monitoring & Evaluation (M&E) Officer will be responsible for effectively managing project information, communication and outreach efforts and delivering a high-quality, results-oriented program. Position is contingent upon receipt of donor funding.
Job Responsibilities:
∎ ESSENTIAL RESPONSIBILITIES: Under the direct supervision of the Director of MERL the M&E Officer will be responsible for the evaluation and implementing of tools and guidelines, within the framework of the project. Specific responsibilities include:
∎ Develop data collection tools and assessment guides
∎ Conduct field visits to collect recipient feedback and share recommendations with team and partners
∎ Conduct surveys within the program framework; Post Distribution Monitoring, Baseline, endline, and others;
∎ Provide technical support in the collection, capture and analysis of survey data, including creating and managing databases and producing survey reports;
∎ Ensure common understanding among staff and partners in the Monitoring-Assessment and Learning framework and processes;
∎ Ensure that best practices in Monitoring Evaluation are integrated into the project;
∎ Introduce periodic learning meetings between all stakeholders;
∎ Strengthen partners in the development of their monitoring systems;
∎ Collect and analyze quantitative and qualitative data on indicators;
∎ Ensure that notions of gender and equity are taken into account at all stages of the follow-up assessment process;
∎ Update the information in the beneficiary's database;
∎ Develop and share the various TDRs for mid-term and final impact assessments.
∎ Give feedback to stakeholders on the evolution of indicators;
∎ Submit periodic reports to the Director of MERL;
∎ Lead the quarterly report writing process for M&E;
∎ Lead in the preparation of the activity review;
∎ Facilitate in the development of SE tools and methods;
∎ Lead in the monitoring and evaluating the application of tools and modules for improvement;
∎ Track activities on the ground and provide constructive feedback on achieving results and indicators;
∎ Lead the development of tools and modules tailored to program training needs;
∎ Facilitate in review sessions of the project's activities with strategic partners
Additional Requirements:
∎ Technical competence in monitoring the impact and in the implementation of qualitative and quantitative analysis methods;
∎ Mastery of processing and statistical analysis tools;
∎ Ability to produce quality reports (clear, accurate, concise, informative).
∎ Mastery of written and spoken Bangla and English is required
∎ Direct experience working with partners, technical services, NGOs, OCBs (basic community organizations), local authorities and national organizations, ideally in the context;
∎ Education: Academic studies in education, sociology, statistics, socio-economics or any other field related
∎ Knowledge/ Apptitudes:
∎ Ability to anticipate trends and propose appropriate solutions;
∎ Familiarity with gender, equity and diversity concepts;
∎ Knowledge of the project's intervention areas
∎ Knowledge of at least one of the local languages in the project's intervention areas: Bambara, Soninke, Peulh
∎ Ability to work as a team
