∎ In this context, United Purpose seeks applications from qualified candidates to fill up the following position based in UP Field Office- Cox`s Bazar for one of its projects titled "Improving Community Resilience Through Cooperative Livelihood Actions (ICRA)" funded by IOM to be implemented at FDMNs` sheltered areas and the Unions of Ukhiya and Teknaf Upazilas under Cox`s Bazar district.
∎ As a key responsible person, the M&E Specialist will support Programme Coordinator/Project Manager in collaboration with Livelihood Specialist and Assistant Project Manager, and coordinate other project officials in the areas of resilient and cooperative livelihood, business and entrepreneurship development of women and youths and support to foster enterprise development as part of participatory monitoring and evaluating the visibility of its goal, objectives and results of project implementation. The project also expect to the position to accomplish the designing and developing monitoring, evaluation, learning and accountability (MELA) plan and produce evidence based progress and scoping reports of graduation of livelihood groups, cooperative livelihoods, small scale livelihood grants management, business and market development and linkage of the women and youths producers and measures of social-cohesion, and expose these with well documentation and coordination with others to foster smooth project outcomes have been reached.
Job Responsibilities:
∎ To ensure project have better plan to achieve their goals:
∎ Develop Details Implementation Plan (DIP) of monitoring, evaluation, learning and accountability (MELA) plan and producing evidence based progress and scoping reports
∎ Develop project outcome and impact indicators in the line of project activities and results and ensure compliance herewith
∎ Develop graduation model of livelihood groups and cooperative livelihoods
∎ Develop appropriate participatory tools to monitor, measure and evaluate the Activity performance, effectiveness and impact
∎ Maintain routine reporting deadline in compliance with project services
∎ Monitor each team member is aligned with the performance against the agreed operational plan, competency framework and Key Performance Indicators and ensure that the performance gaps are identified and resolved through on time reporting.
∎ Regular update the data of project results, analyze the outcomes and impacts of the project, prepare periodical report and give time to time feedback to the field staff on the project activities
∎ Assist in staff capacity building in implement project indictors
∎ Assist in produce project progress indicators linked to activity results framework.
∎ Introduce a market intelligence system through online data collection and analysis
∎ Develop staff capacity to ensure all information and data of project are put in place timely
∎ Assist in accomplishment of Baseline Survey, Beneficiaries Selection, Formation of Self-Help and youths Groups, cooperative business and market development of women and young producers, etc.
∎ Provide strategic director for active engagement of community peoples, DRR and RRAP in programs
∎ Support to implement the innovative business of youths and women identifying the scope of market and enterprise development
∎ Regular visit the fields of producers groups, and meet the public and private sectors and markets and meet with their representative, report, develop and expose the service inventory.
∎ To ensure the effective coordination and communication, compliance and documentation:
∎ Develop and implement MIS as well as knowledge management system for ensuring collaborating, learning and adapting (CLA) systems are in place for internal and external users
∎ Establishment of Geographical Information System (GIS) to monitor program progress and future scoping to mitigate the changes faced by the project beneficiaries
∎ As a part of evidence based progress and scoping report production, conduct visit, meeting and maintenance of effective coordination and communication with
∎ public and private sector sectors, organizations and companies
∎ Support in development Partnership and Public & Private sectors engagement for viable input and output market linkage and supply chain development herewith
∎ Ensuring reports are prepared within timeline and submitted
∎ Internal and external best practice and lesson learning on projects activities are documented and used in on-going procedures.
∎ Supporting team members to enable them to give of their best e.g. by encouraging and praising good performance, coaching, assisting staff to prevent or resolve problems, providing resources, tools and equipment.
∎ Enabling a friendly collaborative working culture within the team, actively sharing information and knowledge to enable the team to ensure effective learning and sharing across the organization;
∎ Ensure the logistic and financial management in conducting the activities
Additional Requirements:
∎ Thorough understanding and skills in MEL, MIS development and quality data management
∎ Strong knowledge and understanding on MELA, action research, social cohesion and livelihood programming, public and private sectors and excellent understanding of humanitarian assistance
∎ At least 7 years' working experience in the same or equivalent position in the field of social development, emergency response and DRM issue. Experiences within national or international NGOs are essential.
∎ In depth understanding of the inclusive market development framework in disaster like situations, FDMNs and host community situations in Cox's Bazar district
∎ Professional and clear written and oral communication skills both in English and Bangla essential,
∎ Good communication skills (oral and written) with community and relevant stakeholders
∎ Well-known local language/dialect and ability to work with people from different cultures, gender, religion, race, nationality and age
∎ In-depth knowledge on program management, finance and administration, and Monitoring & Evaluation
∎ Good command on MS-Office (MS word, Excel, Power Point etc.)
∎ Strong background in leadership, community engagement and relationship building
∎ Excellent networking, communication, negotiation and interpersonal skills
∎ Strong analytical and report-writing skills
∎ Ability to handle financial issues with relevant concerns
∎ Ability to work effectively with people from diverse backgrounds
∎ Ability to work independently and in a team
