Job Responsibilities:
∎ The responsibility of this position is to assist the Project Manager of the project to manage and oversee overall technical insight of development process of the FbA mechanism process and wider dissemination at Upazila and district level. In close cooperation with the Project Manager, S/he will facilitate the process to identify local level flood risks & vulnerabilities, support to RIMES to develop the threshold matrix and early actions for early response by engaging DMC members, relevant stakeholders and community people. The person will work closely with RIMES to assist to develop evidence-based forecast bulletin and broadcast flood forecast messages at community level. S/he will maintain an effective relationship with local DMC members and BWDB representatives to promote FbA mechanism at local level.
∎ Technical Responsibilities on -• Collect local level flood inundation and risk information and support to develop the flood inundation map.
∎ Identify possible forecast-based actions at community and institutional level through consultations with vulnerable groups and DMCs and other
∎ stakeholders.
∎ Identify community level flood forecasting mechanism and develop the threshold for triggering FbA actions.
∎ Provide active support to RIMES activities for developing digital map to generate location specific flood forecasting.
∎ Facilitate the establishment of threshold action matrix through multiple stakeholder community consultations.
∎ Participate in the development and testing of Standard Operating Procedures (SoP), particularly by identifying relevant and effective early actions and establishing flood monitoring system in collaboration with authorities and community members.
∎ Coordinate with local disaster management committees to collect Community Risk Assessments (CRA) and participate in developing vulnerability maps for unavailable areas.
∎ Promote local level advocacy for FBA, flood preparedness and Early Warning Early Action (EWEA).
∎ Identify the capacities of local DMCs and other institutions to roll out FBA mechanism including the existing financing system in DRR activities.
∎ Guide the FbA piloting process and facilitate the simulation exercise on SoP at district and upazila level as well support to national level.
∎ Participate to organize and capture the learning from national leveladvocacy events.
∎ Support to PM and Concern project focal point for taking opportunity on FBA dissemination and policy formulation to wider stakeholders
∎ Monitoring and Impact Assessment:
∎ Work closely with the PM to ensure that feedback from SKS Foundation, Concern, Donor or Consortium are addressed on time with quality.
∎ Develop MEAL Plans for the follow up during implementation. Support to consortium MEAL Coordinator for quantitative regeneration from field.
∎ Carry out data quality assessments/audits regularly for MEAL data based on agreed indicators to guide decision making.
∎ Provide alert to the respective program on corrective actions required to improve quality of project implementation.
∎ Review monthly progress reports and provide feedback to the respective staff.
∎ Timely plan and initiate all pre and post intervention assessments.
∎ Develop, maintain and carry out MEAL of the project.
∎ Support project staff in planning for and executing MEAL, including, data collection methodology and tools and data management, analysis and use.
∎ Support the implementation, dissemination and use of assessments and monitoring data in project development planning.
∎ Contribute to project learning through supporting specific analysis, lessons learned and reports.
∎ Reporting & Communication:
∎ Capture and document - process documentation, good practice, lessons learned etc.
∎ Collect data on a regular basis to measure achievement against the MEAL Framework.
∎ Check data quality with team.
∎ Maintain and administer the MEAL database; analyze and aggregate findings.
∎ Support project progress reporting, study/assessment, project review/ evaluation carried out by the consortium or RIMES.
∎ Identify areas where technical support to project staff is required.
∎ Identify lessons learned, good practices and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using MEAL findings.
∎ In coordination with the line manager, ensure Complaints Response Mechanism (CRM) is in place and functional. Prepare monthly report on CRM and share with the line manager
∎ Capacity Building:Orient the community people, DMC members and local Stakeholders on flood risk & vulnerability assessment and identification the thresholds and FbA actions.
∎ Support to develop FM training modules and SoP and organize relevant capacity building events for the DMC members.
∎ Identify the recommendations from field visit and assessment and integrate to the project
∎ Networking:
∎ Liaise with relevant government departments, relevant institutions, NGO networks as advised by the line manager.
∎ Participate in relevant union/upazilla and district level meetings/training and represent the project as requested by the line manager.
Additional Requirements:
∎ Both males and females are allowed to apply
∎ Minimum of two (2) years of professional experience in an M&E position responsible for implementing M&E activities of development projects.
∎ Competent in using MS Word, MS Excel and PowerPoint.
∎ Working experience in flood resilience project/ Forecast-based Action (FbA)/Forecast-based Financing (FbF) or SUFAL project will be an added advantage
∎ Practical experience of managing at least 1-2 ECHO-funded projects.
∎ Experience in working in consortium approach.
∎ Good facilitation skills.
∎ At least 2-5 years progressively responsible professional work experience with NGOs.
∎ Communication and networking with multi-sectoral actors.
Salary:
∎ Tk. 38896 (Monthly)
