Educational Requirements:
∎ Master’s degree required, in social sciences, such as statistics, public policy, economics or a related field, and/or specialized training/certification in monitoring & evaluation.
∎ Alternatively, a Bachelor’s degree with 8 years of relevant work experience beyond the degree.

∎ 5 to 6 year(s)

Job Responsibilities:
∎ Support the Director of MERLA in implementing a rigorous approach to monitoring and evaluating performance toward activity goals and objectives;
∎ Provide support to design and operationalize the Activity Monitoring, Evaluation, and Learning (MEL) Plan, including selection and tracking of specific indicators, developing standard operating indicators (SOPs), and developing strategies for data collection and regular reporting on approved indicators;
∎ Provide support on the design and implementation of the baseline study for the MEL Plan indicators ;
∎ Design data collection instruments, schedules, analysis methods, and applied technologies, including mobile and web-based technologies and management information systems;
∎ Monitor the results and outcomes of the program’s activities and contribute to periodic assessments, research and surveys;
∎ Design data quality protocols and carry out routine data quality checks and assessments
∎ Contribute to quarterly and annual reports;
∎ Conduct field visits to collect partner data and feedback and assess data quality;
∎ Support learning and adapting activities and periodic learning meetings between project stakeholders; contribute to dissemination of results to internal and external audiences; and
∎ Supervise two MERLA staff and support the Director of MERLA in providing leadership , guidance, and capacity building to project MEL team.

Additional Requirements:
∎ At least 5-6 years’ experience in monitoring, evaluation and learning with USAID and other donor-funded international development projects in Bangladesh. (Experience working on USAID-funded projects required.)
∎ Strong knowledge of the education sector in Bangladesh and experience designing and implementing M&E Plans on multiple education sector projects – including within the last three years
∎ Knowledge of and experience with USAID program cycle, evaluation policies, reporting requirements, and USAID education sector indicators, required.
∎ Demonstrated leadership skills and prior experience training, coaching, and managing other M&E professionals. Experience working with external evaluators required.
∎ Demonstrated experience managing M&E systems for USAID funded projects that achieve compliant data quality when externally assessed;
∎ Ability to produce quality reports (clear, accurate, concise, informative);
∎ Experience designing and implementing data collection tools and surveys;
∎ Experience with mobile data collection preferred;
∎ Understanding of national level MIS approaches and existing government databases/data collection preferred.
∎ Fluency in English and Bangla required.
