Education:

Responsibilities & Context:
∎ Oversee all responsibilities related to the management of the Primary Healthcare (PHC) center.
∎ Ensure timely attendance of clinical staff according to the approved roster and report any support needed to the Project Manager.
∎ Maintain liaison with various organizations, including UNICEF, GoB (CIC, MoH, etc.), donors, and other agencies working in the camp, to ensure smooth operation of activities.
∎ Ensure utility services at the PHC are functioning properly.
∎ Make decisions regarding the referral of individual patients based on the referral guidelines.
∎ Inform the Consultant at Ukhiya UHC about any technical issues related to referrals.
∎ Prepare and deliver performance reports (weekly, monthly, and as desired by donors) to Project Manager for onward submission to donor agencies and the RTM head office.
∎ Maintain records and registers of medicine, medical instruments, supplies, and forms.
∎ Enquire about medicine and logistic stock in the RH unit and maintain a buffer stock in their own custody.
∎ Ensure the quality of services provided by the service provider and facility according to the National standard guidelines.
∎ Supervise the infection prevention process, including decontamination and waste disposal.
∎ Work in coordination with Medical Officers and mentor service providers to ensure the quality of services.
∎ Maintain close communication and work as per guidance of Medical Coordinator and Program Manager
∎ Know, understand, and comply with all the policies of RTM International including HR Policy, PSEA, Code of conduct and Work place policy
∎ Any other task assigned by the authority.
∎ The PHC Center Manager is responsible to oversee the operations and management of a Primary Healthcare (PHC) center. She will be responsible for ensuring timely attendance of clinical staff, making patient referral decisions, and preparing performance reports for donor agencies. The role includes maintaining liaison with relevant organizations, supervising infection prevention processes, and ensuring quality services according to guidelines.

Research, Training, and Management International (RTMI) is a national NGO, head quarter is in Dhaka and a Field Office in Ukhiya, Cox’s Bazar. Apart from the research and training components, RTMI is also managing a number of projects in health, nutrition, protection and livelihoods. All these programs are supported by the Government of Bangladesh, donor agencies with UN and International organizations, e.g. UNFPA, WB, UNICEF, IOM, UN Women, etc. To support, coordinate and manage Comprehensive PHC Services to Rohingya Refugees and Host Community, RTMI needs a dynamic, proactive and hard-working team player for its Cox’s Bazar Field Office team being based in Ukhiya.
The incumbent will maintain and abide by the RTM International Code of Conduct in discharging any duties in the refugee camps (while interacting/treating/counseling the refugee population) and commit to abide by the PSEA core principles and other issues.
