Job Context:
∎ The MEAL Officer is responsible for the direction and development of program monitoring and delivering high standards of monitoring, evaluation, learning and reporting on project and program results. This includes working with a team of projects team continuously develop, learn and deliver robust data, processes, analysis, presentation and learning to demonstrate the impact of our work.
∎ The mandate of the position is to improve the quality of programs and projects through ensuring quality of new proposals, providing support to deliver effective and relevant MEL frameworks and processes. MEAL officer will contribute to communication and fundraising efforst by contubuting to collection or production of relevant communication material and reports . Ensure effective monitoring systems, tools and practices to determine a project`s progress, challenges and achievements against internal and external targets and quality standards. Identify and manage risks to delivery, working with internal teams to resolve or escalate issues.
Job Responsibilities:
∎ Establish and implement comprehensive projects M&E and knowledge management systems to enhance impact monitoring, quality control and evaluation to improve internal processes and results delivery.
∎ Develop the projects monitoring and evaluation plans, indicator reference sheets, trackers, data collection tools, and participant databases and oversee quality implementation of M&E activities to meet donor standards
∎ Take lead in designing and conducting baseline, market assessment, endline evaluations any specialized studies to include TOR, sampling methodologies, data collection instruments, analysis and report development and be the main focal point for consultancies
∎ Monitor and report the status and progress of projects LFAs and Project implementation plans based on performance indicators as well as budgets expenditures
∎ Conduct process and outcome monitoring to assess the quality of activity implementation, routine data quality audits and document field visit reports and action trackers.
∎ Provide timely feedback to implementation teams from the MEAL system findings to enhance program/project implementation effectiveness and steps needed to achieve desired outcomes.
∎ Be the focal point responsible to support HQ led on Organizational global indicators monitoring
Additional Requirements:
∎ Age at least 28 years
∎ 2+ years of solid experience in documentation, monitoring, evaluation, accountability and learning in international non-governmental organizations (NGOs), at least 1 year of working in child-centered programs design and implementation.
∎ Experience working in consortiums/partnership implementation programs
∎ Computer proficiency in general office and statistical software applications e.g. SPSS.
∎ Practical experience in developing real-time dashboards e.g. Advanced Excel, PowerBi, is a must.
∎ Experience in database management and relevant software e.g. Access, MySQL
∎ Outstanding written and oral communication skills in English and Bengali;
∎ Demonstrated diplomacy in building relationships and working with diverse cultures and audiences and sensitive situations and subject matter
∎ Experience in strategic planning approaches - including needs assessment and programs design, logical framework development, selecting indicators, implementing monitoring plans, coordinating evaluations and data analysis
∎ Experience in M&E methods and approaches (including quantitative, qualitative and participatory work with children)
∎ Demonstrated skills in training and M&E capacity development of staff preferred.
∎ Commitment to Solidar's overall mission, vision and values, including strong commitment to diversity, equity and inclusion and child safeguarding
∎ Familiarity with project cycle management
