Educational Requirements:

Job Context:
∎ The assignment includes assessment of the existing market scenario and explore the market potentials for promotion of Faecal Sludge and Solid Waste based CBG & Organic Fertilizer.
∎ In the continuation, a detail Business Plan on the sale of the CBG and Organic Fertiliser including Business Analysis and Marketing Plan for CapitaLand Development Limited.
∎ The assignment will be conducted to establish the business model proposed under the project titled “Citywide PPP led Integrated Faecal Sludge and Solid Waste Management for Improving Water Security and Inclusive Green Growth”. The project is funded by Netherlands Enterprise Agency under their FDW theme; thus it is called by FDW Project.
∎ The study will cover the 3 contextual areas as follows-
∎ • Faridpur and Satkhira Municipal Level
∎ • Faridpur and Satkhira District Level
∎ • National Level

Job Responsibilities:
∎ Background and purpose of the assignment:
∎ (1) Background: Proper management of waste and sludge is a critical problem worldwide today, especially in cities. City dwellers, mainly in low-income communities, typically discharge untreated waste and sludge into sewers and water bodies, emitting green gas about 2.19 million tons of CO2/year. The total amount of waste generated worldwide is expected to double from nearly 2 billion tons in 2016 to about 4 billion tons by 2050 . Access to safe disposal of faecal sludge (FS) and solid waste (SW) is very limited and almost non-existent for low-income communities. Solid waste management is a grave concern for Bangladesh as by 2025 waste generation per capita will be 0.75 kg/capita/day and total amount of waste will reach 21.07 million tons per year . National water policy identified untreated indiscriminate disposal of waste and sludge as one of the leading causes of water pollution and water quality degradation. The Bangladesh Government's (GoB) Eight Five Year Plan, similar like previous one, also identified unsafe waste disposal as one of the main reasons for clogged sewers and flooding, which disproportionately affect the health and economic well-being of the community.
∎ CDL is implementing a project in Faridpur and Satkhira Municipalities. One project is funded by Sustainable Water Fund (FDW) - Netherlands Enterprise Agency, named “Citywide PPP led Integrated Faecal Sludge and Solid Waste Management for improving water security and inclusive green growth” aims at sustainable access to clean drinking water and sanitation through recycling of organic solid waste and faecal sludge into biogas and organic fertilizer and its market development. CDL is implementing the project in partnership Practical Action, Natural Synergies, WASTE, Faridpur and Satkhira Municipality.
∎ The FDW theme is expected to create sustainable access to clean drinking water and sanitation (including waste) to ensure efficient water use, mainly in agriculture and improved river basin management and safe deltas as well as improving the living conditions (reduction in water logging, water pollution) in Satkhira and Faridpur municipalities.
∎ To link with the theme, our FDW project emphasized on the improved and integrated Faecal Sludge and Solid Waste Management. Thus, minimizing the disposal of waste indiscriminately and maximizing the use of recovered materials will result in the prevention of the waste going back in to the environment and ultimate water pollution. For long term sustainability, the management system proposed is a Public Private Partnership (PPP). CDL, being one of the private partners in the project, commits significant amount of investment and is responsible for the initial civil construction works and the marketing and sales of the final products (CBG and Organic Fertilizer) by their own means focusing on the nexus of waste-water-agriculture-energy for inclusive green growth and water security of municipalities.
∎ The projects include different approaches to achieve the objectives. For example, design and construction of physical infrastructures for recycling solid waste and faecal sludge into biogas and organic fertilizers. Besides, to raise awareness in communities to participate in doorstep waste and sludge collection services with integrated planning, multi-stakeholder PPP-led inclusive development of green business models, and comprehensive social mobilization. Local capacity for sustainable operation and maintenance of plants, women's economic empowerment through value chain development, and market promotion of recycled products are targeted to be enhanced through the interventions of the project. In this situation, CDL is planning to commission this study in order to assess the existing market around the CBG and Organic Fertiliser, explore the potential and relevant stakeholders, propose a business plan with a marketing strategy for promoting and establishing the business.
∎ (2) Objective of the study: The overall objective of the study is to specify a business plan with marketing strategy driven from analyzing the existing market scenario. The investigation is expected to be conducted in three contextual geographic layer; Faridpur and Satkhira municipal level, district level and national level. The specific objectives of the study are:
∎ To assess and identify existing pattern of bio gas usages and analyze the potentials of both the social and commercial context.
∎ To assess the existing market around the CBG and Organic Compost and map the relevant stakeholders
∎ To propose a detailed business plan on the best possible marketing means for end products (CBG and Organic Fertilizer) for the basis of a business establishment.
∎ A detail marketing plan indicating the potential stakeholders and inclusion of women led entrepreneurships ranging from the marginalized level to national level.
∎ (3) Scope of work and key questions:
∎ Scope of work: The assessment team will follow the following conditions:
∎ Review of necessary existing documents e.g., project proposal, ToC, business analysis, business plan, market strategy, market study and etc. specifically prepared under this project and by externals under other purposes at local and national level.
∎ Receive detailed briefing, including clarification of any issues deemed necessary by the respective organization's management before the fieldwork begins, and obtain the necessary data and information for proper basic assessment of the project.
∎ Create a great scope to know the knowledge, attitudes, and practice of local people on CBG and Organic Fertiliser usages in Faridpur and Satkhira Municipalities.
∎ To understand the existing market, market size, potential market actors around the CBG and organic fertiliser;
∎ To explore and cluster the existing users of CBG and/or biogas and Organic fertiliser according to socio economic culture
∎ Understand and analyse the existing business generated around CBG and/or Biogas and Organic Fertiliser
∎ Identify the key factors affecting/effecting the existing business cases if the demand is uprising or falling;
∎ Explore the customer satisfaction on the existing usages and/or system and expectation for future upgraded usages;
∎ Identify the existing engagement of the marginalised women and/or women led entrepreneurs around the usage of biogas and organic fertiliser
∎ Identify the best potential and demanded means of the end products from biogas and organic fertiliser;
∎ Explore the potential market comparing the local, regional and national level sectoral needs;
∎ Analyze the business case scenario around the potential markets generated from CBG and organic compost
∎ Develop Market Strategy to establish the potential business and propose a marketing plan.
∎ Indicate the potential stakeholders; including market actors, users and producers;
∎ Indicate the meaningful means to engage the marginalised women and/or women led entrepreneurs in productive Usages of the CBG and Organic Fertiliser including promotion for business development.

∎ Methodology of the study:
∎ Survey methods and tools preparation: CDL is looking for an appropriate methodology to achieve the study objectives Considering the active participation in and response from different stakeholders, a mixed- method approach, the consultant/firm will be required to develop appropriate methodologies considering the local context for each study/assessment that combines both qualitative and quantitative assessment to meet the objectives of the study as appropriate. The consultant/consultancy firm will develop a survey questionnaire, tools to use, and a set of qualitative questions in consultation with CDL. Some success stories, best practices, learning capturing will also be considered in the study as part of qualitative evidence as well as in digging out the actual scenario. The methodology and relevant tools should be adjusted in consultation with CDL and finalized before implementation. Also, the consultant/firm should address how the projects contribute to meet CDL’s targets for business and marketing plan for CBG in Faridpur and Satkhira. As Field test and accommodation of feedback from the field test will also be done to finalize the questionnaire and related tools. In addition, all qualitative and quantitative data collected through the studies will be disaggregated by age, sex, and area as appropriate. Other factors as highlighted in project indicators also need to be considered.
∎ Assessment areas: This assessment is planned to be conducted in the areas where the project is currently being implemented, in two municipalities in Faridpur and Satkhira, Bangladesh.
∎ Target respondents: The targeted beneficiaries as respondents for this study will be community households, commercial consumers, institutional consumers, and local business organizations.
∎ Quantitative method: The study will have to apply the quantitative method for data collection to obtain primary data and information from the project beneficiaries. The study should be carried out by involving the beneficiaries and stakeholders of the projects. The study population should be representative. An Appropriate sampling strategy and representative sample size for each of the study populations will be suggested by the consultant/firm. CDL will justify the rationality of using proposed sampling strategies and sample size. All data, collected through the assessment, will need to be disaggregated by age, sex, and areas, as appropriate. Other factors highlighted in project indicators will also need to be considered.
∎ Qualitative Assessment: Qualitative assessment will be done in order to get more detailed, more specific, and accurate information from the community representatives. In all cases various PRA tools and techniques namely Key Informants’ Interview (KII), Focus Group Discussion (FGD), case studies, etc., can be considered. The consultant/firm is expected to make the qualitative sample representative, too. The outputs are expected to reinforce and validate the data and information collected through the quantitative survey.
∎ Data collection methods: The consultant/firm will prepare the survey questionnaire and tools in consultation with CDL to capture the response, preferably through an app-based data collection tool. The reason behind this is that the tools used in smartphones and tablets along with simplicity and flexibility will make it easy to streamline every step of the collection, analysis, and reporting of data. It will further reduce the errors significantly, richer the data quality, and also can locate GPS coordinates of the sample. To make the data representative, the sample size will be distributed proportionally depending on the target population in the respective areas.
∎ Team Composition and orientation of tools: The study will be conducted by the consultant/firm with further quality checking by CDL. Data collectors/enumerators will be oriented on the questionnaire and the data collection process through organized orientation sessions facilitated by the consultant/firm in consultation with CDL.
∎ Data analysis and report writing: The collected data will expect to be cleaned and analyzed using appropriate software such as SPSS, STATA, MS-Excel, etc. Based on the analysis, the consultant/firm will prepare the draft report, and later, it will be shared with CDL to review and share provide feedback. Based on the feedback incorporation, the final report will be produced and shared with CDL.
∎ Qualification of the consultant/Firm:
∎ Master’s degree/Ph.D. in Economics/Finance/Business Administration/Development Studies/Social Science/Statistic/Social Business or equivalent fields having at least 7 years’ experience in the related field;

∎ Single technical proposal will be developed where separate methodology and conceptual framework will be clearly defined.
