Education:

• BSC or MSC or any other relevant discipline from any recognized University with minimum second class in all exams/CGPA
• MPH in relevant field prferrable

Skill and Competencies:

Experience Requirements:

• Minimum experience of 2 years with NGOs, UN agencies or international development organizations, and out of 3 years experience in the Health project or Programme as MEAL or related position. 

Additional Requirements:

• Knowledge on current national and global development trends related to Data management, analysis etc.  

Responsible for:

• Provide assistance to design the methodologies and tools to ensure the availability of clear and accurate information at the program/project level.
• Play an important role in data management and quality by designing a MEAL system that adheres to standard MEAL Guidelines, the MEAL Minimum Standards for Quality, and the guiding MEAL policies and procedures.
• Provide technical support to the program and build capacity in the health program through strengthening learning and knowledge sharing across the wider humanitarian community.
• Support in project development including preparation and management of the MEAL budget, staffing plan and project design. 

Activities: 

• Oversee the data entry system from the health facilities and other centers in the field and timely reporting of data and statistics to different stakeholders.
• Lead the regular Report process and work closely with program technical leads to aggregate project data.
• Provide support in the planning for project data quality audits and monitor and coordinate routine data quality audits conducted in different sites, compile results at the level of a project and develop action plans to implement corrective measures.
• Provide support and coordinate data gathering and data management of population-based surveys and surveillance activities.
• Write full narrative reports (needs assessments, internal reviews, progress reports) and executive summaries.
• Support in Community-Based Feedback and Response Mechanism (CBFRM) and other participative forms of community engagement and feedback collection.
• Communicate with Facility In-charges of all health facilities and data entry-related staff to ensure quality data entry from field level.
• Support to program and MEAL team with developing the results framework, theory of change, logframe Program Monitoring Tool (PMT), and MEAL plan including indicators for existing and new projects.
• Assist the team to ensure accountability to affected populations (AAP) data is collected routinely throughout the project cycle, enabling evidence-based programming and corrective action.
• Support to implement DHIS2 where appropriate and applicable, control and manage DHIS2 and data entry requirements.
• Conduct regular site visits or when required to monitor service provision and ensure data quality.
• Support MEAL and the project/program team on conducting statistical analysis including descriptive (univariate and bivariate data analysis) and inferential analysis using statistical software.
• Organize internal reviews and lessons learned workshops and present practical recommendations.
