Responsibilities & Context:
∎ Develop and implement M&E framework, work plan and monitoring system for NABAPALLAB project in alignment with project objectives.
∎ Ensure the MEAL framework adheres to donor requirements, project goal, and global best practices.
∎ Implement of monitoring tools, including data collection instruments, tracking systems, and reporting templates, to measure project progress and outcomes following instructions of MEAL focal of friendship and MEAL lead from the Consortium.
∎ Support program teams in defining key performance indicators (KPIs) and targets for monitoring project outcomes.
∎ Data collection, analysis and reporting through developing and implementation of monitoring tools, including data collection instruments, tracking systems, and reporting templates.
∎ Conduct regular accountability assessments and reviews to identify gaps and ensure best practices.
∎ Oversee data collection and analysis to ensure timely, accurate and high-quality reporting through communicating field monitoring officer for helping team in data driven decision making.
∎ Prepare monthly and quarterly progress reports, consolidating quantitative and qualitative data.
∎ Contribute to consortium-wide reporting by consolidating insights from all projects activities.
∎ Establish and facilitate an online field monitoring system integrating climate action sectoral projects.
∎ Promote a culture of learning within the consortium, facilitating knowledge exchange, process documentation, lessons learned, case story writing and adoption of innovative approaches.
∎ Conduct regular field visits to monitor project activities, access data quality, and provide technical supports.
∎ Work closely with program manager and technical team for reviewing TOR, technical guideline and updating training guidelines and fact sheet for the projects.
∎ Communicate and coordinate with filed monitoring officers to ensure smooth MEAL implementation, disseminate project results, and key findings through various channels.
∎ M&E framework establish at project management; Design different tools and ensure regular data collection, use and reporting; Tracking Action Plan and deliverables as well as regular update; Support to prepare quantitative and quality report; documentation.
∎ Bachelor’s/Master's degree in the relevant field (Development Studies, Statistics, Social Sciences, Forestry, Environmental Science, Urban and Rural Development) or a related field.
∎ Minimum 5 years of experience in MEAL, preferably in a consortium or multi-partners in projects like climate resilience, natural resource management and resilient livelihood project.
∎ Strong experience in designing and implementing M&E frameworks, data collection tools, and reporting mechanisms.
∎ Demonstrate knowledge of Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks, tools, and methodologies.
∎ Knowledge of qualitative and quantitative research methodologies, statistical tools, and data visualization techniques.
∎ Familiarity with donor reporting requirements and international development standards.
∎ Experience with digital data collection tools and online monitoring systems is an asset.
∎ Strong analytical, problem-solving and communication skills.
∎ Proficient in using statistical software for data analysis.
∎ Ability to work collaboratively with diverse stakeholders, including cross-functional teams.
∎ Experience in capacity building and training related to MEAL practices.
∎ Ability to meet deadlines in a complex and fast-paced environment.
∎ Fluency in both written and spoken English.
∎ Good quality report preparation and presentation skill.
∎ Willingness to travel to frequently to project sites as required for monitoring and support different activities.
